Craig, PE, Director, Utilities Department Date: June 30, 2025 Re: Utilities Department Monthly Report—for the July Council Meeting The Utilities Department (UD) monthly report is found below: STORMWATER • Dover Ditch—shared project with Town of Jupiter—on this agenda for consideration of approval to award to BlueTerra, LLC (not to exceed $304,289.80) 0 6/18/25 bid opening—5 bids received 0 6/26/25 notice of intent to award issued o Late July—estimate issue notice to proceed (after agenda item is considered and approved by Council and documents are fully executed) • Stormwater Plans& Map—working on WATER • Wells o Well#19 Surficial Aquifer Well Replacement • Our current lease does not include reference to the wellsites or any rights to the sites, a scrivener's error from the last lease agreement in 2005 • 6/18/25 UD requested update on status of new draft agreement, and FDEP replied it is drafted but going through internal review/approvals; will reach out again this week to check the status • Gopher tortoise relocation permit received from Florida Fish and Wildlife Conservation Service—good for one year o Surficial Aquifer Well Annual Rehabilitation& Well#26 Evaluation • Three surficial aquifer wells are programmed to be rehabbed annually • Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options • Still ongoing issues even though we have been eliminating potential issues • Dynamic well log conducted 5/30/25—results under review • JLA put a data logger in well 6/2/25 to see if there is any interference with a new nearby irrigation well—de minimus impact from the irrigation well on our well This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnfel�J'�ge 95 of 369 Agenda Item #10. • Have gone through each pipe section to evaluate—still having issues, will keep you informed • Well #25 rehab-COMPLETE • Well #7 rehab- planned for early June, we're going to change vendors, but trouble getting the paperwork from Palm Beach County for the extension, so scheduling with existing vendor to make sure it gets done timely • Water Treatment Plant Projects o Water Treatment Improvements—process, SCADA, efficiency improvements—received the FDEP agreement for Village execution -total cost estimate $6.6M • FDEP SRF loan application was signed by the Village and submitted to FDEP for their signature-$5,745,000; the difference we recommend paying out of reserves • Based on the loan application, FDEP sent SRF loan agreement in June for execution by the Village • Agreement information prepared; obtaining signatures to submit the loan agreement to FDEP for their execution • Once they receive it and execute it, we can move forward with the project o Filter Media Replacement(Pressurized Vessels)$869,974 • 6/9/25 notice to proceed issued • 1/5/26 substantial completion target • 2/4/26 final completion target o Membrane Replacement Proiect • 5/27/25 bid docs posted to DemandsStar • 6/13/25 non-mandatory pre-bid held • 7/23/25 bid opening—moved from the bid opening scheduled initially for 7/3/25 due to bid doc modifications required -NO impact to the overall schedule so far • Removed "alternate bid" • Bidders are to submit a flat rate bid for furnishing membranes along with performance projections of their proposed membranes so that we can pick the best- performing membranes for the village • Added the J-bend replacement(standard industry practice) • Updated information on pressure vessel and endcap models (they were inconsistent in the original bid docs) • Added more info on the flushing and testing requirements • Water Pipe Projects o WM#2 Beach Rd Phase 2 • 6/6/25 loan application document executed by Village and submitted to FDEP • 6/23/25 FDEP sent questions on the loan application and two new EPA forms to fill out • Reso 10-25 will correct the wrong loan information for the earlier resolution passed in October 2024(wrong loan number) • Working on filling out the new forms and answering the other questions Page 2 of 4 Village of Tequestpag& f 369 Agenda Item #10. o Martin County—County Line Road Bridge Replacement Proiect($1,308,000 estimate)—Relocate a potable and an untreated well water main before Martin County starts the bridge replacement project o March 2025 notice to proceed was issued o June 2025 status- Kimley Horn &Associates (KHA) has received the shop drawings from the contractor, still under review and Martin County permitting in question 0 7/3/25 meeting scheduled with VOT UD, LRD, KHA, and Martin County to discuss permitting status o WM#1 Teguesta Dr—on this agenda for consideration and approval to Ferreira Construction Co (not to exceed $2,899,263.40) • 6/17/25 bid opening with 11 bids received • 6/25/25 notice of intent to award issued • Late July—estimate issue notice to proceed (after agenda item is considered and approved by Council and documents are fully executed) o Concentrate Pipe Relocation • FDOT has provided a target timeframe of mid-July(instead of mid-June)for our contractor to mobilize • We will use pipe stored at the water treatment plant to offset the cost of the pipe (see picture below) • Work should only take 3-4 weeks • Estimated completion September 1, 2025 Miscellaneous • The new roofs on the chlorine and maintenance buildings were completed in the month of June, see pictures below—just in time for the rainy season Pictures of the New Roof on the Chlorine Building y � r \ i r � Page 3 of 4 Village of Tequestpag f 369 Agenda Item #10.
