(PUMPS), Agreement to Provide Field Assistance for Support of Compliance with the EPA's Lead and Copper Rule Revision (LCRR) at an Hourly Cost Not to Exceed $28,000 SUMMAR : Village of Tequesta (Village) Utilities Department (UD) recommends approval of an agreement with Public Utility Management & Planning Services, Inc., (PUMPS), for an hourly contract not to exceed $28,000. This agreement will provide field assistance for water service line identification and data collection for input into a statistical and predictive model developed for the Village by Florida Technical Consultants (FTC) on the Village's GIS system. The model supports compliance of the Village with the Environmental Protection Agency's (EPA) Lead and Copper Rule Revision's (LCRR) requirements. PUMPS will also coordinate on ensuring the data is loaded into the GIS-based model. The EPA published Lead and Copper Rule Revisions (LCRR) on December 16, 2021. The LCRR revised the 1991 Lead and Copper Rule, a part of the National Primary Drinking Water Regulations. The LCRR requires water purveyors to inventory all water service lines (both Village and customer side) within their service area by October 16, 2024. The information collected must also be made available to the public. PUMPS has developed a geographic information system (GIS) based model, maintained by FTC, to house the field data to comply with the requirements of the revised Lead and Copper Rule. The Florida Department of Environmental Protection (FDEP), who has been delegated a rule compliance role, has published rule guidance, which the UD is following. While UD staff has been diligently identifying service lines and using the GIS application to upload the information and photos, about 600 service lines still need data collected to meet the model requirements. With the deadline looming, UD proactively requested PUMPS's help to complete the work. UD staff will work in parallel and in coordination with PUMPS to complete the remaining field data collection of the service line pipe material. This agreement was procured through the Consultant's Competitive Negotiations Act (CCNA), FS287.055 and the contract threshold under FS287.017. The funds will be taken from the Water Fund, Water Administration, account number401-241-531.302 Architecture & Engineering. Box 221890 Hollywood, FL 33022-1890 SCOPE OF SERVICES Lead and Copper Rule Revision (LCRR) Service Line Material Identification Field Assistance to Support Compliance Requirements This is a Work Authorization, dated August 23, 2024, issued by the Village of Tequesta, Florida, (Village) to Public Utility Management and Planning, Inc. (Consultant) for requested support services and is based on time and material,but will not exceed$28,000. This work authorization will augment Village field staff collecting water service line material identification and documentation. The field data collected is entered into the GIS system, and a statistical/ predictive model supporting compliance with the EPA's LCRR requirements is due October 16, 2024. The Village still has 600 service lines that must be identified before the model, results, and submittal to EPA can be completed. The Village field staff will continue to perform service line identifications but will be assisted by PUMPS to ensure timely collection of the required data for compliance. PUMPS developed a GIS-based statistical and predictive model to identify materials for service lines in the Village under a previous work authorization to meet the EPA LCRR requirements.The data collected under this WA will be used for the modeling,along with data collected by the Village's field team. For reference, there are an estimated 5000 total service lines in the Village's water service area. Task 1: Field Data Collection Perform up to 400 field inspections using a team of 2—estimate 256 hours @ $110/hr Village field staff will be performing inspections in parallel Goal is to have both teams complete the 600 remaining inspections before September 20,2024 Collect and enter required data into GIS Platform DELIVERABLES: PUMPS will provide: • Progress Reports outlining monthly activities and progress • Geodatabase and Data updates loaded onto platform • Dashboards map program progress and quantities Assumptions • The Village will provide access to GIS Platform • The Village will provide staff for addressing questions Page 161 of 660 Agenda Item #7.
