Craig, PE, Director, Utilities Department Date: June 2, 2025 Re: Utilities Department Monthly Report—for the June Council Meeting The Utilities Department monthly report is found below: STORMWATER • Dover Ditch—shared project with Town of Jupiter o Bid docs posted to DemandStar&Village website 5/13/25 o Non-mandatory pre-bid meeting held 5/23/25 with three potential bidders in attendance o Addendum posted to DemandStar&Village website 5/30/25 including pre-bid meeting minutes with clarifications and answers to questions • Stormwater Plans& Map—developing list of updated priorities and will develop a map to show o Completed projects o Current projects o Future projects WATER • Wells o Well#19 Surficial Aquifer Well Replacement • Our current lease does not include reference to the wellsites or any rights to the sites, a scrivener's error from the last lease agreement in 2005 • Meeting held with FDEP for next steps 4/29/25—thought we could just do an amendment to the Park Master Plan at the time of the meeting • Short summary of email conversations since the meeting • After more internal conversations within FDEP, they revised the path forward to require a lease amendment to include the three wells • They asked technical questions about the wells and we responded to the questions • We requested to extend the lease another 20 years to make it a 50-year lease after lease execution • They understand we are on a tight timeframe and have assigned someone to draft the lease amendment/agreement as of 6/2/25 • Gopher tortoise relocation permit sent to Florida Fish and Wildlife Conservation Service This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnf a 309 of 426 Agenda Item #14. o Surficial Aquifer Well Annual Rehabilitation& Well#26 Evaluation • Three surficial aquifer wells are programmed to be rehabbed annually • Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options • Still ongoing issues • Dynamic well log conducted 5/30/25—results under review • JLA put a data logger in well 6/2/25 to see if there is any interference with a new nearby irrigation well • Well #25 rehab-COMPLETE • Well #7 rehab- planned for early June • Water Treatment Plant Projects o Water Treatment Improvements—process, SCADA, efficiency improvements—still waiting for fully executed agreement with FDEP before bidding-total cost estimate$6.6M • FDEP SRF loan agreement was signed by the Village and submitted to FDEP for their signature-$5,745,000; the difference we recommend paying out of reserves • Checked with FDEP again 5/9, and they said they were targeting the end of May to provide the agreement, but still haven't received it • Checked in again 6/2 and they said it still has two more reviews before it can be sent back to the Village (I'll keep checking) o Filter Media Replacement(Pressurized Vessels)$869,974 • Project bid, awarded, and contract executed • Preconstruction meeting held 5/22/25 • Notice to proceed set for 6/9/25 • Substantial completion targeted for 1/5/26 • Final completion targeted for 2/4/26 o Membrane Replacement Project • Bid docs finalized and bid posted to DemandStar on the Village website 5/27 • Prebid meeting set for 6/13 • Water Pipe Projects o WM#2 Beach Rd Phase 2 • Project funded at the February 12, 2025, Florida Department of Environmental Protection (FDEP) quarterly meeting for state revolving fund loans • Received official email from FDEP with loan ap 3/25/25 • Loan application document completed and ready to submit pending the Mayor's signature o Martin County—County Line Road Bridge Replacement Project—Relocate a potable and an untreated well water main before Martin County starts the bridge replacement project o LRECD held the pre-construction meeting with Accurate Drilling Systems, Inc., and issued the notice to proceed in March 2025 (primarily directional boring for all pipes) o Kimley Horn has received the shop drawings from the contractor—still under review o Project cost is$1,308,000 with a contingency amount of$131,000 Page 2 of 5 Village of Tequej?sige& f 426 Agenda Item #14. o WM#1 Teguesto Dr • Bid docs posted to DemandStar&Village website 5/12/25 • Non-mandatory pre-bid meeting held 5/22/25 with eight (8) potential bidders in attendance • Meeting minutes and clarifications/answers to questions posted 5/30/25 o Concentrate Pipe Relocation • FDOT has provided a target timeframe of mid-June for our contractor to mobilize • We will use pipe stored at the water treatment plant to offset the cost of the pipe (see picture below) • Work should only take 3-4 weeks • Estimated completion August 1, 2025 Miscellaneous • Budget-CIP and operational budget requests submitted, highlights provided, drafting slides • Water treatment plant team was recertified for bacteriological (bac-T)tests at the lab (NELAC certification) (see picture below of Rajeev Jagnanan,Joe O'Connor, and Chance Fell) (see picture) • New engineering intern, Victoria Gonzalez, sworn in by Lori McWilliams (see pic);Victoria is an FAU student majoring in environmental engineering and getting an undergrad and masters concurrently • Water treatment plant maintenance building upgrades completed and Allyson Fellsburg(deputy director) moved into her permanent office near the end of April (see picture ) • Quarterly Utiliites Departmental meeting held (see picture) A BIG THANK YOU to St.Jude's Catholic church for lending us their beautiful space for the meeting(and Dennis Rick for asking)! �a. j ��. .. t .J ♦M' -'s1 '-lam -- Temporary Concentrate Disposal Pipe (& Location of Permanent Pipe Installation) Page 3 of 5 Village of Teque4?aa9e f 426 Agenda Item #14. w High-Density Polyethylene (HDPE) Pipe Stored at the Water ` it Treatment Plant Available to be Used to Offset Pipe Needed for Permanent Concentrate Line Replacement r "i } o� 1� J _ � t " r r WTP Lab NELAC Recertification Achieved for Bac-T Tests!
