Discuss Tequesta Park Master Plan and Work Authorization which authorizes Kimley-Horn and
Associates, Inc. to perform work set forth herein and is issued pursuant to The Professional
Engineering Services Agreement to provide 100% construction documents and limiting permit
services for Tequesta Park.
SUMMARY:• The project is located at Tequesta Park, 19851 SE County Line Rd, Jupiter, FL, which is owned by the
State of Florida and leased to the Village of Tequesta.
• Kimley-Horn is tasked with creating 100% site plans and providing limited permitting services for the
park's redevelopment.
Current Park Elements to be Retained:
• Parking lot and park entrance
• Caretaker buildings, dog park, Girl Scout building
• Sports courts (tennis,pickleball, basketball)
• Ballfields, concession building,picnic pavilion
• Playground, multi-use field, splash pad, restroom building
• Paved plaza, community garden, and various picnic shelters
Proposed Changes and Additions:
• Additional pickleball courts,possibly covered with a shade structure
• Parking expansion and potential elimination of caretaker buildings for a maintenance area
• Modifications to address safety, security, and functionality
• The park's layout and elements such as picnic shelters, splash pad, and shaded playground will be
refined during the design process.
Scope of Services:
The work involves multiple tasks, including:
1. Design Development(Task 1):
o Development of conceptual site designs based on the master plan.
o Designs include playground enhancements, splash pad, site furnishings, and lighting. The design
process involves consultations with Village representatives and up to eight in-person meetings.
2. Site Plan Preparation and Traffic Impact Study (Task 2):
o Preparation of a site plan application for submission to Martin County. Includes utility
coordination, traffic impact study, and landscape design.
o Architectural floor plans and elevations for new structures, such as restrooms and maintenance
buildings, are also part of this task.
3. Preparation of 90% Construction Plans (Task 3):
o The plans will detail site grading, drainage, utilities, signage, hardscape, and lighting. These
plans are for review by the Village but are not intended to be final construction documents.
4. Limited Permitting Services (Task 4):

o Kimley-Horn will submit applications for permits related to stonnwater management and
irrigation as well as initial County construction permit applications and respond to comments
from permit agencies.
5. Client Coordination and Project Management(Task 5):
o Regular client meetings, schedule management, and deliverables coordination.
Estimated Cost:
• The total fee for the services outlined is $499,755, divided across different tasks such as design
development, traffic studies, and project management.
Key Assumptions:
• The 100% plans will be used for coordination and funding applications are suitable for bidding
construction.
• Bid Phase, Construction Phase, Gopher Tortoise services, and related pre-and-construction
environmental services will be completed under a separate agreement.
• Security systems and off-site improvements are excluded from the current scope
• Survey, Geotechnical, and Environmental Services will be contracted by the Village directly. Estimated
$75,000.
o Update of topographic surveys and geotechnical testing, including soil analysis and stormwater
drainage studies.
o Environmental surveys for endangered species like the Florida Scrub-Jay and the creation of a
Preserve Area Management Plan (PAMP).

VILLAGE OF TEQUESTA
PROFESSIONAL SERVICES WORK AUTHORIZATION
TEQUESTA PARK— DESIGN SERVICES
This Work Authorization authorizes Kimley-Horn and Associates, Inc. to perform work set forth herein
and is issued pursuant to The Professional Engineering Services Agreement, between the Village of
Tequesta ("Client" or "Village") and Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant"),
dated September 10, 2020 ("Agreement"). All terms and conditions of said Agreement are hereby
incorporated and made part of this Work Authorization.
PROJECT UNDERSTANDING
The Village has requested that Kimley-Horn prepare refined site designs, 90% plans and provide limited
permitting services for the Tequesta Park project located at 19851 SE County Line Rd, Jupiter, FL 33469.
The property is owned by the State of Florida and is located in unincorporated Martin County. The park
is developed under a July 26, 2005 lease between the State of Florida and Village, the terms of which
allow for the development of this park.
A plan prepared by NZ Consultants, dated May 12, 2022 is the latest concept approved by the Village for
integrating new recreation elements into the existing park site:

As depicted in this concept, the proposed program consists of the following:
• Existing elements to be retained:
■ Parking lot and park entrance
■ Caretaker buildings
■ Dog park
■ Girl Scout building
■ Two Tennis and six pickleball courts
■ Two Basketball courts
■ Well sites for the public water supply
• Two Ballfields (300' and 200'): lighted with a partially skinned infield, fenced backstops,
outfield fencing, foul poles, scoreboards, dugouts, and bleachers for spectators.
• Concession Building: to serve the ballfields, --600 SF building is depicted
• Large picnic pavilion: --4,000 SF pavilion with picnic tables, grills, etc
• Shaded Playground: —5,000 SF playground with shade sails, incorporating a variety of play
features, safety surfacing, signage, seating, and perimeter seating areas.
• Multi-use field: a small multi-use field is identified, at approximately 320' x 180', assumed to
be designed for informal play.
• Splash Pad area: --1000 SF splash pad with shade features, picnic shelters, and required
fencing, pump systems, and paved seating spaces surrounding. Exact size of splash pad will
ultimately be determined through design development in Task 2.
• Restroom Building: required to serve the splash pad, —600 SF building is depicted
• Paved plaza: a paved plaza is proposed to connect various elements and provide pedestrian
access from the parking lot to the ballfields. Approx 500' long X 30' wide.
• Community Garden: depicted near the Girl Scout building
• Various picnic shelters: small shelters distributed throughout the site, -- 200 SF each
In a scoping meeting with the Village Manager and Parks and Recreation Director on 8/20/24, it was
discussed that the concept design will require further development, to be prepared as a part of this scope
of services:
• Additional Pickleball with less volleyball
• Potentially covering the pickleball courts with a shade structure
• Determining parking needs and potential expansion of existing parking on site
• Eliminating the caretaker buildings and adding a maintenance building/area.
• Modifications to the site design to address constructability, safety, security, and functionality
At this meeting, the Village requested a scope of services from Kimley-Horn to provide design
development services, prepare 90% complete plans, provide limited permitting services, and prepare
opinions of probable construction cost for budgeting and phasing purposes. Final permitting, 100% plans
production, bid phase services,and construction phase services will be contracted under a separate work
authorization.
PROJECT ASSUMPTIONS
This scope of services assumes the following:
• The Village will use the 90% plans for use in coordination with the State and for seeking
funding for the project. Plans prepared under this agreement will not be suitable for

construction and will require finalization along with completing permitting services for the
designs to be ready for construction.
• The Client desires a design development phase to better define the park design with proper
scale for constructability, functionality, and to address other needs for the site.
• Kimley-Horn will work with a pre-engineered building designer for the concession and restroom
buildings, as well as a maintenance building. Floor plans, elevations, and budgeting will be
prepared under this scope of services. Structural engineering and MEP engineering services
for these buildings are assumed to be required for 100% plans and will not be provided as a
part of this scope of services.
• All open-air shelters (picnic shelters and coverings over pickleball courts) will be designed in
coordination with a pre-engineered shelter design vendor and will be developed as component
elements. Final structural design, including foundation design, are assumed to be required for
100% plans and will not be provided as a part of this scope of services.
• The project improvements will require the Consultant to submit plans to Martin County through
a Site Plan approval process. Variances or development waivers are not anticipated to be
required. If variances or development waivers are needed to approve the project, a project
amendment will be required. Client will pay all permit fees.
• Public parks and recreation areas are allowed by County code and are identified as a permitted
use. No rezoning services are required.
• It is understood that if sufficient stormwater treatment and attenuation area is not provided in
the current concept, modifications will be required to accommodate the necessary treatment
and attenuation capacity.
• It is anticipated that an onsite water and fire distribution system will be required and will need to
be designed to meet the demands of the development.
• If significant modifications are made to the design after the initial site plan application is made,
an amendment will be required.
• Bid phase services and the preparation of a specification manual are assumed to be required
for 100% plans deliverables, and will not be provided as a part of this scope of services.
• Construction phase services are not provided as a part of this scope of services
• Maintenance of Traffic (MOT) and dewatering plans, if required, will be provided by the
Contractor or others.
• Security system design services are excluded from this agreement but can be provided by
Kimley-Horn as a project amendment. It is anticipated that the Client will provide a sketch of
desired security equipment layout and conduit plans will be prepared by Kimley-Horn for
installation by the selected contractor. Security system equipment is assumed to be designed
by the Client's security system vendor.
• Splash pad, playground, and shade sail design services are limited to coordination with
vendors for specification of the equipment, as well as preliminary drawings. Fully engineered
splash pad, playground, and shade sail drawings and permit submittals related to the splash
pad, playground, and shade sail(s) are assumed to be required for 100% plans and will not be
provided as a part of this scope of services.
• Off-site utility main extensions or off-site roadway improvements are not anticipated and
services for the design of such are excluded from this agreement. Those services can be
provided by the Consultant with a project amendment.
It is our understanding that the Village will contract directly with for site survey services and geotechnical
services, as well as for professional environmental permitting services. These services are required for

the project, but are not included in this agreement. Kimley-Horn will self-perform civil engineering, site
permitting services, site electrical engineering, traffic engineering, and landscape architectural services.
Scope of Services
The following services are proposed:
TASK 1 — DESIGN DEVELOPMENT
Using the approved masterplan as a guide, Kimley-Horn will further develop designs for the following:
• Potential parking and vehicular circulation modifications
• Potential site modifications, such as relocating the dog park, eliminating the caretaker buildings,
etc.
• Playground with shade features
• Group Pavilion
• Splash Pad
• Site furnishings
• Lighting features
• Pickleball area with covering/roof
• Baseball/softball facility and multi-purpose field.
For this task, the Consultant will provide the following services:
■ Project kick-off meeting with the Client
■ Preparation of conceptual plan view designs for the above-listed elements. Conceptual
designs will be presented as line drawings, drawn to scale. Drawings presented to Client
will be black and white or with colors, along with representative images in support of design
elements. Up to three concepts will be prepared for the site.
■ Consultant will present concepts to Client for feedback and direction. It is anticipated that
meetings with Village Manager's office and Council members will be required to determine
conceptual design direction. Consultant will attend up to three in-person meetings to
present concepts.
■ Concept designs will be revised based on feedback received and a final concept design
package will be prepared, with plan views and supporting renderings to support the
designs.
■ Consultant will present the final concept design package to Village Manager's office, Client,
and Village Council.
Deliverables for this task:
■ Conceptual design drawings for Village presentation, as well as iterative PDFs for input
between meetings. Rough draft renderings will be prepared for review during meeting.

TASK 2 — MARTIN COUNTY SITE PLAN PACKAGE
Kimley-Horn will refine the conceptual design and prepare the site plan application package for submittal
to Martin County with preliminary engineering design, architectural elevations and floorplans, preliminary
site lighting, and landscape design. This Preliminary design will be based upon the Client approved
conceptual design per Task 2.Approval of the conceptual design is assumed to be within the limits agreed
upon in the project schedule. Any modifications to the conceptual design after Task 3 have been initiated
will require a project amendment.
During this task, Kimley-Horn will perform the following:
• Contact utility owners and request readily available information depicting the locations and
configuration of existing utilities within the project area.
• Make the site plan application to Martin County
• Attend one joint workshop meeting with County staff to review the application.
• Identify Martin County design-related ordinances.
• Prepare plans per the Martin County's site plan review requirements, consisting of the
following:
Site Plan will consist of the proposed improvements and begin to develop data tables for City
submittals.
Preliminary Paving and Drainage Plans will show proposed improvements to the existing site
drainage and will provide minimal grading for the parking area to show direction of flow. The
plans will also provide grading for the proposed park amenities to include ADA requirements
and will include drainage details.
Preliminary Utility Plans to show general locations of water and sewer service for the
proposed building and bathroom facilities and proposed site water fountains.
Preliminary Signing and Marking Plans to show proposed site signage and striping for
access to the parking lot. Typical details will be provided, as required for City submittals.
Tree Disposition plans showing trees to remain, protected and removed.
Planting plans for proposed improvement areas will delineate plant material, plant quantities,
plant schedules, specifications and project-specific planting details, including code required
planting calculations.
Irrigation plans showing schematic coverage and proposed source.
Hardscape plans based on Client design input gathered during the Conceptual Design Task.
Kimley-Horn will prepare limited detailing for exterior elements, specialty pavement treatments,
and finishes.
Preliminary Site Electrical Plans for proposed improvement areas will diagram the electrical
service and lighting for the proposed parking lot and service to the proposed restroom building.
Architectural plans to show floor plans and elevations of the proposed buildings. Detailed
scope as outlined in Task 7.
• Attendance at one public hearing, if required by Martin County.
• All permitting fees (as applicable)will be the responsibility of the Client.

TASK 2.1: TRAFFIC IMPACT STUDY
Kimley-Horn will prepare a traffic impact study for the proposed plan of development. As part of this task,
Kimley-Horn will perform the following services:
• Attendance at up to two meetings with either Palm Beach or Martin County.
• Trip generation calculations for the existing park and proposed park uses based on rates and
equations published by the Institute of Transportation Engineers (ITE)
• Collect PM peak hour counts at up to two (2) intersections, if needed.
• Apply FDOT peak season adjustment factors to the raw count data.
• Apply historical growth rates in the area to adjust existing year counts to Future Background
conditions without project traffic (Year 2029).
• Calculate the anticipated trip generation potential for the new proposed plan of development on
a weekday PM peak hour basis.
• Distribute the project trips based on the local roadway characteristics and complementary land
uses in the area.
• Calculate Future Total (Year 2029)traffic volumes by adding net new project traffic to Future
Background traffic.
• Conduct an operational analysis at up to two (2) intersections for Existing, Future Background,
and Future Total conditions using software based on the Highway Capacity Manual.
• Provide mitigation suggestions, if applicable, for roadways or intersections which are not
projected to meet level of service (LOS) standards.
The findings of this task will be summarized in a written traffic report. Relevant tables, figures and data
summaries will be prepared and included in the report. Up to five hard copies and one digital copy of the
report (PDF format) will be provided for Client use. Up to one round of reasonable comments will be
included as part of this task. Should additional data collection or additional intersection analysis be
required, this will be performed as additional services.
TASK 3 — 90% PLANS AND DESIGN
Consultant will prepare 90% Plans based on the approved site plan package prepared under Task 3.
Plans prepared under this task shall be comprised of drawings that establish, in detail, the quality levels
of the materials and systems required for the project.
This task assumes a progress submittal at approximately 60% design and a submittal at 90%for Client's
use.
• Drawings: Kimley-Horn shall submit to the City for review and comment drawings from applicable
disciplines. These shall include civil, architectural, electrical, structural, and landscape
architectural, assuming the following:
■ Cover Sheet
■ General Notes
■ Site Survey
■ Demolition Plans
■ Stormwater Pollution Prevention Plans (SWPPP)
■ Site Plan for proposed improvement areas will delineate the site program elements as
described in the Project Understanding.

■ Paving and Drainage Plans will show proposed improvements to the existing site
drainage and will provide grading for the parking area. The plans will also provide grading
for the proposed park amenities to include ADA requirements and will include drainage
details.
■ Utility Plans to show water and sewer service for the building addition, proposed bathroom
facilities, and any proposed site water fountains. Coordinate and define easements if
required as part of the project.
■ Signing and Marking Plans to show proposed site signage and striping for the proposed
access to the parking lot. The plans will also provide signing and marking details.
■ Hardscape plans, details, and specifications for all recreation program elements
■ Horizontal Control Plans in support of the site design/hardscape design.
■ Site Structural Plans
■ Site Structural Details
■ Splash Pad Plans as coordinated with vendor
■ Splash Pad details as provided by vendor
■ Planting Plans details, and specifications
■ Irrigation plans, details and specifications to describe connection to the existing irrigation
system, pipe sizes, equipment schedules,
■ Site Electrical Plan for main service to site, sub-services to buildings and all amenities, as
well as conduit design for future on-property fiber optic network and security systems.
■ Site Photometric Plan for pedestrian and vehicular lighting
■ Site Electrical Details
■ Site Electrical Diagrams
■ Site Electrical Panel Schedules
■ Pre-engineered Building Plans as provided by vendor
■ Pre-engineered Building Details as provided by vendor
TASK 4 — LIMITED PERMITTING SERVICES
Permit Coordination
Kimley-Horn will attend pre-application meetings, prepare and submit applications, supporting
documents and plans for review by the following agencies:
■ SFWMD ERP (stormwater) Permit.
■ SFWMD Consumptive Water Use for Irrigation.
■ FDEP NPDES Notice of Intent.
No other agency approvals are anticipated or included in this scope of services other than those identified
above. The consultant will hold pre-application meetings with all noted above and prepare designs in
accordance with preliminary comments received. Only initial comments will be received and incorporated
into designs; permit resubmittals will be made under a separate agreement.
TASK 5 — 100% PLANS
Consultant will prepare 100% Plans in response to Client feedback and permitting revisions required
under Tasks 3 and 4. Plans prepared under this task shall be comprised of drawings that establish, in
detail, the quality levels of the materials and systems required for the project.
• Drawings: Kimley-Horn shall submit to the City for review and comment drawings from
applicable disciplines. These shall include civil, architectural, electrical, structural, and
landscape architectural, assuming required updates to plan sheets listed under Task 3.

TASK 6 — CLIENT COORDINATION AND PROJECT MANAGEMENT
The Consultant will provide the following Client coordination and project management services related to
initiating, planning, executing, controlling, and administrative functions of the Project:
• Up to sixteen meetings with Client during design (6 face-to-face, 10 conference calls)
• Contract management and sub-contract management
• Accounting and monthly invoicing
• Project schedule management
• Deliverables and submittals coordination
• Client service coordination
ADDITIONAL SERVICES
Any services not specifically provided for in the above scope will require a project amendment. Additional
services we can provide include, but are not limited to, the following:
• Bid phase and construction phase services.
• LEED related design and certification services
• Structural engineering and/or MEP services
• Custom architectural design for shelters and/or buildings.
• Major redesign effort due to change in overall project scope, budget, or programming after
completion of Task 2
• Professional Environmental Services
• Survey Services
• Geotechnical Services
• Off-site utility design
• Off-site roadway improvement design services

The following information, upon which the Kimley-Horn may rely, will be provided to Kimley-Horn and
Associates, Inc. by the Client or its representatives:
• Legal documentation including warranty deed, lease, legal description of parcel(s)
• Access to the site

Kimley-Horn will perform the services in Tasks 1-6 for the total lump sum labor fee below, inclusive of
expenses (see below). Individual task amounts are informational only. All permitting, application, and
similar project fees will be paid directly by the Client.

Closure
In addition to the matters set forth herein, our Agreement shall include and be subject to, and only to, the
attached Standard Provisions, which are incorporated by reference. As used in the Standard Provisions,
"Consultant" shall refer to Kimley-Horn and Associates, Inc., and "Client" shall refer to Village of
Tequesta.
If you concur in all the foregoing and wish to direct us to proceed with the services, please have authorized
persons execute both copies of this Agreement in the spaces provided below, retain one copy, and return
the other to us. We will commence services only after we have received a fully-executed agreement.
Fees and times stated in this Agreement are valid for sixty (60) days after the date of this letter.
