HomeMy WebLinkAboutMinutes_Local Planning Agency_7/18/2024 MINUTES LOCAL PLANNING AGENCY MEETING VILLAGE OF TEQUESTA, FL JULY 18, 2024 5:30 PM COUNCIL CHAMBERS CALL TO ORDER AND ROLL CALL The meeting was called to order by Board Chair, Leslee Dasher at 5:40 p.m. A roll call was taken by Community Development Planner, Meg Wyble. Present were: Marco Valdez, Marie Sapirie, Jared Gaylord, Member Jeanne McEldowney, Chair Leslee Dasher, Vice-Chair Theresa Maggio, Member Sherry Ambrose, and Member Elizabeth Schauer. APPROVAL OF AGENDA Elizabeth Schauer made a motion to approve the agenda; Sherry Ambrose seconded the motion. Motion carried unanimously 5-0. APPROVAL OF MINUTES 1• MOTION: Member Schauer made a motion to approve; Vice-Chair Maggio seconded the motion. Carried unanimously 5-0. AGENDA ITEMS 2. ORDINANCE 08-24: Living Shorelines, Bulkheads and Seawalls, and Fill Permits Community Development Director Jay Hubsch delivered a presentation on the Living Shorelines Ordinance and the proposed amendments it would introduce to the Village's Municipal Code. During the presentation, the Board raised inquiries about specific dimensions for seawall specification and the precise language of the code. Jay Hubsch explained that these standards align with those of neighboring municipalities and would undergo Engineering reviews during the permitting process. There was a discussion about the two-year growth period for Mangroves, and it was stated that Staff would monitor the progress. The Board suggested placing the responsibility for monitoring Mangrove growth on the applicant and recommended two six-month extensions in the case of delays. Also discussed was a time limit and a recommended sequence of events regarding the receipt of the Department of Environmental Protection permit and the Village's permit approval. The Board sought clarification on who would cover any additional costs incurred during Page 1 of 2 the inspection and permitting process. It was agreed that the applicant would pay for their own engineer, while the Building Department would review the work for accuracy. Resident Pat Watkins addressed the Board, posing questions about public notifications and when neighboring properties would be notified in the permitting process. The Board responded by committing to enhance public education about the proposed code. Another resident, Marie Sapirie, spoke in favor of the Ordinance. She provided observation to strength the language of the Ordinance and avoid potential conflicts. MOTION: Member Schauer made a motion to recommend approval of Ordinance 08-24 with the following conditions; • In section 76.34.3, modify the one year extension to two six month extensions. • Clarify the definition of "disturbed shorelines" and require a written recommendation from the Building Official, and Community Development Director, indicating if they agree the proposed shoreline is disturbed. • Ensure that the total cost of repairs estimate is based off of the linear feet. This estimate shall come from a chart kept in the Community Development Directors office. • Add a provision relating to extensions in the event of emergency for required fill in living shorelines and/or Mangrove stabilization. Vice-Chair Maggio seconded the motion. Carried unanimously 5-0. STAFF COMMENTS Community Director Jay Hubsch informs the Board that there are currently no items slated for the August meeting. PUBLIC COMMENTS There were no Public Comment. BOARD COMMENTS There were no Board Comment. ADJOURNMENT Elizabeth Schauer made a motion to adjourn; Theresa Maggio seconded the motion.
