Consider Approval of Wright-Pierce, Inc., of Work Authorization for Utilities Miscellaneous Support
Services, Including Project Management & SCADA System Support, Not to Exceed $25,000
The Village of Tequesta (Village) Utilities Department (UD) recommends approval of a work
authorization with Wright-Pierce, Inc., for miscellaneous support services, including project
management & supervisory control and data acquisition (SCADA) system support (Project) not to
exceed $25,000.
SCADA provides water treatment plant operators the ability to control the water treatment process
from raw well water to finished water distribution. This control system is very complex and requires
continuous updates and maintenance.
The UD has a planned project to convert the current SCADA operating system to a more reliable and
modern system with a user-friendly interface. Preparing for this conversion will require various
support services to ensure that all systems continue to function as required and the transition to the
new system is successful.
Wright-Pierce, Inc. has a master agreement with the Village through the Consultant's Competitive
Negotiations Act (CCNA), FS287.055, approved on September 10, 2020. The CCNA requires public
agencies to select professional service firms based on qualifications.
Please see the attached scope of services for more details. The work authorization will be funded by
the Water Fund account for Engineering Services.

SUBJECT: Proposal for Utility Miscellaneous Support Services
Village of Tequesta, FL
Dear Marjorie,
Wright-Pierce (WP) is pleased to provide this proposal to assist with limited miscellaneous support services.
Background
The Village of Tequesta (Village) owns, operates, and maintains the Public Water System (PWS) No. 4501438,
which provides potable water to the customers within the Village's water service area.The main source of
supply is the Village's water treatment plant (WTP).The Village is undertaking multiple projects for routine
maintenance and upkeep of the system.The Village occasionally requires engineering opinions and assistance
to supplement the Village's staff.
Based on our conversations,the intent is for Wright-Pierce (WP) to be able to provide engineering services for
miscellaneous tasks, as the Village requires.
We assume that if this proposal is acceptable, we will perform our services under a Professional Engineering
Services Agreement to be issued by the Village or a Task Order with general conditions.
Scope of Services
TASK 1 Project Management & SCADA System Support Services
A. Project Management
WP will perform project management activities for the project.The activities include contract administration,
budget management, invoicing, monthly status reports, scheduling, and coordination with the Village.
B. Miscellaneous Support Services
Wright-Pierce will provide services for the Village on an "as-needed" basis for tasks that may arise.
Anticipated tasks include:

1. Review of electrical and 1&C components of other projects.
2. Respond to technical questions from the Village on utility system components.
3. Provide opinions and estimates for proposed improvements the Village is performing under other
contracts.
C. Exclusions and Assumptions
I i. The scheduled response time for each task will vary and will be discussed when the task is
assigned from the Village to WP.
ii. WP does not take ownership nor responsibility for any designs or construction by others.
Schedule
The Project will begin immediately after WP receives a written Notice-to-Proceed (NTP) and an executed
Professional Engineering Services Agreement from the Village or a Purchase Order with General Conditions.
WP will coordinate the Project schedule with the Village for each task. For any additional services requested by
the Village, an expected schedule and fee will be agreed upon with the Village.
Compensation
WP proposes to complete the Scope of Service described herein on Time and Materials basis for a not-to-
exceed fee of$25,000. Table 1 summarizes WP's total not-to-exceed fee and breakdown of fees by task.
Consultant will invoice monthly for time and expenses based upon the rates in Table 2.
