HomeMy WebLinkAboutMinutes_Regular_7/28/1981 A.P- -: MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA July 28, 1981 A meeting of the Council of the Village of Tequesta, ' Florida, was held at 7:30 P.M. , Tuesday, July 28, 1981. The meeting was held in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Brown, Cook, Little, Mapes and Stoddard. Also present were Robert Harp, Village Manager, Cyrese Colbert , Village Clerk and John C. Randolph, Village Attorney. The opening Prayer and Pledge of Allegiance to the Flag was given by Councilmember Cook. Mayor Mapes announced a C.O.G. meeting on Wednesday, August 5, 1981 at 7:30 P.M. ' There were no changes to the agenda. Mr. John McKune, Gee & Jenson, was present to present to Council an Intracoastal Crossing Alternative. Mr. McKune told Council that work on the alternate route is still proceeding. The new Intracoastal Crossing Alternative is a process in which pipes are bored from one side of the Intracoastal, under the Intracoastal, to the other side of the Intracoastal. Mr. McKune told Council that the cost of the pipe line would almost double with the new alternative crossing. The good part about the new alternative is the time factor and that DER would not require a permit with this alternative. D.N.R. would require an easement. Cook asked why this alternative had been brought up. McKune told Council this had been requested by Vice-Mayor Stoddard. Mr. L.D. Garrett, Reading & Bates, Houston, Texas showed a film of how his company bores underground pipes under waterways. Mr. Garrett told Council that their cost is high because of the heavy trafficking of equipment in and out of the area. He also told Council that removal of the clay would be a problem. The Village Attorney reviewed the Village 's existing control on dumping within the Village 's limits. The Village Attorney also read a proposed Ordinance entitled, "AN ORDINANCE OF THE VILLAGE OF TEQUESTA, FLORIDA, PROVIDING A PROHIBITION AGAINST DUMPING OF SAND, ROCKS, DEBRIS OR SPOIL ON ANY LOT 07728-81 -02 OR PARCEL OF LAND WITHIN THE VILLAGE; PROVIDING AN EXCEPTION FOR DUMPING OF BUILDING MATERIALS UPON LOTS OR PARCELS OF LAND UPON WHICH CONSTRUCTION IS TAKING PLACE; PROVIDING AN EXCEPTION FOR THE DUMPING OF SAID MATERIALS INTO ENCLOSED AREAS ON LOTS OR PARCELS OF LAND WHERE SAID MATERIALS ARE STORED AS AN ACCESSORY USE TO THE BUSINESS CONDUCTED THEREON; PROVIDING FOR PENALTIES FOR VIOLATION OF THE TERMS OF THIS ORDINANCE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; PROVIDING AN EFFECTIVE DATE. Stoddard wanted to know if Section 2 (b) where it states, "Said materials however, shall be enclosed on .four sides b a reinforced concrete retaining wall constructed to a height equal to or in excess of the accumulation of the sand, rocks, debris or spoil maintained or located on said property", would in fact, cause more noise and air pollution than it would get rid_.of.. A section 2 (c) was added which made provisions for the granting of permits for dumping. Stoddard moved, "that we approve on first reading the Ordinance as submitted and that it include a proviso for an emergency". Brown seconded and vote on the motion was: Brown -for ' Cook -for Little -for Mapes -for Stoddard -for and therefore the motion was passed and adopted. Stoddard moved, "that we approve the Site Plan Review (for the Gill Office Building) as submitted with the exception of the revision of the parking spaces providing two more at the rear and providing a fence at the rear and to include additional french drains and the parking spaces for the disabled be moved to the West side and to restrict the two parking spaces at the east side for the employees". Brown seconded and vote on the motion was: Brown -for Cook -for Little -for Mapes -for Stoddard -for and therefore the motion was passed and adopted. The Village Managerts Report for July 12, 1981 to July 25, 1981, the Village Financial Statement for June, 1981 and the Water Department Financial Statement for June , 1981 were received. A Budget Workshop Meeting was set for August 4, 1981 at 7:00 P.M. . 07-28-81 -03 There were no Councilmember:'s Reports. The meeting was adjourned at 9:24 P.M. Cyr se Colbert Date Approved Leslie A.
