MINUTES OF THE MEETING OF THE
VILLAGE OF TEQUESTA ANNEXATION COMMITTEE
OCTOBER 22, 1979
An administrative meeting of the Annexation Committee of the
Village of Tequesta was held on Monday, October 22, 1979, at the Village
Hall, at 7:00 P.M. Present at the meeting were William H. Blodgett,
Robert B. Moore, Raymond G. Pierson, Jr. and Thomas J. Beddow, consti-
tuting the full membership of the committee. Also present were Robert
Harp, Village Manager, and John Giba, consultant to the committee.
William H. Blodgett, Chairman of the Committee, presided.
There was a discussion relative to what can be done to induce
significant areas, such as Bermuda Terrace and Anchorage Point, to annex
to the Village. Since Tequesta supplies these areas with water at the
same rates as apply to residents of Tequesta, the general feeling of. the
Committee was that the only arguments presently available are that annex-
ation would give the residents of such areas better police
more adequate street all 1 i m c

Had prepared several years ago dealing with the pros and cons of voluntary
annexation by unincorporated areas into the Village. Mr. Harp indicated
that he would update this paper and distribute the updated paper to the
members of this Committee.
While the Committee will continue to consider and develop
arguments in favor of voluntary annexation, the sense of the Committee was
that significant annexations probably will not be achieved unless the
present tax savings employed by residents of unincorporated areas are
eliminated or narrowed or unless the Statutes of Florida are amended so
as to provide a procedure that would permit annexation based on a majority
vote of the registered electors of the annexing municipality and of the
area proposed to be annexed.
Whereupon, the following resolutions were unanimously adopted:
RESOLVED, that this Committee ask the Village Attorney for his
opionion as to whether S._ *Chan.79-87of the Florida Statutes (Note: this
was HB 1568 passed by the State Legislature in 1979) empowers the Village
Council to secure relief for property owners of the Village of Tequesta
from Palm Beach County taxes relating to the provision and maintenance of
streets, to the provision of the sheriff's road patrol, and to the provision
of any other County service to unincorporated areas falling within the
"natural boundaries" of the Village of Tequesta.
RESOLVED, that the consent of the Village Council be sought
authorizing representatives of this committee to appear before the
10-22-79 - (2) .
Legislative Delegation to speak in support of legislation which would
amend the annexation statutes so as to provide a procedure that would
permit annexation based on a majority vote of the registered electors
of the annexing municipality and the area proposed to be annexed.
The Chairman fixed Thursday, December 6, 1979 at 9:00 A.M. , as
the time, and the Village Hall, as the place, of the next meeting of the
Committee.
There being no further business, the meeting was adjourned.
