Craig, PE, Director, Utilities Department Date: August 28, 2025 bb��1 Re: Utilities Department Monthly Report—for the August Council Meeting The Utilities Department (UD) monthly report is found below: STORMWATER • Dover Ditch—shared project with Town of Jupiter—on this agenda for consideration of approval to award to BlueTerra, LLC (not to exceed $304,289.80) 0 7/30/25 preconstruction meeting held and Notice to Proceed issued o Contractor has mobilized on site and begun material excavation o First two weeks of September the contractor will be only completing earthwork • Stormwater Plans& Map—Meeting scheduled for 8/7/25 to review approach to mapping WATER • Wells o Well#19 Surficial Aquifer Well Replacement • Our current lease does not include reference to the wellsites or any rights to the sites, a scrivener's error from the last lease agreement in 2005 • Checked with FDEP on draft amendment status: 6/18, 7/16, 7/25, 8/12—however given issues with other wells,we are evaluating moving forward with drilling a replacement well instead o Surficial Aquifer Well Annual Rehabilitation& Well#25 Evaluation • Three surficial aquifer wells are programmed to be rehabbed annually • Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options • Still ongoing issues even though we have been eliminating potential issues • Dynamic well log conducted 5/30/25 — results under review • JLA put a data logger in well 6/2/25 to see if there is any interference with a new nearby irrigation well —de minimus impact from the irrigation well on our well • Have gone through each pipe section to evaluate—still having issues This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnf a 169 of 804 Agenda Item #12. • Meeting held on 8/21/25 to discuss next steps—additional testing may be needed; we may need to replace this well • Well #25 rehab - COMPLETE • Well #8 rehab—COMPLETE—specific capacity and air entrainment continue to be issues and the hydrogeologist has recommended replacing this well; we've done all we can do to recover it • Well #7 rehab—COMPLETE • Water Treatment Plant Projects o Water Treatment Improvements—process, SCADA, efficiency improvements—received the FDEP agreement for Village execution -total cost estimate $6.61VI • FDEP SRF loan agreement was executed and received by the Village on 7/1/25-$5,745,000; the difference we recommend paying out of reserves • Project posted to DemandStar on 8/26/25 • Prebid meeting scheduled for 9/9/25 • Bid opening scheduled for 10/2/25 • Estimated NTP to be issued in December 2025 o Filter Media Replacement(Pressurized Vessels)$869,974 • 6/9/25 notice to proceed issued • 1/5/26 substantial completion target • 2/4/26 final completion target • Preconstruction video completed • Contractor was supposed to mobilize in September • Contractor project manager left company in mid-August; requested replacement PM • We expect an updated contract schedule soon o Membrane Replacement Project • 5/27/25 bid docs posted to DemandStar • 6/13/25 non-mandatory pre-bid meeting held • 8/14/25 bid opening—two bids received • Plan to bring to Council for recommendation of award on 9/11/25 • Estimated NTP to be issued in late September • Water Pipe Projects o WM#1 Teguesto Dr—Ferreira Construction Co (not to exceed $2,899,263.40) • 7/30/25 Notice to Proceed issued • Contractor has completed locates • Community outreach —Social media video completed on 8/19/25 and posted to social on 8/20/25 • Notice placed in August water bills • Customer letters directly impacted hand delivered Wednesday, August 27th • Doug put message board out on Wednesday August 27th • Work starting Tuesday, September 4th Page 2 of 4 Village of Tequej?sige f 804 Agenda Item #12. o WM#2 Beach Rd Phase 2 • 6/6/25 loan application document executed by Village and submitted to FDEP • 6/23/25 FDEP sent questions on the loan application and two new EPA forms to fill out.
