ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING
VILLAGE OF TEQUESTA, FL
MAY 14, 2025 2:00 PM VILLAGE COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Brad Freese at 2:00 p.m. A roll call was taken by
Planner Meg Wyble.
APPROVAL OF AGENDA
Vice Chair Thomas G. Bradford made a motion to approve the agenda as presented; Member
Michelle Shearouse seconded the motion. Carried 4-0.
COMMUNICATIONS FROM CITIZENS
No communications from citizens.
PRESENTATIONS
1. "Village of Tequesta Vulnerability Assessment": Marjorie Craig, Village of Tequesta
Utilities Department Director
Village of Tequesta Utilities Director Marjorie Craig addressed the Committee to share
findings from the recent vulnerability study and to provide updates on the Dover Ditch
project, which is now out to bid. The Committee thanked Director Craig for her
informative presentation.
2. "A Project to Promote and Improve Commercial Recycling in Tequesta": Thomas
Gerring, Eagle Scout and Student at Jupiter High School
Jupiter High School student and Eagle Scout, Thomas Gerring, spoke to the Committee
about a proposed commercial recycling program and sought feedback on the concept.
The Committee supported the initiative and emphasized that making recycling convenient
for commercial properties would be key to encouraging participation. Committee
members asked how they could best support Thomas in his efforts. Thomas requested
direct email contacts for Committee members and, if possible, for members of the Village
Council. Community Development Director Jay Hubsch offered to connect Thomas with
the Committee.

3. EAC Meeting Minutes from April 9, 2025
MOTION: Vice-Chair Bradford made a motion to approve EAC Meeting Minutes from
April 9, 2025; EAC Member Shearouse seconded the motion. Carried unanimously 6-0.

OLD BUSINESS
4. Arbor Day Recap:
• Recommendations and Improvements for Arbor Day 2026.
The Committee reviewed the recent Arbor Day Celebration hosted by the Village and
expressed appreciation to Member Shearouse for speaking at the ceremony, as well as
to Village staff for organizing the event. The Committee encourages the Village to
continue this meaningful tradition in future years.
5. B. Follow-up on action items from April meeting
• Letter of support from Tequesta regarding the renaming of Jupiter Narrows.
• No-fee permit for FPL tree trimming
• Construction runoff mitigation strategies
MOTION: Vice-Chair Bradford made a motion to recommend that the Village Council
provide a letter of support for the proposed renaming of the Jupiter Narrows in honor of
Andrew "Red" Harris. EAC Member Shearouse seconded the motion. Carried
unanimously 6-0.
NEW BUSINESS
6. EAC Annual Reorganization: Vote for Chair and Vice-Chair
The Committee discussed its reorganization for the upcoming year and unanimously
agreed that Chair Brad Freese and Vice Chair Thomas Bradford have been performing
their roles exemplary and should continue in their respective positions.
MOTION: Vice-Chair Bradford made a motion to reappoint Chair Brad Freese in his
duties for the upcoming year; EAC Member Shearouse seconded the motion. Carried
unanimously 6-0.
MOTION: EAC Member Wenta made a motion to reappoint Vice Chair Thomas Bradford
in his continued duties for the upcoming year; EAC Member Chance seconded the
motion. Carried unanimously 6-0.
7. EAC Seat 6 Vacancy:
• Recommendation to Council
-Removing Seat 6

-Start time for meetings
-Frequency of meetings
The Committee discussed recommending that Seat 6 remain vacant at this time. The
Committee also revisited the topic of meeting frequency and timing, and unanimously
agreed to maintain the current schedule of meeting monthly at 2:00 p.m.

MOTION: Vice-Chair Bradford made a motion at 3:52 to adjourn the meeting; EAC Member
Wenta seconded the motion. Carried unanimously 6-0.
