HomeMy WebLinkAboutMinutes_Planning and Zoning_6/20/2024 MINUTES PLANNING AND ZONING BOARD MEETING VILLAGE OF TEQUESTA, FL JUNE 20, 2024 5:30 PM COUNCIL CHAMBERS CALL TO ORDER AND ROLL CALL The meeting was called to order by Board Chair, Leslee Dasher at 5:30 p.m. A roll call was taken by Community Development Planner, Meg Wyble. Present were: Member Jeanne McEldowney, Alt. 1 Member Marie Sapirie, Chair Leslee Dasher, Member Elizabeth Schauer, and Vice-Chair Theresa Maggio. APPROVAL OF AGENDA Member Elizabeth Schauer made a motion to approve the agenda. Member Jeanne McEldowney seconded the motion. The motion carried unanimously (5-0). APPROVAL OF MINUTES 1. August 2023 Planning and Zoning Board Minutes MOTION: Member Schauer made a motion to approve the meeting minutes from August 2023; Alt. 1 Member Sapirie seconded the motion. Carried unanimously 5-0 (absent: Member S. Ambrose). 2. February 2024 Planning and Zoning Board Minutes MOTION: Member Schauer made a motion to approve the meeting minutes from February 2024; Member McEldowney seconded the motion. Carried unanimously 5-0 (absent: Member S. Ambrose). AGENDA ITEMS 3. SPM-2-24 Application from Tamwest Realty, INC for a Minor Site Plan Modification for new paint colors on the existing County Line Plaza in the C-2 Zoning District. Community Development Director, Jay Hubsch, provided the Board with a Staff Report capturing the proposed County Line Plaza paint colors. Mr. Hubsch presented the following recommended conditions from Staff: Page 1 of 3 • Within six (6) months of painting completion, property owner must apply for site plan modification to create an update Master Sign Program for plaza and resolve roof color. • Community Development Director is authorized to approve minor changes to the proposed painting plan within scope of the existing proposed colors. • Board recommendation to paint the entry and monument signs using proposed project colors, with emphasis on Polaris. Mr. Hubsch also advised the Board to be aware of the impact of the color change with the roof. Sandra Hayward, from Tamwest Reality, spoke to the board in support of the color change. Additionally, Mrs. Hayward acknowledged the need for an updated Master Sign Program, and the potential for a change in the roof. Marco Valdez questioned the color cohesiveness of the out parcels and neighboring projects. Community Development Director, Jay Hubsch, suggested a site visit for the Board to gain a better perspective of the proposed color. Jessica Namath, a resident of Tequesta, voiced her opinions regarding the color choices, and strongly encouraged the Board to reconsider. Member Marie Sapirie commented that the colors were not coastal enough and expressed dissatisfaction with the current sign program. MOTION: Member Schauer made a motion to recommend approval of SPM-2-24, with the following conditions. • Recommendation to paint the entry and monument signs with colors from the presented paint colors, with an emphasis on the color Polaris. • Authorization for the Community Development Director to approve minor changes to the proposed plan, as long as the colors from the presented paint colors are used. • Within 6 months of completion of painting, the property owner must apply for a site plan modification to create an updated Master Sign Program and resolve the color of the roof Member McEldowney seconded the motion. Carried 4-1 (opposed: Alt. 1 Member Sapirie) (absent: Member S. Ambrose). STAFF COMMENTS There was no Staff comment. PUBLIC COMMENTS There was no Public comment.
