CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Molly Young at 6:08 p.m. A roll call was taken by
Deputy Clerk Mary Ann Grieser.
Present were:
Mayor Molly Young and Vice-Mayor Rick Sartory.
Late were:
Council Member Laurie Brandon.
Absent were:
Council Member Patrick Painter and Council Member Jayson E. French.
AGENDA ITEMS
1. Discuss resolution to support "Slow Speed - Minimum Wake" zone within the
Jupiter Narrows area.
Mr. Thomas Riner, Regional Director of Florida Fish and Wildlife Conservation (FWC)
offered a brief history of FWC and updated Council on the recent ruling on speed zones
that was challenged and deemed unsuccessful based on a "rule technicality". A new
study was recently performed and a new proposal of slow speed had been brought forth.
Mr. Riner believed the newly proposed shorter zone and modified time frame (to year
round) was defensible, and would minimize regulation and confusion. There was a zoom
meeting on the proposed new zone scheduled for December 17, 2024 at 5:30. The
change would then be brought to FWC Commissioners in February, in Tallahassee.
Additionally, the Mr. Riner informed Council that the FWC used the least restrictive
means to achieve their goal.
Mr. Powell, of the Beach Road Association, relayed to Council that his association was
supportive of the changes to the zone and time frame.
Ms. Jessica Namath of 20 Shady Lane, pointed out that public safety in the area was a
key component and would help law enforcement manage the area. She was appreciative
of Council's support.
Attorney Davis would adjust the documentation to show the new zone location. He would
have it ready for the December Council Meeting.
2. Council Discussion on Resolution 25-24, Supporting the Procurement and
Oversight of Consultants for the Development of a Countywide Transportation
Plan
Manager Jeremy Allen gave a brief history on the subject of developing a countywide
transportation plan, including a scope of services to provide a framework for a planning
process. The Village was asked to support the idea of a regional transportation plan and
the County planned on hiring a consultant to gather data. Council wished to wait on
endorsing the plan, understanding the County would meet on December 10, 2024 to
discuss the scope of services.
Ms. Jessica Namath of 20 Shady Lane, spoke on behalf of her HOA and expressed
concern over having more traffic in the Village.
The item could possibly come back to a Workshop meeting in February of 2025.
The Village would be able to give feedback to the county consultant in the form of data
from our comprehensive, transportation, and park plans, as well as resident feedback.
If the item came back to a Workshop Meeting, Council agreed there should be a
statement protecting home rule, land use and the comprehensive plan.
Attorney Davis recollected the discretionary transportation surtax would go to the
County and it would have the discretion to distribute up to 25% of the tax collected to
municipalities. The County could use the funds for light rail, high speed rail, and
countywide transit programs but could not use funds for fixing or creating roads.
However, if given to the municipalities, the funds could then be used for roads.
ADJOURNMENT
MOTION: Council Member Brandon made a motion to adjourn the meeting Council Member
Sartory seconded the motion. Carried unanimously 3-0 (absent: Council Member Painter and
Council Member French).
