HomeMy WebLinkAboutMinutes_Workshop_6/2/1981 -- f MINUTES OF THE WORKSHOP MEETING OF TIME COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA June 2, 1981 A Workshon Meeting was held by the Council of the Village of Tequesta , at - 7:30 P.M. ,Tuesday, June 2, 1981 in the Village Hall, 357 Tequesta Drive , Tequesta , Florida. Councilmembers present were: Brown, Cook, Little, Mapes and Stoddard. Also present were Robert Harp, Village Manager and Cyrese Colbert, Village Clerk. Mayor Mapes announced that this Workshop Meeting had been called because Gee & Jenson Consulting Engineers for the Village has been advised by DER their intent to issue an intent to deny letter on the Village 's application for the Intracoastal Waterway Water Main Crossing. This meeting was called to see what other alternatives the Village has and what it wants to do about them. Mr. Dallas H. Durrance, P.E. , Gee & Jenson was present and advised Council of several options that are available to the Village. Mr. Durrance told Council the Village could file an appropriate petition for a formal. hearing, withdraw application and install larger treater main at existing crossing to replace existing water main, install additional water main crossing in the area of the bridge or the -Village could use Ryan 's crossing (Jupiter Island Water Company) at Rolling Hills. Vice-Mayor Stoddard told Council that "Doc" Meyers wants the Village to make a report to him on the outcome of this meeting. The cast-estimate for the construction at the site being rejected by the DER is $554,000. The cost-estimate for the installation of additional water main crossing in the vicinity of the bridge is $576,000. The cost-estimate for the Ryan 's crossing is $1,000,000. Mr. Roy Duke , head of the DER permitting department , was present to present DER 's side to Council because of a telephone call received from "Doc" Meyers office. Mr. Duke told Council that the Village 's request is being denied because there are alternative sites and that the aquatic :grasses in the area were determined too valuable and too vulnerable for such a project. Mr. Duke told Council that although the Health Department would like to see the system looped to the Island the alternative which .could be a "pseudo-loop" could accomplish getting the ". • 06-02-81 -02 second line across and at the same time preserve the aquatic grasses as there are no grasses in the area of the bridge. Mr. Duke told Council the means by which the Village could petition for a formal hearing. He also told Council that even if the Village went over the heads of the local DER, the Tallahassee office would just phone the local office for their opinion on the application. The Council reminded Mr. Duke that the Village had increased the cost of the project by adding the cost of the replanting of the turtle grass and by using a barge on which to put the soil onto as to prevent over damaging of the area. Mr. Duke told Council that mitigation could not be allowed to enter into their consideration of the plans. I-Ir. Duke did tell Council that he had no question that the DER would permit the laying of the line just north or south of the bridge and that his office would help the Village in acquiring the necessary permits. Gee & Jenson were authorized by Council to check into the filing of an appeal. Council also wanted a cost and time comparison between the two sites for the line and to have it ready for the next Council Meeting. The meeting was adjourned at 9:30 P.M. C ese Colbert
