Project Overview The applicant proposes development of three (3) single-story office/flex-space buildings on the property at 279 Old Dixie Highway, zoned C-3. Each building is approximately 4,500 sq ft, resulting in a total of about 13,500 sq ft of new floor area. The buildings are intended to accommodate a combination of traditional office space and indoor parking bays for small service or specialty business vehicles. Specifically, the applicant has submitted a letter of intent from a blind-company wishing to lease one of the buildings for office administration, commercial vehicle storage and product storage. The applicant also plans to utilize one building for his own construction business (administration + materials storage). Summary The provided Conceptual Presentation is not fully designed to meet code, but to provide an overview of the proposed use and aesthetic. Required by 78-332 the following site plan items have been provided by the applicant. • Height - 27' 3" • Number of stories - 1 • Open space - 23.6% pervious • Lot coverage calculations: 76.4% impervious (36% building lot coverage) The project has not provided a landscape plan at this time but captures in its justification statement "The proposed site plan incorporates the required 15-foot landscape buffer along Old Dixie rr Highway... Additional items requiring adjustment as noted by Staff are as follows: • Parking ratio used on Site Plan does not accurately reflect the proposed use. Staff will require that applicant to update the parking ratio to business service use of 1:300sq ft. • Open landscape space requirement for the C-3 Zone is 25%. The currently proposed pervious space on site is at 23%. The applicant is aware of this discrepancy, and what is required by code and will be required to provide more open landscape space. Any future site plan review will conform to the minimum requirement of chapter 78-331 and any other applicable laws and regulations. New development must provide necessary infrastructure to meet the current level of service standards for listed infrastructure as follows, traffic, sanitary sewer, drainage, potable water, recreation, fire flow, and pedestrian walkways. In September 2024 demolition of the existing structures on the property was approved and executed. Since demolition, the property has remained undeveloped and vacant. Zoning/Use The C-3 zoning designation allows the proposed office use as an approved use under the current zoning. There is no need for the consideration of a special exception use. The applicant is not proposing phasing construction at this time. Currently, no variances or waivers are included in the proposal. Page 378 of 603 Agenda Item #21 0 - Southern Develop ent Consultants Introduction On behalf of the Applicant, Southern Development Consultants, Inc. respectfully requests pre-application review of the attached site plan and elevations for the redevelopment of the subject property. The subject property, located at 279 Old Dixie Highway, carries a Future Land Use designation of Commercial and a Zoning designation of C-3 (General Commercial District) under the Village of Tequesta's Comprehensive Plan and Zoning Code. The site is also located within the Village Center Overlay District (Sec. 78-203), which imposes additional standards for site planning, building placement, pedestrian orientation, civic open space, and architectural character. The Applicant proposes to develop three (3) office/flex space buildings, each approximately 4,500 square feet, with associated parking and site improvements. The buildings will feature indoor parking bays designed to accommodate small service or specialty business vehicles, providing secure, enclosed storage areas for business operations. At this time, the Applicant anticipates that one bay will be used by the property owner, a licensed home builder, for administrative operations and storage of materials and equipment related to his construction business. Another bay is under a Letter of Intent from a blind company, which will use the space for office administration and product storage. Code Consistency Review Village of Tequesta Zoning Code—C-3 General Commercial District (Sec. 78-242) "The C-3 district is intended to provide for a wide variety of commercial uses and services to serve the community and region, including retail, office, and related commercial activities." Response: The proposed office/flex development is consistent with permitted commercial activities within the C-3 district. Office and professional space uses fall squarely within the purpose and intent of the district. Village Center Overlay (Sec. 78-203(a))— Purpose and Intent "The Village Center Overlay is established to encourage architectural character and a diversity of uses such as residential, commercial, and civic spaces while providing a pedestrian connectivity... The Village Center Overlay is an appropriate location for traditional mixed-use development..." Building orientation and landscaping are designed to contribute to a pedestrian-friendly corridor consistent with Overlay objectives. Village Center Overlay (Sec. 78-203(e)(1)a)—Building Location /Setbacks "The maximum front setback is 20 feet and the minimum landscape buffer is 15 feet... certain frontage types (stoop, shopfront, balcony, etc.) may encroach into the minimum 15-foot buffer." Response: The proposed site plan incorporates the required 15-foot landscape buffer along Old Dixie Highway and places buildings consistent with the 20-foot maximum setback requirement. Additional frontage elements such as stoops or shopfronts will be integrated to meet Overlay intent. Village Center Overlay (Sec. 78-203(e)(1)c—d)— Fagade Treatments / Pedestrian Entrances "Building facades along a street frontage shall provide the appropriate fagade transparent elements such as glass windows or other approved openings... Buildings fronting on two (2) streets must have a pedestrian entrance on both streets." Response: Building elevations include glass storefront windows and articulated facades to avoid blank walls. Pedestrian entrances are located along Old Dixie Highway frontage and will be enhanced during site plan review to ensure conformance. Village Center Overlay (Sec. 78-203(e)(2))— Location of Off-Street Parking "Parking is not permitted in the front setbacks or in the side setbacks facing streets, parks, or civic open spaces... Surface parking lots shall be screened from public view, when possible, by either buildings or landscaping." Response: Parking areas are located primarily to the side and rear of the proposed buildings. While portions of parking remain visible along Old Dixie Highway, these areas are buffered with landscape treatments and can be further screened or reconfigured to satisfy Overlay requirements. Village Center Overlay (Sec. 78-203(g))—Civic Open Space "New development... is required to provide civic open space equal to five (5) percent of the total site's square footage. Civic open space shall be designed as a plaza, green, forecourt, square, playground, or similar." Response: The site plan incorporates landscaped buffers but does not currently identify a designated civic open space element. Village Center Overlay (Sec. 78-203(f)(1)—(2))—Restrictions on Uses "Drive-through facilities are prohibited... Formula restaurants and formula retail are permitted only as a special exception use." Response: No drive-through facilities are proposed.The project is intended for local professional and service uses, not formula retail or restaurant tenants. Any future tenancy by a formula establishment would require special exception approval. Conclusion The proposed office/flex development at 279 Old Dixie Highway is consistent with the Village of Tequesta's Zoning Code, Village Center Overlay, and Architectural Design Guidelines.
