[Draft) MINUTES ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING VILLAGE OF TEQUESTA, FL NOVEMBER 12, 2025 2:00 PM VILLAGE COUNCIL CHAMBERS CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Brad Freese at 2:00 p.m. A roll call was taken by Planner, Meg Wyble Present were: Michelle Shearouse, Brad Freese, Jill Wenta, Thomas G. Bradford, Wade Chance, and Drew Henriques. Absent were: Russ Redman. APPROVAL OF AGENDA MOTION: Vice-Chair Bradford made a motion for approval of the agenda. EAC Member Wenta seconded the motion. Carried unanimously 6-0 (absent: Regular Member Seat 5 Redman). COMMUNICATIONS FROM CITIZENS No Citizen Communications. PRESENTATIONS 1. Presentation from Tom Twyford, Director, The Palm Beach Fishing Association. "Oyster Habitat Creation Program." Director Twyford of the Palm Beach County Fishing Foundation thanked the Committee for the opportunity to present. He provided an overview of the Oyster Habitat Creation Program, noting that it uses locally sourced oyster shells for local restoration efforts. The program began in April 2025, and the Foundation is actively working to increase public awareness. The Committee thanked Director Twyford for his presentation and asked how the EAC could support the initiative. Director Twyford welcomed the offer and indicated that assisting with outreach and information sharing would be greatly appreciated. CONSENT AGENDA 2. MINUTES: October 8, 2025 MOTION: EAC Member Shearouse made a motion to approve the Consent Agenda as PlRgge4'b-bT6 Agenda Item #2. 01 Draft presented, including approval of the meeting minutes from October 8, 2025. Vice-Chair Bradford seconded the motion. Carried unanimously 6-0 (absent: Regular Member Seat 5 Redman). END OF CONSENT AGENDA REGULAR AGENDA NEW BUSINESS 3. Discuss and Recommend Environmental Initiatives to be considered by the Village Council for the 2025-2026 Strategic Plan Village Manager Jeremy Allen briefed the Committee on the upcoming 2025-2026 Strategic Plan and outlined the process for preparing their proposal to Council. He noted that all initiatives must be submitted to Community Development Director Jay Hubsch by December 1, 2025, for inclusion in the Council's review during early 2026. OLD BUSINESS 4. Tequesta Hazardous Waste Amnesty Day: Update The Committee had no update at the time. S. Stormwater Drain Signage The Committee discussed options for marking stormwater drains and concluded that refurbishing the existing "Drains to Ocean" markers would be the most cost-effective and direct approach. The Committee agreed to forward this recommendation to the Village Council for the 2025-2026 Strategic Plan review. 6. Single Stream v. Dual Stream Recycling: History and Data The Committee reviewed previously provided information on dual-stream and single- stream recycling and agreed that the Village's current dual-stream approach remains the most effective. While single-stream recycling is conceptually appealing, the Committee noted that its practical execution and material recovery rates have not advanced enough to make the switch worthwhile. COMMENTS OF COMMITTEE MEMBERS, VILLAGE COUNCIL LIAISON AND STAFF FUTURE AGENDA ITEMS ANY OTHER MATTERS Chair Freese reminded the Committee that recommendations for the Strategic Plan initiatives are due by December 1, 2025.
