Craig, PE, Director, Utilities Department ar Date: July 31, 2025 Re: Utilities Department Monthly Report—for the August Council Meeting The Utilities Department (UD) monthly report is found below: STORMWATER • Dover Ditch—shared project with Town of Jupiter—on this agenda for consideration of approval to award to BlueTerra, LLC (not to exceed $304,289.80) 0 7/30/25 preconstruction meeting held and Notice to Proceed issued o Contractor expects to mobilize by mid-August • Stormwater Plans& Map—Meeting scheduled for 8/7/25 to review approach to mapping WATER • Wells o Well#19 Surficial Aquifer Well Replacement • Our current lease does not include reference to the wellsites or any rights to the sites, a scrivener's error from the last lease agreement in 2005 • After a change in FDEP approach on 6/3, requiring an agreement amendment, checked in with FDEP on draft amendment status: 6/18, 7/16, 7/25 agreement • FDEP replied it is drafted but going through internal review/approvals • Gopher tortoise relocation permit received from Florida Fish and Wildlife Conservation Service—good for one year o Surficial Aquifer Well Annual Rehabilitation& Well#26 Evaluation • Three surficial aquifer wells are programmed to be rehabbed annually • Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options • Still ongoing issues even though we have been eliminating potential issues • Dynamic well log conducted 5/30/25—results under review • JLA put a data logger in well 6/2/25 to see if there is any interference with a new nearby irrigation well—de minimus impact from the irrigation well on our well • Have gone through each pipe section to evaluate—still having issues, will keep you informed This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnf a 113 of 313 Agenda Item #18. • Well #25 rehab-COMPLETE • Well #8 rehab-COMPLETE • Well #7 rehab—Rehab began 7/30/25 • Water Treatment Plant Projects o Water Treatment Improvements—process, SCADA, efficiency improvements—received the FDEP agreement for Village execution -total cost estimate $6.6M • FDEP SRF loan agreement was executed and received by the Village on 7/1/25-$5,745,000; the difference we recommend paying out of reserves • We plan to bid out this project in mid-to-late August o Filter Media Replacement(Pressurized Vessels)$869,974 • 6/9/25 notice to proceed issued • 1/S/26 substantial completion target • 2/4/26 final completion target • Preconstruction video schedule for the beginning of August o Membrane Replacement Proiect • 5/27/25 bid docs posted to DemandStar • 6/13/25 non-mandatory pre-bid meeting held • 8/14/25 bid opening—moved from the bid opening scheduled initially for 7/3/25 due to bid doc modifications required • Removed "alternate bid" • Bidders are to submit a flat rate bid for furnishing membranes along with performance projections of their proposed membranes so that we can pick the best- performing membranes for the village • Added the J-bend permeate tube replacement (standard industry practice) • Updated information on pressure vessel and endcap models (they were inconsistent in the original bid docs) • Added more info on flushing and testing requirements • Water Pipe Projects o WM#1 Tequesta Dr—Ferreira Construction Co (not to exceed $2,899,263.40) 0 7/30/25 preconstruction meeting held and Notice to Proceed issued o Contractor expects to mobilize by mid to late August o Community outreach material has been sent to the Clerk's office for review o WM#2 Beach Rd Phase 2 • 6/6/25 loan application document executed by Village and submitted to FDEP • 6/23/25 FDEP sent questions on the loan application and two new EPA forms to fill out • The questions were answered and forms completed and sent to FDEP on 7/25/25 • Reso 10-25 corrected the wrong loan information for the earlier resolution passed in October 2024(wrong loan number) Page 2 of 4 Village of Teque4?aage f 313 Agenda Item #18. • Currently awaiting receipt of the loan agreement • Once executed we will bid the project o Martin County—County Line Road Bridge Replacement Proiect($884,503.97)—Relocation of a potable and an untreated well water main before Martin County begins the bridge replacement project o March 2025 notice to proceed was issued o June 2025 status- Kimley Horn &Associates (KHA) has received the shop drawings from the contractor, still under review o Martin County permitting nearing completion o RO Concentrate Pipe Permanent Relocation • Majority of work completed by 7/25/25 • The remaining work includes installation of sample tap,to be installed after the US1 bridge replacement work is complete • This is to avoid damage to the sample station, which will be above grade —41 f a Yrt::F �.r.v Miscellaneous • The water treatment plant staff successfully replaced a motor control center(MCC) uninteruptible power supply (UPS) on 7/24/25.This project required the staff to manually operate the pumps that sends water to our customers.The replacemennt went smoothly and our staff proactively installed a bypass that will allow maintennace and replacement in the future without requiring pumps to be operated manually,further ensuring reliable service to our customers.
