Regular Council STAFF MEMO x Meeting: Regular Council - Aug 12 2025 Staff Contact: Merlene Reid, Director, HR & Risk Department: HR Management 2025/26 Benefits Renewal - Health, Dental, Group Life Insurance and EAP The Village currently offers an Employee Benefits package to include fully insured Medical, Dental, Basic Life and AD&D insurance coverages, along with an Employee Assistance Program (EAP). Additional insurance coverages are facilitated at the employee's expense, to include Vision, Voluntary Life & AD&D, and Voluntary Long-Term Disability. Our Benefits committee, consisting of 3 management and 3 union representatives, first met with our brokers, (Gehring Group) in May, and examined the probability of our current carriers FMIT/UHC significantly increasing our renewal numbers due to ongoing large medical claims pushing costs above premium payments. We therefore returned to the market to search for comparable plans offering the best value for money, and at the committee's July meeting we reviewed three proposals including FMT/UHC's increase of 16.7% ($386,738), newcomer Curative's 10.9% ($252,992), and Florida Blue's 9.2% ($213,992) proposals. The committee unanimously agreed to recommend to Village Manager Allen that the health insurance plan be moved from FMIT/UHC to Florida Blue, effective 10/1/2025. There are no changes to the Dental or Group life insurance premiums, nor the employee sponsored voluntary programs which were negotiated for 2 years, expiring in 2026, except for the Vision plan which expires in 2028. The Village sponsored EAP coverage however, increased by 2.9% or a total annual cost of$101.76. In anticipation of the health insurance challenges facing all industries and the Village's current difficult position, a 9.2% increase was previously budgeted for the 2025/26 fiscal year. It is also the intent of the management team to revisit our current approach to providing health insurance, while ensuring that we continue to remain competitive and able to attract and retain quality employees. Appendix A breaks down the 2025/26 benefits renewal cost of $214,093.80, a total of 8.8% increase over the current year, with $189,204.48 apportioned to the Village (8.9%) and $24,889.32 (7.7%) to the employees.
