Consider approval of Work Authorization which authorizes Kimley-Horn and Associates, Inc. to
perform work set forth herein and is issued pursuant to The Professional Engineering Services
Agreement to provide 90% construction documents and limiting permit services for Tequesta Park.
SUMMARY-0 ANIL
• The project is located at Tequesta Park, 19851 SE County Line Rd, Jupiter, FL, which is owned by the
State of Florida and leased to the Village of Tequesta.
• Kimley-Horn is tasked with creating 90% site plans and providing limited permitting services for the
park's redevelopment.
Current Park Elements to be Retained:
• Parking lot and park entrance
• Caretaker buildings, dog park, Girl Scout building
• Sports courts (tennis, pickleball, basketball)
• Ballfields, concession building, picnic pavilion
• Playground, multi-use field, splash pad, restroom building
• Paved plaza, community garden, and various picnic shelters
Proposed Changes and Additions:
• Additional pickleball courts, possibly covered with a shade structure
• Parking expansion and potential elimination of caretaker buildings for a maintenance area
• Modifications to address safety, security, and functionality
• The park's layout and elements such as picnic shelters, splash pad, and shaded playground will be
refined during the design process.
Scope of Services:
The work involves multiple tasks, including:
1. Survey, Geotechnical, and Environmental Services:
o Update of topographic surveys and geotechnical testing, including soil analysis and stormwater
drainage studies.
o Environmental surveys for endangered species like the Florida Scrub-Jay and creation of a
Preserve Area Management Plan (PAMP).
2. Design Development(Task 2):
o Development of conceptual site designs based on the master plan.
o Designs include playground enhancements, splash pad, site furnishings, and lighting. The design
process involves consultations with Village representatives and up to eight in-person meetings.
3. Site Plan Preparation (Task 3):
o Preparation of a site plan application for submission to Martin County. Includes utility
coordination, traffic impact study, and landscape design.
o Architectural floor plans and elevations for new structures, such as restrooms and maintenance
buildings, are also part of this task.

4. Preparation of 90% Construction Plans (Task 4):
o The plans will detail site grading, drainage, utilities, signage, hardscape, and lighting. These
plans are for review by the Village but are not intended to be final construction documents.
5. Limited Permitting Services (Task 5):
o Kimley-Horn will submit applications for permits related to stormwater management and
irrigation but not provide final construction-phase services.
6. Client Coordination and Project Management (Task 6):
o Regular client meetings, schedule management, and deliverables coordination.
Estimated Cost:
• The total fee for the services outlined is $498,550, divided across different tasks such as survey services,
geotechnical services, design development, traffic studies, and project management.
Key Assumptions:
• The 90% plans will be used for coordination and funding applications but are not suitable for
construction.
• Final construction plans and permitting will be completed under a separate contract.
• Security systems and off-site improvements are excluded from the current scope

PROFESSIONAL SERVICES WORK AUTHORIZATION
TEQUESTA PARK— DESIGN SERVICES
This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein
and is issued pursuant to The Professional Engineering Services Agreement, between the Village of
Tequesta ("Client" or "Village") and Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant"),
dated September 10, 2020 ("Agreement"). All terms and conditions of said Agreement are hereby
incorporated and made part of this Work Authorization.
PROJECT UNDERSTANDING
The Village has requested that Kimley-Horn prepare refined site designs, 90% plans and provide limited
permitting services for the Tequesta Park project located at 19851 SE County Line Rd, Jupiter, FL 33469.
The property is owned by the State of Florida and is located in unincorporated Martin County. The park
is developed under a July 26, 2005 lease between the State of Florida and Village, the terms of which
allow for the development of this park.
A plan prepared by NZ Consultants, dated May 12, 2022 is the latest concept approved by the Village for
integrating new recreation elements into the existing park site-

discussed that the concept design will require further development, to be prepared as a part of this scope

At this meeting, the Village requested e scope of oen/iuem from Kim|ey'Horn to provide design
development services, prepare 9096 complete plans, provide limited permitting services, and prepare
opinions of probable construction cost for budgeting and phasing purposes. Final permitting, 1OOg6plans
production, bid phase services, and construction phase services will be contracted under a separate work
authorization.
PROJECT ASSUMPTIONS
This scope of services assumes the following-

° The Client desires a design development phase to better define the park design with proper
scale for conytnuotabi|ity, functionality, and to address other needs for the site.
0 Kimley-Horn will work with a pre-engineered building designer for the concession and restroom
buildings, as well as o maintenance building. Floor p|ans, elevations, and budgeting will be
prepared under this scope ofservices. Structural engineering and MEP engineering services
for these buildings are assumed to be required for 100% plans and will not be provided as a
part ofthis scope ofservices.
° All opern-air shelters (picnic shelters and coverings over pickleball courts) will be designed in
coordination with a pre-engineered shelter design vendor and will be developed as component
elements. Final structural design, including foundation design, are assumed to be required for
1OO96 plans and will not be provided ama part of this scope ofservices.
• The project improvements will require the Consultant to submit plans to Martin County through
a Site Plan approval process. Variances or development waivers are not anticipated tobe
required. |f variances or development waivers are needed to approve the project, ap 'eot
amendment will be required. Client will pay all permit fees.
m Public parks and recreation areas are allowed by County code and are identified as a permitted
use. No rezoning services are required.

K|m|ey-Horn as a project amendment. It is anticipated that the Client will provide a sketch of
desired security equipment layout and conduit plans will be prepared by Kim|ey-Horn for
installation by the selected contractor. Security system equipment |s assumed tobedesigned
by the Oient"s security system vendor.
° Splash pad, playground, and shade sail design services are limited to coordination with
vendors for specification of the equipment, as well as preliminary drawings. Fully engineered
splash pad, playground, and shade sail drawings and permit submittals related to the splash
pad, p|ayground, and shade oa|/(e) are assumed to be required for 100% plans and will not be
provided aee part of this scope ofservices.
w Off-site utility main extensions or off-site roadway improvements are not anticipated and
services for the design of such are excluded from this agreement. Those services can be
provided by the Consultant with a project amendment.
Kirn|ey'Horn will subcontract with Enganuity Group to provide site survey services and Tierra South
Florida for geoieohnioa| services. Kim|ay'Horn will self-perform civil engineering` environmental
permitting servioea, permitting aan/ioes, site electrical engineering, traffic engineering, professional
environmental, and landscape architectural services.

Scope ^�� Services=.
The following services are proposed:
TASK I — SURVEY, GEOUECHNUCA_, AND PROFESSIONAL
ENVIRONMENTAL SERVICES
1.1 Professional Topographic Survey Services
A suboonsu|tant to K|m|ey'Horn' Engenuity G]roup, will update the boundary survey for Parcel /\ with a
topographic survey for the area identified above. totaling 74.92 AC (62.4 AC upland area). Survey is
anticipated to take 80'150 days to complete.
Professional aun/ay services will adhere to the Minimum Technical Standards as oai forth by the Board
of Surveyors and Mappers pursuant to Rule 5J-17 of the Florida Administrative Code. The topographic
survey will depict the following:
� Horizontal dstum, based on the East Zone of the Florida State Plane Coordinate System.
0 Up to five (6)vertical control points for future construction. Vertical do(urn will be dependent on
nearest vertical control to project. Both vertical datum points will be located on the North side
of the canal.
0 Locate above ground improvements to the centerline of the adjacent Right-of-Ways.

° R|m, invert and pipe sizes of assessable storm and sanitary lines.
° Title commitment services for all tracts.
° Depict all easements and Right-of-Ways per title commitment provided by City.

exploration services-
Supporting Soils, Structures:
w Three (3) Standard Penetration Test (S.PT) borings to 30 feet.
Access Roadways and Parking:

w Two (2) Soil Samples and Lab Tests for L1marock Bearing Ratio (LBR) Tests
Drainage:
* Three (3) Borehole Permeability (BHP) Tests
Field exploration work will be performed in the daytime and site access will be coordinated with the Village
prior to mobilization. Prior to drilling at the project site, TSF will notify the local utility companies and
request that underground utilities be marked. It is not expected that utility companies will mark privately
owned utilities. This scope assumes that utility lines will be located in the field by oihomu prior to

mobilization of the drill rig, if the Florida 811 Utility System does not clear the site. As an alternative, the
Village may provide the "all clear" if sufficient knowledge of the site utilities is known.
A geoteohnioa| engineer will evaluate the results of all drilling and laboratory testing. A report will be
issued that contains the exploration data, a discussion of the site and subsurface conditions, pavement
subgrade recommendations, and foundation recommendations, along with construction considerations.
TASK 1.3 — PROFESSIONAL ENVIRONMENTAL SERVICES
° Formal Florida Scrub-Jay Survey
Based on previous site visits and knowledge of this project site, an updated scrub-jay survey will
be required. Under this scope, Kimley-Horn will conduct a formal scrub-jay survey of the suitable
habitat areas within the project site. Surveys will be conducted in general accordance with the
U8 Fish and Wildlife Service's (U8FVV8) Scrub Jay Survey Guide|inea, North Florida, August
2007. in scrub areas determined by Klm|ey'Horn to be potential scrub-jay habitat. The surveys
must be completed sometime between March and October. Pedestrian transeotmand oo||m\eUona
will be mopped on field aerials prior to the survey. Two biologists will conduct the survey for 5
consecutive days unless weather conditions prohibit survey. If the weather prohibits survey on a
given day, then the survey will be done as soon empossible so that there are no more than sfew
days gap between survey days. The survey will be conducted starting 1 hour after sunrise and
will end by no later than 12:00 pm. Scrub-jay vocalizations will be played at each oa|| station for
one minute in each cardinal direction. A Florida Scrub-Jay Survey Report will be prepared
summarizing the results of the scrub-jay surveys. The report will include e description of the
habitat, survey methodologies and o discussion of the survey results. A habitat map showing the
location of transects, call stations, locations of scrub-jays noted and data forms summarizing the
field survey will be included in the report.
� Preserve Area Management Plan /PAMP1
Kimley-Horn will conduct one environmental site review to review existing conditions, obtain
general locations of listed species, and conduct a general vegetative inventory. Per the Martin
County Land Development Code (LDC), a Preserve Area Management Plan (PAMP) must be
provided for development approval on sites which require upland preserve areas. Kim|ey'Horn
will prepare a PAK4P in accordance with the Martin County LDC The information oo||ao\ed
during the site visit will be utilized to prepare the PAN1P. The preserve area within the parcel
will be identified. Activities allowed within the preserve will be detailed along with restoration
and maintenance activities tobe completed within the preserve. Additionally, protective
measures for any listed species identified onsite will be included in the PAPWp The following
exhibits will beprepared:
• A land cover map classifying the habitats on-site based on the Florida Land Use, Cover'
and Forms Classification System (FLUCFCS) and showing approximate acreage of each
land cover. The acreage of habitats shown will be approximate based on aerial
interpretation.

K]mloy'Hom will coordinate the PAMP with Martin County and will provide responses to two (2)
RAls. Any additional RAIs will be considered additional services. This scope does not include
any meetings with Martin County. Any required meetings with Martin County will be considered
additional services.
° State Environmental Resource Permit(ERP)Application
Kimley-Horn will assist in the preparation of an individual application for an Environmental
Resource Permit (ERP)to be submitted to South Florida Water Management District (SFWMD).
Kimley-Horn will use the information obtained in Task 1, as well as previously prepared
environmental documents (if available), to fill out sections A and C of the Individual ERP
application. Nim|ey-Horn can complete Section Eofthe ERP application with the assistance of
the project engineer.
Prior to submitting the application, Kimley-Horn will attend one (1) pre-application meeting with
SFVVMO. Once the application is submitted, Kim|ey-HornvviU attend uptoone (1) meeting on-
site with SFWMD to verify the existing site conditions and will respond to up to two (2) RAls
from SFVVMD with the assistance of the project engineer. /\nyadditiona| RA|aormeetfngavvith
8FVVMD will be considered additional services.
TASK 2 — DESIGN DEVELOPMENT
Using the approved mosierp|an as a guido. Kim|ey'Horn will further develop designs for the following-
Potential parking and vehicular circulation modifications
0 Potential site modifiooiions, such as relocating the dog park, eliminating the caretaker buildings,
etc.
0 Playground with shade features
° Group Pavilion
° Splash Pad
° Site furnishings
0 Lighting features
0 Piok|mba|| area with covering/roof
0 Base ba0KaoftbaN facility and multi-purpose field.
For this task, the Consultant will provide the following semioem-
• Project kick-off meeting with the Client
• Preparation of conceptual plan view designs for the above-listed elements. Conceptual
designs will be presented as line drawings, drawn to scale. Drawings presented to Client
will be black and white or with colors, along with representative images in support of design
elements. Up to three concepts will be prepared for the site.
• Consultant will present concepts to Client for feedback and direction. It is anticipated that
meetings with Village Manager's office and Council members will be required to determine
conceptual design direction. Consultant will attend up to eight in-person meetings to
present concepts.
• Concept designs will be revised based on feedback received and a final concept design
package will be prepared' with plan v|evvo and supporting renderings to support the
designs.
• Consultant will present the final concept design package to Village Manager's off ice, Client,
and Village Council.

TASK 3 — MARTIN COUNTY SITE PLAN PACKAGE
K|rnKey^Horn will refine the conceptual design and prepare the site plan application package for submittal
to Martin County with preliminary engineering design, architectural elevations and floorplans, preliminary
site lighting, and landscape design. This Preliminary design will be based upon the C|iontappnoved
conceptual design per Task 2.Approval of the conceptual design is assumed to be within the limits agreed
upon |n the project sohmdu|o. Any modifications to the conceptual design after Task 3 have been initiated
will require project amendment.
During this task, 0m|ey'Horn will perform the following:
° Contact utility owners and request readily available information depicting the locations and
configuration of existing utilities within the project area.
° Make the site plan application to Martin County
0 Attend one joint workshop meeting with County staff to review the application.
0 Identify Martin County design-related ordinances.
0 Prepare plans per the Martin Couniy`oeiia plan review requirements, consisting ofthe
following-
Site Plan will consist of the proposed improvements and begin to develop data tables for City
submittals.
Preliminary Paving and Drainage Plans will show proposed improvements to the existing site
drainage and will provide minimal grading for the parking area to show direction of flow. The
plans will also provide grading for the proposed perk amenities to include ADA requirements
and will include drainage details.
Preliminary Utility Plans to show general locations of water and sewer service for the
proposed building and bathroom facilities and proposed site water fountains.
Preliminary Signing and Marking Plans to show proposed site signage and striping for
access to the parking lot. Typical details will be provided, as required for City submittals.
Tree Disposition plans showing trees to remein, protected and removed.
Planting plans for proposed improvement areas will delineate plant motoria|, plant quantities,
plant schedules, specifications and project-specific p|antingdetei|m` ino|udingooderequirod
planting calculations.
Irrigation plans showing schematic coverage and proposed source.
Hardscape plans based on Client design input gathered during the Conceptual Design Task.
Kim|ey'Horn will prepare limited detailing for exterior elements, specialty pavement treatments,
and finishes.
Preliminary Site Electrical Plans for proposed improvement areas will diagrarn the electrical
service and lighting for the proposed parking lot and service to the proposed restroom building.
Architectural plans toshow floor plans and elevations of the proposed buildings. Detailed
scope aa outlined in Task 7.

TASK 11: TRAFFIC IMPACT STUDY
Kimley-Horn will prepare a traffic impact study for the proposed plan of development. As part of this task,
N|nn|oy-Horn will perform the following services-
Attendance atupto two meetings with either Palm Beach or Martin County.
� Trip generation calculations for the existing park and proposed park uses based on rates and
equations published by the Institute of Transportation Engineers (|TE)
° Collect PIVI peak hour counts otupto two (2) intersections, ifneeded.
� Apply MOT peak season adjustment factors to the raw count data.
° Apply historical growth rates in the area to adjust existing year counts to Future Background
conditions without project traffic (Year 2D2Q).
° Calculate the anticipated trip generation potential for the new proposed plan of development on
a weekday pyW peak hour basis.
° Distribute the project tripsbosedonthe |oca| roodvvayoherecterisiicmondoomp|ementary |and
uses |n the area.
� Calculate Future Total (Year 2028)traffic volumes by adding net new project traffic to Futuna
Background traffic.
� Conduct an operational analysis at up to two (2) intersections for Existing, Future Background,
and Future Total conditions using software based on the Highway Capacity Manual.
� Provide mitigation suggestions, if applicable, for roadways or intersections which are not
projected to meet level of service (LOS) standards.
The findings of this task will be summarized ino written traffic report. Relevant tables, figures and data
summaries will be prepared and included in the report. Up to five hard copies and one digital copy of the
report (PDF format) will be provided for Client use. Up to one round of reasonable comments will be
included as port of this took. Should additional data collection or additional intersection analysis be
required, this will be performed as additional services.
TASK 4 — 90% PLANS AND DESIGN
Consultant will prepare 9096 Plans based on the approved site plan package prepared under Task 3
Plans prepared under this task mhe|| be comprised of drawings that eoteb|ioh, in detail, the quality levels
of the materials and aymtenna required for the project.
This task assumes a progress submittal at approximately 60% design and a submittal at 90% for Client's
use.

facilities, and any proposed site water fountains. Coordinate and define easements if
required as part of the project.

TASK 5 — LIMITED PERMITTING SERVICES
Permit Coordination
Kimley-Horn will attend pre-application meetings, prepare and submit applications, supporting
documents and plans for review by the following agencies-
m SFWMD ERP (stormwat.er) Permit.
E SFWMD Consumptive Water Use for Irrigation.
E FDEP NPIDES Notice of Intent.
No other agency approvals are anticipated or included in this scope of services other than those identified
above. The consultant will hold pre-application meetings with all noted above and prepare designs in
accordance with preliminary comments received. Only initial comments will be received and incorporated
into designs; permit resubmittals will be made under a separate agreement.
TASK 10 - CLIENT COORDINATION AND PROJECT MANAGEMENT
The Consultant will provide the following Client coordination and project management services related to
initiating, planning, executing, controlling, and administrative functions of the Project-

Closure
In addition to the matters set forth herein, our Agreement shall include and be subject to, and only to, the
attached Standard Provisions, which are incorporated by reference, As used in the Standard Provisions,
"Consultant" shall refer to Kimley-Horn and Associates, Inc., and "Client" shall refer to Village of
Tequesta.
If you concur in all the foregoing and wish to direct us to proceed with the services, please have authorized
persons execute both copies of this Agreement in the spaces provided below, retain one copy, and return
the other to us. We will commence services only after we have received a fully-executed agreement.
Fees and times stated in this Agreement are valid for sixty (60) days after the date of this letter.
