Subject: Wynn and Sons Environmental construction Co. LLC Road Repairs
Date: January 21, 2025
This agenda item outlines the proposal to address significant road deterioration on Point
Drive. The affected area includes the travel lanes and the edges of the road, which exhibit
widespread cracking and structural degradation. These conditions pose a risk to vehicular
traffic and require immediate attention to prevent further deterioration and ensure the
safety and longevity of the roadway.
The-proposed repair work will be carried out by Wynn and Sons Environmental
Construction Co. LLC, a trusted contractor with experience in roadway rehabilitation. The
scope of work includes:
1. Rebuilding and repairing the road edges to address structural failures and prevent
further erosion.
2. Milling and paving both travel lanes in the area located in front of the Whitehall
Condominiums on Point Drive, ensuring a smooth and durable surface.
The total estimated cost of the project is $18,906.00, with pricing derived from the current
Palm Beach county (PBC) piggyback contract, which remains valid through March 14,
2026. Utilizing this contract ensures that competitive pricing and procurement guidelines
are met.
Funding for this project has been allocated under account 001-210--546.350 (R&M Roads)
as part of the Village's approved budget for road repairs and maintenance. The Village
Manager has reviewed and signed the estimate in accordance with his procurement
threshold authority, allowing the project to move forward expeditiously.

Approval of this agenda item will enable the necessary repairs to proceed, addressing the

The Village council is asked to acknowledge and authorize the proposed repairs to Point

PUBLIC RECORDS. In accordance with Sec. 119.0701, Florida Statutes, CONTRACTOR must keep
and maintain this Agreement and any other records associated therewith and that are associated
with the performance of the work described in the Proposal or Bid. Upon request from the
Village's custodian of public records, CONTRACTOR must provide the Village with copies of
requested records, or allow such records to be inspected or copied, within a reasonable time in
accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR
who fails to provide the public records to the Village, or fails t❑ make them available for
inspection or copying, within a reasonable time may be subject to attorney's fees and costs
pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida
Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated
with this Agreement or associated with the performance of the work described in the Proposal
or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and
following completion of the Agreement if the CONTRACTOR does not transfer the records to the
Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to
the Village, all public records in possession of the CONTRACTOR, or keep and maintain public
records required by the Village. If the CONTRACTOR transfers all public records to the Village
upon completion of the Agreement,the CONTRACTOR shall destroy any duplicate public records
that are exempt or confidential and exempt from public records disclosure requirements. If the
CONTRACTOR keeps and maintains public records upon completion of the Agreement, the
CONTRACTOR shall meet all applicable requirements for retaining public records. Records that
are stored electronically must be provided to the VILLAGE, upon request from the Village's
custodian of public records, in a format that is compatible with the Village's information
technology systems.

Pursuant to Article X1I of the Palm Beach County Charter,the office of the Inspector General has
jurisdiction to investigate municipal matters, review and audit municipal contracts and other
transactions, and make reports and recommendations to municipal governing bodies based on
such audits, reviews, or investigations. All parties doing business with the Village shall fully
cooperate with the inspector general in the exercise of the inspector general's functions,

Re: Consider Approval of Work Authorization to Mock Roos for$5,000 to Conduct
Tequesta's NPDES Year 8 Annual Assessment for the PBC MS4 County-wide Permit 2024
(FY25 Funds)
The Utilities Department(UD) recommends approval of a work authorization to Mock Roos &
Associates, Inc.,for$5,000 to conduct Tequesta's Year 8 "Annual Assessment" for the Palm Beach
County (PBC) municipal separate storm sewer system (MS4) National Pollutant Discharge Elimination
System (NPDES) permit using 2024's data.
The municipalities and Palm Beach County hold an MS4 permit for storm sewer collection systems
located within the county. The permit has a list of compliance conditions under which it is issued, often
specific for each year the permit is held. These requirements must be completed and submitted to PBC
for compilation and ultimate submittal to the Florida Department of Environmental Protection (FDEP)
for permit compliance. This work authorization is to conduct a required "Annual Assessment" of the
Village of Tequesta's stormwater system by evaluating the results of sample points near Tequesta taken
by the Loxahatchee River Environmental District.
The annual assessment is an analysis using a suite of analytes specific to determining the trend of
nutrient loading in the nearby receiving waters.The receiving waters are the Loxahatchee River and the
Indian River Lagoon.That evaluation is added to the Village's other Year 8 information and provided to
PBC. PBC compiles the compliance information for all stormwater service providers in the county and
submits it to FDEP.

VII. AGREEMENT REFERENCE
The work authorized under this Work Authorization shall be performed under the terms
and conditions described within the Professional Services Agreement dated September 10,
2020, by and between the VILLAGE of Tequesta ("VILLAGE") and Mock, Roos &
Associates ("CONSULTANT"). Compensation shall not exceed the hourly rates currently
in effect under this Agreement.

SUBJECT: Agreement between THEY improv LLC. and the Village of Tequesta
Please find attached the Agreement between THEY improv LLC. and the Village of
Tequesta to facilitate an improv workshop for Senior management team-building
activity, focusing on interpersonal communications and team bonding to continue
to foster a successful working environment.
The Village committed to pay a 50% deposit up front for an amount of $2,550.00

Dear Jeremy,
It was a pleasure to speak with you regarding your improv team building needs involving
an improv workshop on Friday, January loth from loam-noon, with a 30 minute break for
lunch, and then from 12:30-2:30pm for about 20 people at River Center, 805 U S 1,
Jupiter, FL 33477. We look forward to helping your group to bond through
improvisational techniques. Focus will be on fighting Silo Mentality, Collaborating, and
enhancing Communication to provide a more productive environment for all.
THEY improv will provide a moderate Lead Facilitator. This will include fun exercises
as well as focusing on interpersonal communications and the concept of `Yes, and' with a
specific focus on bonding employees to help create a successful business environment.
This means that they'll laugh along the way. There are many options for exercises with
planned samples in our ADDENDUM that can be changed and are up for discussion.
You will find the contract attached. If everything is agreeable, you should print, sign and
return it with the deposit of 50% of the event fee made out to "THEY improv, LLC" at
the address above. The final 50% is due to be mailed by you within one week after the
event. Refunds of this money are allowed up to 30 days prior to the event date. If you
prefer to pay by credit card, there is an up to 3.5% convenience fee and an additional
form that would need to be signed. This proposal is good for 4 days as the event is
coming up quickly.

This agreement is made the day of , 2024 by and between
THEY improv, LLC and VILLAGE OF TEQUESTA (or CLIENT).
THEY improv, LLC agrees to present a team building improv workshop on Friday,
January l oth from l oam-noon, with a 30 minute break for lunch, and then from 12:30-
2:30pm for about 20 people at River Center, 805 U S 1, Jupiter, FL 33477. Call time is 30
minutes prior to the event.
THEY improv, LLC agrees to provide one moderate Lead Facilitator for this event.
CLIENT is responsible for venue location, location expenses (such as parking) and
technical issues (items such as pens, paper, and white boards if CLIENT desires).
THEY improv, LLC and its employees and independent contractors shall hold harmless
CLIENT for any personal injury, accident, or other type of unseen situation that could
result in damage to person, property, or materials.
CLIENT agrees to pay THEY improv, LLC the sum of$4,500.00 (four thousand five
hundred dollars) for the above-mentioned performance by checks made out to "THEY
IMPROV, LLC". One-half the total fee is due upon signing this agreement as a deposit,
with the balance due within one week after the event. The deposit is refundable until 30
days prior to the event. If credit card payment is preferred, there is a 3.5% fee and an
additional form that would need to be signed. If CLIENT cancels the event within 72
hours of the start time, the final balance is also due and payable.
This constitutes the entire agreement between both parties. Any changes or substitutions
must be agreed upon by both parties and confirmed in writing. Time is of the essence.

ADDENDUM
These are some sample exercises for the event to be held. Most likely we may not do all of these,
and we may do a variety of others as we adapt to the circumstances,the space,the goals, and the
people in the room.
Yes/And:The building block of improvisation is the over-acceptance of ideas from a scene partner.
We work on an exercise to develop that instinct to first listen to ideas rather than rejecting them. This
takes conversations in unusual and amusing directions. Note: Scene Bouncer is a speed version.
Categories of Eight: Each participant is provided with a category and they come up with 8 items in that
category. The rest of the group counts off these items no matter if it belongs in the category or not.
This helps to create inclusion within the group and acceptance of each other's ideas.
Panel of Experts: Participants are brought up in small groups and asked to answer questions one word
at a time, with each participant taking one word. This keeps people from thinking too far ahead and to
accept the ideas of others.
Enthusiasm: Someone is given something they can't possibly be excited about and then they have to
speak enthusiastically about it. They should create reasons why that enthusiasm is justified.
Counting: Some from the group form a circle and count as a team to 20. No two people can speak at
the same time and they can't indicate who goes next. If they do, they start back at one. This
encourages listening and cooperation while gaining appreciation for non-verbal communication and
being on the same page.
Check Ins/ Half Life:To get people to know more about one another as humans and to enhance
management skills by providing more succinct information, people are brought in front of the group to
tell a one minute story from their lives. They then tell the same story in half the time, providing more
focus and clarity. The group can ask two questions that the person must answer beyond completely
providing the sense of transparency.
Cross Talk:Two Participants are asked to talk to each other. Each has a different topic. They speak on
that topic and continue talking until 1 minute has passed. They speak at the same time! This is an
exercise in failure. We're showing the dangers of multi-tasking while also getting them to laugh. This is
usually done more as a demonstration in front of the group.
Word Association/Ping Pong: Participants are asked to have simply respond to the last word provided.
This keeps people from thinking ahead and being open to new ideas as well as how to free associate
for enhanced creativity. Then they take a list of 10 words and have a 10-sentence conversation using
those words.
The Ad Game: Participants are broken into groups of 6-8 and asked to come up with a marketing
campaign for a fictitious product and a fictitious ability for that product. Each group presents the
resulting campaign pitch and fake commercial in front of the other groups. This is likely to be cut for
time. Note: We may shift this to be during lunch if you prefer.

PUBLIC RECORDS. In accordance with Sec. 119.07011 Florida Statutes, CONTRACTOR must keep
and maintain this Agreement and any other records associated therewith and that are associated
with the performance of the work described in the Proposal or Bid. Upon request from the
Village's custodian of public records, CONTRACTOR must provide the Village with copies of
requested records, or allow such records to be inspected or copied, within a reasonable time in
accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR
who fails to provide the public records to the Village, or fails to make them available for
inspection or copying, within a reasonable time may be subject to attorney's fees and costs
pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida
Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated
with this Agreement or associated with the performance of the work described in the Proposal
or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and
following completion of the Agreement if the CONTRACTOR does not transfer the records to the
Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to
the Village, all public records in possession of the CONTRACTOR, or keep and maintain public
records required by the Village. If the CONTRACTOR transfers all public records to the Village
upon completion of the Agreement, the CONTRACTOR shall destroy any duplicate public records
that are exempt or confidential and exempt from public records disclosure requirements. If the
CONTRACTOR keeps and maintains public records upon completion of the Agreement, the
CONTRACTOR shall meet all applicable requirements for retaining public records. Records that
are stored electronically must be provided to the VILLAGE, upon request from the Village's
custodian of public records, in a format that is compatible with the Village's information
technology systems.

Pursuant to Article XII of the Palm Beach County Charter, the Office of the Inspector General has
jurisdiction to investigate municipal matters, review and audit municipal contracts and other
transactions, and make reports and recommendations to municipal governing bodies based on
such audits, reviews, or investigations. All parties doing business with the Village shall fully
cooperate with the inspector general in the exercise of the inspector general's functions,
authority, and power. The inspector general has the power to take sworn statements, require
the production of records, and to audit, monitor, investigate and inspect the activities of the
Village, as well as contractors and lobbyists of the Village in order to detect, deter, prevent, and
eradicate fraud, waste, mismanagement, misconduct, and abuses.
