HomeMy WebLinkAboutAgreement_Water Service_4/10/2025_Mock Roos & AssociatesSTAFF MEMO Date: March 18, 2025 To: Jeremy Allen, Village Manager From: Marjorie G Craig, PE, Director, Utilities Department Re: Consider Approval of Mock Roos and Associates (MRA) Work Authorization for Surficial Aquifer (SA) Well 26 Performance Evaluation and Monitoring for a Total Not to Exceed $9,800 The Village of Tequesta Utilities Department (UD) recommends approval of a work authorization (WA) with Mock Roos and Associates (MRA) for Surficial Aquifer (SA) well 26 performance evaluation and monitoring, including historical well 26 data review, performance and water quality field testing, and static water level monitoring for three days meetings, for a total not to exceed $9,800. In January 2025, SA well 26 was rehabilitated and video-logged by AMPS due to decreased specific capacity, water quality, and increased air production in the well, causing discolored water. This well has traditionally been a very dependable well and the recent well production characteristics rendered this well less favorable for operation. Internal investigations have not indicated the cause of the entrained air. Engaging a hydrogeologist is essential for a detailed assessment of the well's characteristics and resolution(s). As subject matter experts, they will leverage their expertise and specialized knowledge to thoroughly investigate the underlying issues and recommend effective solutions. Please see the attached scope of services for more details. MRA has a master agreement with the Village through the Consultant’s Competitive Negotiations Act (CCNA), FS287.055, approved on September 10, 2020. The CCNA requires public agencies to select professional service firms based on qualifications. The Water Fund account will fund the work authorization for professional engineering services. In accordance with Sec. 119.0701, CƌƚƩźķğ {ƷğƷǒƷĻƭ, CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, CƌƚƩźķğ {ƷğƷǒƷĻƭ. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them available for inspection or copying, wit pursuant to Sec. 119.0701, CƌƚƩźķğ {ƷğƷǒƷĻƭ, and other penalties under Sec. 119.10, CƌƚƩźķğ {ƷğƷǒƷĻƭ. Further, CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and following completion of the Agreement if the CONTRACTOR does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. If the CONTRACTOR transfers all public records to the Village upon completion of the Agreement, the CONTRACTOR shall destroy any duplicate public records that are exempt or confidential and exempt from public records disclosure requirements. If the CONTRACTOR keeps and maintains public records upon completion of the Agreement, the CONTRACTOR shall meet all applicable requirements for retaining public records.
