Craig, PE, Director, Utilities Department Date: September 24, 2025 Re: Utilities Department Monthly Report—for the August Council Meeting The Utilities Department (UD) monthly report is found below: STORMWATER • Dover Ditch—shared project with Town of Jupiter—BlueTerra, LLC (not to exceed $304,289.80) o Contractor mobilized and completed material excavation on the Village side of the canal o Work has begun to stabilize the bank ®-w 1 y d `y r Any • Stormwater Plans& Map—GIS Projects Layer was updated and presented by FTC on 9/18/2025.The next step is to enter the projects from existing spreadsheet to the GIS. WATER • Wells This document may be reproduced upon request in an alternative format by contacting the Village Clerk's Office at 561-768-0440 or by completing our accessibility form: https://bit.ly/3mnfel�J'�ge 98 of 735 Agenda Item #8. o Well#19 Surficial Aquifer Well Replacement • We are planning on bringing a proposal to drill well#28, which is in our South Florida Water Management District water use permit (WUP) and table replacing well #19 o Surficial Aquifer Well Annual Rehabilitation& Well#26 Evaluation • Three surficial aquifer wells are programmed to be rehabbed annually • Well #27, #23, #19 are currently planned to be rehabbed during FY26 • Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options • Still ongoing issues even though we have been eliminating potential issues • Water quality testing showed increase presence of methane in the water. Results sent to Jim Anderson of JLA Geosciences for review • Results sent and discussed with Dr. Steve Duranceau of UCF, an expert, and we are going to get the TOC (total organic carbon) results from the well water to him and other information • After discussion between Dr. D and Jim A, they have recommended a solid regimen to try to recover the water quality in the well which would be worth it because it has good specific capacity • We have a new well rehab contract under consideration that we believe can assist in providing this more comprehensive rehab regimen to try to recover the well's integrity • Well #8 rehab— plan to abandon this well • Well #28—as mentioned above, plan to bring forward proposal for consideration of approval to drill well #28, which is already in our SFWMD WUP • Water Treatment Plant Projects o Water Treatment Improvements—Currently out to bid • FDEP SRF loan agreement was executed and received by the Village on 7/1/25-$5,745,000; the difference we recommend paying out of reserves • Prebid held 9/9/25 • Bid opening scheduled for 10/2/25 but extended to 10/16/25 • There were questions by potential bidders requiring response time • Estimated NTP still in December 2025 o Filter Media Replacement(Pressurized Vessels)—Florida Design Contractors (not to exceed $869,974) • 6/9/25 notice to proceed issued • 1/5/26 substantial completion target • 2/4/26 final completion target • Preconstruction video completed • Contractor project manager left company in mid-August; requested replacement PM— name is Zachary • Contractor was supposed to mobilize in early September, progress meeting scheduled for 9/24 to find out when they are going to mobilize • We expect an updated contract schedule soon Page 2 of 4 Village of Tequestpag f 735 Agenda Item #8. o Membrane Replacement Proiect—H2O Innovation (not to exceed $996,104) • Preconstruction meeting scheduled for 9/25/2025 • Notice to proceed to be issued 10/6/2025 o Water Treatment Master Plan—developing a plan to meet the USEPA regulatory requirements • Water Pipe Projects o WM#1 Teguesto Dr—Ferreira Construction Co.
