Workshop STAFF MEMO x Meeting: Workshop - Nov 03 2025 Staff Contact: Jeremy Allen, Village Manager Department: Manager Discuss Remembrance Park Brick Donation, Dedication Criteria and Process At the November 14, 2024, regular Village Council meeting, the Village Council approved the brick donation policy. To date, we have engraved and installed 75 bricks at the Remembrance Park site as part of the initial dedication. The site has 900 bricks installed. At the October 9th, 2025, regular Village Council meeting, the Village Council approved the donation from the Paterno family for a plaque to be installed in honor of Mr. Tom Paterno and his service to the Village. Council requested an item for discussion to be considered at a workshop to address future donations or dedications at Remembrance Park. Village of Tequesta 345 Tequesta Drive - 561-768-0700 Tequesta, FL 33469 www.tequesta.org Date: June 13, 2024 Memorial Brick Policy • The purpose of the memorial brick program is to honor the memory of loved ones and support the maintenance of the bricks and the surrounding area. • The memorial bricks will be installed in a designated location in Rememberance Park near the flag as designated in the Site Plan and accessible and visible to the public. • The memorial bricks will be made of durable material approved by the Village Manager or designee and engraved with a personalized message of up to three lines and 18 characters per line, including spaces and punctuation. • The cost of each memorial brick is $150, which includes the purchase, engraving, installation, and maintenance of the brick path. • The memorial brick program is limited to the designated area as illustrated on the Site Plan (200 square ft), which will be sold on a first-come, first-served basis. Once the limit is reached, no more bricks will be available for purchase. • The donors will receive a confirmation letter and a certificate of appreciation for their donation. They will also be notified when their brick is installed and where they can find it. • The donors will not have any ownership or property rights over the bricks or the location where they are installed. The bricks are the property of the Village of Tequesta which manages the memorial brick program and reserves the right to relocate, remove, or replace the bricks as needed. • The donors are responsible for ensuring that the information and the message they provide for the brick are accurate, appropriate, and respectful. The organization that manages the Memorial Brick program reserves the right to reject or edit any message that is deemed offensive, inappropriate, or inconsistent with the purpose and values of the program as determined by the Village Manager. Village of Tequesta Donation and Recognition Policy Amendment (Administrative Policy) Effective Date: [Insert Date] Approved By: Village Manager Prepared By: Jeremy Allen, Village Manager Amending: Memorial Brick Policy (Effective November 14, 2024) Purpose This amendment establishes provisions for recognizing long-term Village employees, elected officials, and individuals who have made significant contributions to the Village of Tequesta. It provides for commemorative bricks and plaques within Remembrance Park as a means of honoring service, dedication, and impact on the community. 1. Employee Service Recognition Bricks Eligibility: I A t+ • Any full-time Village of Tequesta employee who retires in good standing after 20 or more years of continuous service to the Village, and/or • Any employee who retires in good standing after 10 or more years of service at the Director level, shall be eligible to receive a Village-donated commemorative brick. Specifications: • The brick will conform to the Village's established Memorial Brick Program standards, including material, engraving, and installation specifications. • The engraving shall include the employee's name, department or position title (if applicable), and years of service. Location and Cost: • The brick will be placed within the designated Remembrance Park brick pathway near the flag area as defined in the Site Plan. • The cost of the brick, engraving, and installation shall be covered by the Village. 2. Council Member Service Recognition Bricks Eligibility: Page 10 of 18 Agenda Item #2. • Any Village Council Member who completes at least three full terms of service shall be eligible to receive a Village-donated commemorative brick. Specifications: • The brick will match the existing Memorial Brick Program standards and will be engraved with the Council Member's name, title, and years of service. Placement: • Council Member bricks will be located within a designated section of the Remembrance Park brick area or a Council Member Recognition section, as determined by the Village Manager or designee. 3. Special Dedications and Memorial Plaques Purpose: • To provide a structured process for the placement of plaques, markers, or other memorial installations in Remembrance Park honoring individuals who have made a significant and lasting impact on the Village of Tequesta. Eligibility Criteria: • Individuals who have rendered extraordinary public service, leadership, or contributions that significantly advanced the Village's mission, history, or community well-being. • Recognition may be initiated by the Village Council, Village Manager, or through a formal request from residents, families, or community organizations. L Approval Process: • All memorial plaques and dedications must be reviewed by the Village Manager and approved by the Village Council. • Proposals must include the honoree's name, contribution summary, proposed location and design, and any funding details if privately donated. Design Standards: • Plaques shall be made of durable materials such as bronze or aluminum, consistent with prior installations such as the Thomas J. Paterno Memorial Plaque (approved October 2025). • Plaques shall be mounted on pedestals, structures, or benches within approved areas of Remembrance Park. Funding: • Memorial plaques may be donated by families, organizations, or the Village. • When donated by the Village, costs shall be budgeted under the Parks and Recreation or Public Works Department, as appropriate. 4. Administration Page 11 of 18 Agenda Item #2. • The Village Manager shall oversee implementation of this policy and ensure consistency with Village standards for design, placement, and maintenance. • The Village reserves the right to relocate or remove plaques or bricks due to park redesign, safety, or maintenance needs, in accordance with the Donation Policy (Section 12, August 1, 2022). 5. Recordkeeping and Public Recognition • The Village Clerk's Office shall maintain a record of all individuals recognized under this policy, including placement location and installation date. • The Village may periodically host a Recognition Ceremony in Remembrance Park to honor employees, officials, and community members whose service is commemorated.
