RESOLUTION NO. 06-25 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, ENCOURAGING PALM BEACH COUNTY, INTERESTED STATE
AGENCIES, FELLOW MUNICIPALITIES, AND OTHER TAXING AUTHORITIES TO ENGAGE IN A
COLLABORATIVE EFFORT WITH EACH OTHER FOR THE SUCCESSFUL DEVELOPMENT AND
ADOPTION OF A COUNTY-WIDE TRANSPORTATION PLAN; SUPPORTING EFFORTS OF THE
PALM BEACH COUNTY CITY MANAGERS ASSOCIATION AND THE PALM BEACH COUNTY
INTERGOVERNMENTAL COORDINATION PROGRAM TO PREPARE APPROPRIATE
PROCUREMENT DOCUMENTS, INCLUDING A SCOPE OF WORK, TO RETAIN A CONSULTING
FIRM WHICH WILL DRAFT THE COUNTY-WIDE TRANSPORTATION PLAN WHICH WILL ALSO
PRESERVE MUNICIPAL HOME RULE AND LOCAL CONTROL OVER LAND USE DECISION-
MAKING, INCLUDING BUT NOT LIMITED TO ANY AMENDMENTS TO THE VILLAGE OF
TEQUESTA COMPREHENSIVE PLAN FUTURE LAND USE ELEMENT, TRANSPORTATION
ELEMENT, AND INTERGOVERNMENTAL COORDINATION ELEMENT; SUPPORTING THE
EXPANSION OF THE PALM BEACH COUNTY INTERGOVERNMENTAL PLAN AMENDMENT
REVIEW COMMITTEE BY ADDING APPROPRIATE MUNICIPAL, COUNTY, STATE, AND OTHER
STAFF MEMBERS TO SERVE AS A TECHNICAL ADVISORY COMMITTEE WHICH WILL
PROVIDE INFORMATION TO THE CONSULTING FIRM AND OTHER STAKEHOLDERS;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
SUMMARY-
This resolution expresses support for a collaborative process among county and municipal
stakeholders in creating a county-wide regional transportation master plan by procuring a
professional consultant using the existing intergovernmental coordination program and City Managers
Association

TEQUESTA, FLORIDA, ENCOURAGING PALM BEACH COUNTY,
INTERESTED STATE AGENCIES, FELLOW MUNICIPALITIES, AND OTHER

REVIEW COMMITTEE BY ADDING APPROPRIATE MUNICIPAL, COUNTY,
STATE, AND OTHER STAFF MEMBERS TO SERVE AS A TECHNICAL
ADVISORY COMMITTEE WHICH WILL PROVIDE INFORMATION TO THE
CONSULTING FIRM AND OTHER STAKEHOLDERS; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS, the movement of people, goods and services in, around, and throughout
Palm Beach County relies on an interconnected transportation network and related
transportation services; and
WHEREAS, the transportation network and transportation services are the
responsibility of multiple jurisdictions and governmental agencies such as FDOT, Palm Beach
County, municipalities, and various taxing districts and authorities; and
WHEREAS, citizens are focused on going to and from their destinations and are
mostly unaware of jurisdictional boundaries, ownership responsibilities, and funding sources
for these transportation networks and services; and
WHEREAS, the quality, manner and time required for people, goods and services to
move in the county has tremendous impacts on every aspect of life in Palm Beach County;
and
WHEREAS, population growth in recent years has consistently outpaced the existing
transportation network's capabilities creating traffic jams, longer travel times, safety issues,
extra expenses, and frustration; and
WHEREAS, population growth is expected to continue to increase for the foreseeable
future due to the desirability and quality of life in South Florida and Palm Beach County; and

WHEREAS, a Countywide Transportation Plan that preserves municipal home rule
and local control over land use decision-making, including but not limited to any amendments
to the Village of Tequesta Comprehensive Plan future land use element, transportation
element, and intergovernmental coordination element can effectively address the issues
involved with the transportation network and services that exist now and into the future, and
in addition can positively impact other countywide issues including, but not limited to
homelessness and the provision of workforce / affordable housing; and
WHEREAS, the Board of County Commissioners, the Village of Tequesta, and other
municipalities and taxing authorities recognize that working together in a collaborative and
proactive manner is the most efficient way forward for the benefit of all our citizens; and
WHEREAS, achieving success in the development of a collaborative and
comprehensive Countywide Transportation Plan requires the engagement of a consulting firm
of national/international repute, with experience and capabilities in creating such plans; and
WHEREAS, at present, the only entity which officially brings together county and
municipal stakeholders for purposes of working together to address issues of a countywide
nature is the Intergovernmental Coordination Program (ICP); and
WHEREAS, the ICP is identified in the Intergovernmental Coordination Element of
Palm Beach County's Comprehensive Plan, and is likewise identified in the Comprehensive
Plan Intergovernmental Coordination Elements of each of the municipalities located in the
county whose membership is memorialized via interlocal agreements; and
WHEREAS, ICP membership also includes the taxing authorities and districts who
build and maintain transportation infrastructure in Palm Beach County; and
WHEREAS, the ICP is able to provide a platform for the establishment of unified,
trusted and collaborative outcomes, instead of individually or factionally established
outcomes that favor the positions of only certain jurisdictions over those of others; and
WHEREAS, the ICP will need the full support of the members both at the policy level
with elected officials, and the technical level with professional staff, in order to make the
development and adoption of a Countywide Transportation Plan a successful reality.
NOW THEREFORE, be it resolved by the Village Council of the Village of Tequesta,
Florida that:
Section 1: The foregoing recitals are true and correct, and are hereby adopted and
incorporated into this resolution as if fully set forth herein.
Section 2: the Village Council of the Village of Tequesta hereby expresses its desire
and intent to join with fellow municipalities, Palm Beach County, and other interested taxing
authorities and stakeholders in a collaborative process for purposes of developing and
adopting a comprehensive Countywide Transportation Plan that also preserves municipal
home rule and local control over land use decision-making, including but not limited to any
amendments to the Village of Tequesta Comprehensive Plan future land use element,
transportation element, and intergovernmental coordination element.

Section 3: This resolution expresses the Village of Tequesta' agreement, approval,
sanction and authorization for the following activities:
a. The crafting of a scope of services by the Palm Beach County City Manager's
Association (PBCCMA) through its own internal process, the final version of which
will be distributed to fellow municipalities, Palm Beach County, and other taxing
authorities and stakeholders for review and comment.
b. The ICP's Multijurisdictional Issues Coordination Forum Executive Committee
(MICFEC) serving as the oversight board for the consulting firm that gets hired to
craft the Countywide Transportation Plan. The MICFEC will prepare and provide
policy level activities specifically related to the contractual relationship with the
consulting firm; the scheduling, noticing, and holding of public meetings with the
consulting firm; the providing of direction to the technical level professional staff
and the facilitating of engagement and participation with the ICP membership; and
the making of recommendations to the government bodies of fellow municipalities,
Palm Beach County, and other taxing authorities and stakeholders.
c. The formation of an expanded version of the Intergovernmental Plan Amendment
Review Committee (IPARC) by adding, at the discretion and direction of MICFEC,
municipal and county engineers, public works, and information technology
professionals; TPA, FDOT, Tri Rail, and Palm Tran, professionals; and other
professionals deemed necessary or desirable. This assembly of technical level
professional staff will serve as the Technical Advisory Committee (TAC). The
Technical Advisory Committee, which may also be known as "IPARC 2.0," will
provide information required by the consulting firm, will serve as the subject matter
experts for the development of the Countywide Transportation Plan, and will
provide input and advice to the consulting firm and to MICFEC.
Section 4: The Village Manager is directed to provide copies of this resolution to
fellow municipalities, Palm Beach County, and other interested taxing authorities and
stakeholders.
Section 5: This Resolution shall take effect immediately upon adoption by the
Tequesta Village Council.
