HomeMy WebLinkAboutMinutes_Regular_8/12/1980 MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA August 12, 1980 A Meeting of the Council of the Village of Tequesta, Florida , was held at 7:30 P.M. , Tuesday, August 12, 1980 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were Little, Mapes, Ryan and Stoddard. Cook had advised she would not be in attendance. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and Adams Weaver, Johnston, Sasser & Randolph, filling in for John C. Randolph, who was on vacation. The opening Prayer and Pledge of Allegiance to the Flag was given by Mayor Mapes. Mayor Mapes announced the Zoning Board of Adjustment meeting on August 18, 1980 at 7:30 P.M. in the Village Hall. The purpose of this meeting is to hear the application of J & N Construction Company for front and rear setback variance at lot 212 Tequesta Pines. Mayor Mapes also announced the August 25, 1980, 7:30 P.M. , Zoning Board of Adjustment Meeting to hear application of Heritage Homes of Tequesta , Inc. for front yard setback variance at Lot 188 Tequesta Pines and the application bf George F. and Sadie C. Magggio for a variance to the rear yard setback at lot 2 block 19, Jupiter in the Pines Section "B". Changes made and approved to the agenda were the following: 3b. Discussion of "No Through Truck" Ordinance 3c. Discussion of hours of sale and consumption of Alcoholic Beverages The Village Manager's Report for July 21, l9$0 to August LO, 1980 and the Council Meeting Minutes for July 22, 1980 were received. Mr. Stacy A . Thomas, Assistant Principal for Jupiter High School reviewed with Council the Jupiter Community Education Status Report. P,Ir. Thomas told Council the report reflected an increase in the number of people who took classes through Jupiter Community High School. In the Fall Term of 1979 there were a total of 900 registered, for the Winter Term of 1980 there were 1143 registered, for the Spring Term of 1980 there were 590 registered and for the Summer Term of 1980 there were 392 registered. 08-12-$0 -02 Mr. Thomas spoke to Council on the Family Counseling Program that was started in January, 1980. The Family Counseling provides professional counseling for families and individuals who have conflicts, ie; marital, parent child, employment, advancing age or illness. There is a waiting list for enrollment into the program, The Village has participated in this program each year since it was incorporated six years ago. The cost to the Village is $2, 100. and has been provided for in the current budget. Ryan moved, "that we approve the Agreement for the Community School Program for 1980-81 between Palm Beach County School Board and the Village of Tequesta and that we authorize the appropriate Village personnel to execute same". Stoddard seconded and vote on the motion was: Little -for Mapes -for Ryan -for Stoddard -for and therefore the motion was passed and adopted. r,'ir. John H. Perry, III, Perry Cable TV Corp. was present to request release of rates from the Village. Mr. Perry had sent a letter to the Village Manager dated August 7, 1980 requesting an increase in their basic rate service from $6.50 to $8. 50, in additional outlet rates from $1.50 to_,$2.00, in bulk primary rates from $3.50 to $5 .35, in first outlet installation rates from $20.00 to $29.95, in additional outlet installation from $10.00 to $19.95. The basic rate would only be increased to $8.00 in 1980. Mr. Perry pointed out that in 10 years of service to the Village the company has only requested one rate increase which brought its original $4.95 basic cable rate to $6.50. Mr. Perry introduced various personnel. of Perry Cable that were in attendance at the meeting. He, also reviewed with Council the upcoming programs that are scheduled to happen to Perry Cable that would make their service more appealing. Mayor Mapes told Mr. Perry that he would like to have the Public better notified of their request for an increase and then hav Perry Cable back again so that the Public may ask them est ons. Rvan moved, "that we set September 29, 1980, Monday, at 7:30 P.M. for the first Budget Public Hearing". Stoddard seconded and vote on the motion was: Little -for Mapes -for Ryan -for Stoddard -for and therefore the motion was passed and adopted. The next item on the Agenda was the "No Through Truck" Ordinance. This was on the Agenda because Rinker 's had stopped the delivery of materials to construction sites in Turtle Creek, Martin County because of stepped up enforcement of this Ordinance by the Police Department. The Village Manager and Village Attorney reviewed this matter and the Village Attorney has advised that in light of the possibility that there is no alternate route to Turtle Creek that the Village Council should consider issuing a moratorium on the issuance of citations to trucks using Country Club Drive until he could tour the surrounding areas. Chief Flannery told Council that there is in fact a problem with enforcing this Ordinance Rvan moved, "that we put a moratorium on Ordinance No. 24. . (No Through Trucks) temporarily on Country Club Drive, until the Village Attorney and Village Manager deem otherwise". Stoddard seconded and vote on the motion was: Mapes -for Ryan -for Stoddard- -for (Little abstained due to possible conflict of interest) and therefore the Ordinance was passed and adopted. The next item on the Agenda was the discussion of Closing Hour for Sale and Consumption of Alcoholic Beverages. Since the Village closing hours were the same as surrounding areas Council saw no need to take action at this time. The Meeting was adjourned at 8: 55 P-�4- Cy&fese Colbert Date Approved W.H.
