HomeMy WebLinkAboutMinutes_Local Planning Agency_10/17/2024 (2) MINUTES LOCAL PLANNING AGENCY MEETING VILLAGE OF TEQUESTA, FL OCTOBER 17, 2024 5:30 PM COUNCIL CHAMBERS CALL TO ORDER AND ROLL CALL The meeting was called to order by Board Chair, Leslee Dasher at 5:59 p.m. A roll call was taken by Community Development Planner, Meg Wyble. Present were: Alt. 2 Member Marco Valdez, Alt. 3 Member Jared Gaylord, Member Jeanne McEldowney, Alt. 1 Member Marie Sapirie, Chair Leslee Dasher, Vice-Chair Theresa Maggio, and Member Sherry Ambrose. Absent were: Member Elizabeth Schauer. APPROVAL OF AGENDA Alt. Member Marie Sapirie made a motion to approve agenda; Member McEldowney seconded the motion. Carried unanimously 5-0 (absent: Member Schauer). APPROVAL OF MINUTES 1• MOTION: Vice-Chair Maggio made a motion to approve July 18, 2024 minutes; Member McEldowney seconded the motion. Carried unanimously 5-0 (absent: Member Schauer). AGENDA ITEMS 2. ORDINANCE 09-24: FLOODPLAIN MANAGEMENT Village of Tequesta Building Director, Wayne Cameron provided the Board with a presentation on updates to the Letter of Final Determination provided by the Federal Emergency Management Agency. To establish continued eligibility with the National Flood Insurance Program, NFIP requires adoption of periodically restudied Flood Insurance Studies, Flood Insurance Rate Maps and floodplain management regulations. MOTION: Alt. 1 Member Sapirie made a motion to recommend approval with further clarification on the definition of"market value"; Member McEldowney seconded the motion. Carried unanimously 5-0 (absent: Member Schauer). Page 1 of 2 3. ORDINANCE 11-24: PARKING REGULATIONS Community Development Director, Jay Hubsch, provided the Board with a presentation on proposed parking updates. Using a parking study that was excecuted in the height of the 2023 season, the goal was to determine if the Village's existing multi-family parking standards were accurate. The study concluded that the current parking standards are accurate, however the Village lacks a guest parking code and loading zone requirements. Council has directed Staff to require .25 guest parking spaces per dwelling unit in multi- family projects and one loading zone per multi-family development. The parking code has also been updated to be compliant with ADA. The Board supported the update, and encouraged an increase in guest parking. Additionally, the Board wanted to explore the possibility of having separate residential and commercial loading docks for Mixed Use Projects. MOTION: Alt. 1 Member Sapirie made a motion to recommend approval of Ordinance 11-24, with the addition of separate loading docks for residential and commercial at the discretion of the Community Development Director; Member Ambrose seconded the motion. Carried unanimously 5-0 (absent: Member Schauer). STAFF COMMENTS Community Development Director, Jay Hubsch, brought to the Boards attention that the December PZB meeting date is December 19. As this is close to the holiday, he questioned if the Board would want to move the date up to allow for those traveling. PUBLIC COMMENTS BOARD COMMENTS The Board requested that the Planning and Zoning Board website could be updated with recent presentations for those who view the meeting online.
