MINUTES OF THE MEETING OF THE COUNCIL
THE VILLAGE OF TEQUESTA, FLORIDA
January 11, 1977
A Council Meeting of the Village of Tequesta, Florida,
was held on Tuesday, January 11., 1977 at 7:30 P.M. in the
Village Hall. Present were Baron, Brown, Campbell and
Huggins. Mr. Yoder had been ,cailed out of town because of
illness in his family. Also present were Robert Harp, Village
Manager, Cyrese Colbert , Village Clerk and John C. Randolph,
Village Attorney. Huggins gave a reading from the "Book of
Prayer" and led the Pledge of Allegiance to the Flag.
Mayor Campbell made the announcements and changes to the
agenda were made and approved. ;The Council meeting minutes
for November 9, 1976 and the Special Council Meeting Minutes
for November 23 , 1976 were received as correct . The Council
Meeting Minutes for November 23 , 1976 and Village Manager's
Report for December 10 thru 31, 1976 were also received.
Mr. William Brennan spoke on the recreational vehicle
parking ordinance.
The Village Attorney read in full an Ordinance of the
Village of Tequesta , Florida , prohibiting certain truck traffic
from traveling on Tequesta Drive and Country Club Drive within
the Village of Tequesta : providing for enforcements and
prescribing penalties for the violation of its provisions.
Council discussed the Ordinance and a few changes were made.
Baron moved, "to approve this Ordinance (first reading only)
The motion was adopted. Second reading scheduled for
February 8, 1977.
Mr. A.F. Meeks, Robert E. Owen & Associates was present
to report on Tequesta Drive Improvements. Mr. Meeks informed
Council that the completion date for Tequesta Drive was the
end of January. Mayor Campbell gave the gavel to Vice-Mayor
Brown so he could conduct the meeting. Campbell moved, "that
Robert E. Owen be notified that the Village of Tequesta wishes
to terminate with prejudice the service of Mr. A.F. Meeks in
connection with the current Tequesta Drive Improvement project".
The motion was adopted. Huggins moved, "that the Village
Manager immediately notify the Bonding Agency holding performance
bond on the Tequesta Drive Improvement Project by telegram,
requesting their immediate attention to deficiencies observed
by the Council with respect to the project". The motion was
adopted.

Baron moved, "to approve the bid rice of $11 977.00 for
the installation of the poles (four (4� ninety (90j foot light
poles to replace existing poles that are in poor condition) in
Tequesta Park and to approve the necessary amendment in the
budget". Brown seconded and the motion was adopted.
Baron proposed to immediately terminate the services of
William R. Hough & Company as the Village of Tequesta Water
Department Financial Consultants. -Baron spoke against
William R. Hough & Company as the Village of Tequesta 's
Financial Consultants. Mr. Joe B. Wise , William R. Hough &
Company, took the podium to answer remarks made by Baron,but
Baron left the room at that time and Huggins "objected to
Baron dismissing himself from this body after making certain
allegations, at the time when the person (Joe B. Wise) who
had the allegations made against him wanted to speak. This
was entered into the minutes per request of Huggins. Huggins
moved, "that the Council direct the Village Manaeer to write
William. R. Hough & Company expressing our satisfaction and
appreciation with the service of their representative to the
Village of Tequesta". Brown seconded. Baron left the room
at 10:37 P.M. Vote on the motion was:
Brown -For
Campbell -For
Huggins -For
and was therefore adopted.
Mr. William B. Sydow, Gee & Jenson Consulting Engineers,
was present to give Council an uptodate report on the delay
in obtaining an easement from the Florida East Coast Railway
for the water main across the river and about the bid openings
for the work to be done on the water system project .
Council discussed briefly Ordinance No. 239 (Parking
Ordinance) and agreed to hold off any amendment for several
months.
The Village Attorney is to draw up an Ordinance amending
Ordinance No . 211 (Zoning Ordinance) and will have it ready
by the January 25 , 1977 meeting.
The meeting was adjourned at 12:05 A.M.
