V '111age of T 345 Tequesta Drive = 561-768-0700 Tequesta, FL 33469 www.tequesta.org ' t To: The Honorable Mayor and Village Council Through: Jeremy Allen,Village Manager From: Allyson Felsburg, Deputy Director, Utilities Department Date: November 3, 2025 Re: Utilities Department Monthly Report—for the November Council Meeting The Utilities Department (UD) update is found below: STORMWATER • Dover Ditch— BlueTerra, LLC (not to exceed $304,289.80) o Contractor mobilized and completed material excavation and riprap installation on the Village side of the canal o Contractor planned to finish project by December and come back after king tide to complete plantings. Project should be finished by the end of the year and grant reimbursement requested in January from FDEP. o Work has begun on the Town of Jupiter side of the canal. Additional erosion since the time of design has required additional fill and rock which has been paid for form the undefined conditions allowance x f' i .y sf P 4 .f 10/15/2025 Erosion on Town of Jupiter bank requiring additional rock and fill • Stormwater Plans& Map o GIS Projects Layer was updated and presented by FTC on 9/18/2025.The next step is to enter the projects from existing spreadsheet to the GIS.The engineering intern will begin this work starting the week of 10/27/25. The goal is to provide a visual representation of all completed and planned stormwater projects, including but not limited to; pipe lining, structure installation, and swale regrading/reclamation. We are working on obtaining competitive pricing for these locations (estimated 618 linear feet of pipe). • Dover Rd& Oak Ave Storm water Structure Repair o In FY25 a failure of a stormwater structure was discovered on the corner of Dover Rd and Oak Ave.This was temporarily addressed in-house to avoid further damage. With new fiscal year funding we will permanently repair the area. • Stormwater Pond Inlet& Outlet Inspections o There are currently five stormwater ponds with inlets and/or outlets that are scheduled to be inspected this year. o Debris and sediment can limit the ability for stormwater to move throughout the system, resulting in pooling of water and extending time for pooling to decrease after a rain event. o Inspection includes a diver entering the pond and ensuring the pipe is clear of any debris or sediment and is in sound condition. o Obtaining and reviewing quotes WATER Production Wells • Surficial Aquifer Well#28 Design and Construction o We are planning on bringing a proposal to drill well#28, which is in our South Florida Water Management District (SFWMD)water use permit (WUP) o This well is currently permitted on a VOT owned parcel across the street and railroad from the water treatment plant.This site is not ideal as it would have to be accessed through an FEC lease. We are exploring the possibility of repermitting the well on the water plant property.This will depend on the water quality in this area. r. 4 .. 4iIP f�1 IL �r llf 5r r • Surficial Aquifer well Annual Rehabilitation& Well#26 Evaluation o Three surficial aquifer wells are programmed to be rehabbed annually - Well #27, #23,#19 are currently planned to be rehabbed during FY26 Page 2 of 5 Village of Tequef?,Pge f 603 Agenda Item #12. — Operations staff have implemented a detailed wellfield testing program that will evaluate the performance and production capability of all the wells over time, including pre and post rehab performance. This testing will be reviewed on an ongoing basis to provide insights on which wells should be rehabbed and the actual improvements and effectiveness of rehabs compared to cost of the rehabs o Well #26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options — Water quality testing showed increase presence of methane and TOC in the water. — The recently approved piggyback contract with Florida Design Drilling will be leveraged to provide extensive chlorination and well development to attempt to rectify the issue. o The well 26 work and upcoming rehabs will be coordinated with JLA Geosciences to ensure we are performing the rehab that is most appropriate to the current conditions of each well. Water Production Projects • Water Treatment Improvements—Currently out to bid o FDEP SRF loan agreement was executed and received by the Village on 7/1/25-$5,745,000;the difference we recommend paying out of reserves o Prebid held 9/9/25 o Bid opening scheduled for 10/2/25 but extended to 10/30/25 o There were questions by potential bidders requiring additional response time o Estimated NTP still in December 2025 • Filter Media Replacement(Pressurized Vessels)—Florida Design Contractors (not to exceed $869,974) 0 1/5/26 substantial completion target 0 2/4/26 final completion target o Updated schedule shows that the Contractor is behind schedule due to project manager replacement. o Interior inspection of two pressure vessels shows pitting that will require welding repairs (this was anticipated, and costs will come from the undefined conditions allowance) Page 3 of 5 Village of Tequef?,pge f 603 Agenda Item #12. • Membrane Replacement Project— H2O Innovation (not to exceed $996,104) o Preconstruction meeting scheduled for 9/25/2025 o Notice to proceed issued 10/6/2025 o Preconstruction video completed 10/28/2025 o Membrane delivery date 11/4/2025 o Estimated mobilization date 11/17/2025 • Water Treatment Master Plan—developing a plan to meet the USEPA regulatory requirements by 2029 (proposed extension to 2031) o Kimley-Horn proposal to be presented for approval at November council meeting o This Master Plan will provide both short term and long-term compliance plans taking into account financial and regulatory impacts. Water Distribution Projects • WM#1 Tequesta Dr—Ferreira Construction Co.
