Workshop STAFF MEMO x Meeting: Workshop - Nov 03 2025 Staff Contact: Jay Hubsch Department: Community Development Discuss Expanding Low-Speed Vehicle Use in the Village Introduction The Village Council adopted the Tequesta Mobility Plan on October 9th. The Plan outlines multiple recommendations to improve local mobility, each with varying complexity and implementation timelines. One of the most readily achievable initiatives is to expand Low-Speed Vehicle ("LSV") use throughout the Village. What is a Low-Speed Vehicle? It's important to distinguish between LSV's and golf carts. LSV's resemble golf carts but are required by Florida Statute to be equipped with headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and vehicle identification numbers. LSV must be registered and insured, and divers must possess a valid Florida driver's license. They may operate only on streets with posted speed limits of 35 mph or less and may cross higher speed roads at intersections. In Tequesta, the only roads that exceed 35 mph are Old Dixie Highway and US-1. LSV's can drive on all other roads throughout the Village and may also cross Old Dixie and US-1 at certain intersections. Figure 26 in the Mobility Plan (attached) contains a map showing where LSV's can drive in the Village. Low-Speed Vehicle Parking in Commercial Developments One of the easiest ways to encourage LSV usage is to start allowing LSV parking to count towards parking requirements in commercial and mixed-use developments. The specific recommendation in the Mobility Plan states: "Create a policy that allows developments to receive parking reductions or credits when they provide designated parking spaces for golf carts and other low-speed vehicles. This can incentivize the use of sustainable, space-efficient modes of transportation and reduce the footprint of traditional surface parking." The Mobility Plan states that both Stuart and North Palm Beach allow golf cart or LSV to count towards required parking minimums. North Palm Beach's Code states: "Golf cart parking spaces may be counted as one (1) space, provided they meet the minimum dimensions of five (5) feet wide by ten (10) feet long. Up to ten (10) percent of a development's required parking spaces may be met by golf cart parking spaces." Village staff recommend making a slight change from the North Palm Beach code (additions underlined): Page 3 of 18 Agenda Item #1. "Within commercial or mixed use projects, the Village Council may allow golf cart or Low Speed Vehicle parking spaces to be counted as one (1) space, provided they meet the minimum dimensions of five (5) feet wide by ten (10) feet long and the property owner can demonstrate that golf carts or low-speed vehicles are able to access the property from residential properties. Up to ten (10) percent of a development's required parking spaces may be met by golf cart or Low Speed Vehicle parking spaces." Additional Recommendations 1. Add LSV parking at Village facilities, especially parks 2. Public awareness campaigns explaining where LSVs may operate 3. Install street signage indicating permitted LSV routes 4. Use LSVs in municipal operations (e.g., Parks, Public Works, Code Enforcement).
