Police are too particular over petty matters. 2 . Old Publix Plaza is an eyesore and should be renovated. 3. Too many cars & equipment in peoples driveways. 4. Old Dixie & Teq. Dr. need right turn lane going south. 5 . Drainage problem Teq. Dr. & Cypress near the bank. 6 . P.O. Holidays should be made easier for customers. 7. Notices should be sent to all businesses & households prior to meetings of Council . 8 . Re Bike Path- Taking my front yard for a bike path was annoying. I now have water continuously at the bottom of my driveway. 9. Don't believe they should allow the same business to open in the same vicinity. Competition is good but too much will close the doors for some. 10. Business area- most not kept up well . 11 . Replacements- shoe stores, curio shop & cafes 12. Bldg. Dept. - Run like a Nazi Concentration Camp. 13. Water Dept. overpriced. We are a small business person working, 1 toilet & pay $10/month. 14 . Street Signs- Get rid of posts & use signs. 15. Bike Paths- cyclists will not use them unless kept clean of glass and rocks which puncture tires 16. Small businesses are discriminated against and larger ones do as they please. 17 . Important to let citizens know what is going on in town government. Courier doesn't cover it enough. Suggest monthly or quarterly letter from Mayor or Village Manager. Also give dates of upcoming meetings. 18 . Business area- No sandwich board signs. z. 19. Insure quality of town service for future by increased protection. 20. Require undeveloped property to be maintained in an acceptable manner. 21 . Keep as much green area in Business area as possible. 22. RE: Village Roads. Let developers say as much as feasible for improvements. 23 . Replacement stores, fashion stores or unique art center. 24 . Spending too many dollars with County Fire Department. They try to keep up nationally and keep spending more than we need. 25 . Bldg. Dept. too nit-picking about insignificant things. Do we have too large a staff??? 26. Replacement with large discount mall . SUMMARY OF COMMENTS - MOST IMPORTANT 20'S 1 . Concern about tax increases 2. Police get good comments except over-zealous on speed control - Seabrook 3. Country Club Drive repaving 4 . Tequesta Park - Improvements, beautify 5 . Bicycle Paths are really sidewalks. Rather ride in road. 6 . Building Dept. too many rules and regulations. 7 . Want Saturday hours for Post Office. 8. Lighting in Cypress Drive. 9. Want bike path on Old Dixie past Post Office. 30' s 1 . Speeding on Willow road not controlled 2. Enforce Ordinances on trucks and boats 3. Improve Shopping Centers 4. Emphasize year round water conservation 5. Can't drink the water 6. Some playground equipment dangerous. Need more safe equipment 7. Improve bike paths, poor maintenance, sand, lawsuit? 8. Town maintenance not good adjacent to residences. 9. Want side walk in Willow Road 10. Police friendly toward children. 11 . Criticism of water quality, oil, bugs, color odor, taste, pressure. 12 . Renovation of Tequesta and K-Mart Plaza needed. 13. Expand summer recreation program for children 14 . Traffic light for Tequesta and Riverside Drive 15 . Bike Path County Line road on Palm Beach County side. 16. Main comment is "we are pleased to have this survey and suggest its continued use in the future. " 17. Our street is very dark waiting for someone to get seriously hurt. Sent in petition signed by 262 residents. Never heard if action will be taken. Why no answer? Also want street light at Cypress and Tequesta Drive. 18. Cypress Drive hard to get out on Tequesta Drive at busy time. Need a coordinated traffic light? 19 . Light at tracks. "New system stinks. " 20. Lack of activities for youth and recreational facilities. 21 . Police Dept. fantastic, prompt, efficient, best patrol, courteous. 22 . North County Ambulance very careful drivers. 2 - r 23. Tequesta Post Office very slow 24 . More controls on architecture in Village. 25 . Need a small safe playground area. - 26 . Need sidewalk or bike path to get to Post Office dangerous for walkers. 27. Tequesta lacks a theme with no controls over new buildings, signs, color choices, outside appearance. Let' s keep Tequesta special . 28 . Lack of anywhere for teenagers to go on week-ends. They are chased from everywhere. 29 . Building Dept. Code enforcement questionable. 30. Have never known of any notice on public meetings. Only see sign on meeting day. 31 . Village Green Park - Drinking fountain and extend path out on eastend. 32. Might use CoTran if more available. 40's 1 . Need light at Tequesta and Riverside Drive. 2. Old Publix and K-Mart in deplorable shape. 3. More drivers should use County Line instead of Tequesta Drive. 4. Major roads through Village wider. 5 . More bicycle paths. 6. Concerned about controlled growth, taxes, utilities, personal safety. 7. When you call for medical help, a squadron arrives. Not necessary. 8 . Businesses be required to have more landscaping and maintenance. 10. Swale parking should be off limits and enforced. 11 . Bike paths should be concrete. 12 . "Good approach asking us citizens what we think. " 13. Concerned about County gaining control of Country Club Drive and Tequesta Drive. What has happened in South County will happen here if we give control. 14 . If bus ran from Central station, might be more useful . 15. Seven-Eleven, Majik Market very trashy. Should be kept neater and cleaner. 16 . Flashing red and yellow signals at late hours. 17 . Building Dept. has attitude of dictatorship. 18 . "Do it when I get to it" attitude at post office. 3 - 19 . Problem on road congestion when train blocks trucks. Dangerous for emergency vehicles. 20. Changing appearance and structure of malls should be top priority of Village. 21 . To the Council, Community Appearance Board, and Planning Commission members: we should standardize on new building architecture appearance as close to new Publix Mall . It may be called Mizner Mediterranean, or something similar. New glass building not for Village. 22 . Want water fountain at Tequesta Park. 23 . Modern white building with terrible acces6. 24 . Need better enforcement of landscape code, i.e. ENCON stations, 3-story office building. Like real trees in parking lots, not twigs. 25. Street lighting poor. Many missing. 26. Need more Soccer and ballfields with lights. 27 . Replace concrete posts with street signs so people can read them. 28. Need planned expansion as recently approved by Council. 50's 1 . Tequesta Drive needs curbs and sidewalks. 2. No real theme continuity in building. 3. Maintain bike paths, not used by all. 4 . Stop light Riverside and Tequesta Drive. 5. Building Dept. - Poor administration and questionable philosophy. 6 . Can' t reach Centel when in trouble. 7 . Poor drainage and low elevation in most of the Village. S . Street markers, some old and need replacing. 9 . Enforcement of boat and tracks - no parking 10. Improve and landscape around railroad tracks. 11 . Walking or riding a bike on Tequesta Drive, Riverside, Seabrook, County Line and Tequesta Country Club. Very dangerous. 12 . Parking of cars on sidewalks - To much mechanical work being done in residential area. 13 . Think this is a good idea - send out more often with different questions. 14 . More lighting on Jupiter Island. 15 . Bike path on Country Club has numerous ponds, potholes, forcing bikers and walkers into street. 16 . Street signs hard to read. 17 . Residents be required to number homes and mail boxes to aid delivery people. 4 - 50' s 18 . Village appearance deteriorating. Village needs to be cleaned up and first class businesses needed. 19 . River Edge Club could be offered to the Village as a public facility. Great opportunity for the village that won't come again. 20 . Many vacant lots not kept cut. Area by new Post office terrible. Where are the sidewalks? 21 . Non enforcement of codes on parking on sidewalks. 22 . Parking too close at Tequesta Shoppes. 23 . Facilities needed for picnics and children to play. 24 . Village street lighting poor in Tequesta Pines. 25 . Never see agenda published for Village Council meetings. 26 . Egress and ingress to new Publix not good. Like to see a curb cut north of Tequesta Drive on U.S. #1 to cross island. 27. Very thoughtful survey. Thanks for asking. 28. Building Inspector's Dept. hard to work with. 29 . Double lights at railroad confusing. 30. Traffic lights at Old Dixie and Tequesta Drive are apparent result of DATA ANALYSIS, not the result of a human being observing and solving a problem. 31 . Publish agenda of Village council meeting in Courier. 60's 1 . How could CAB permit building of that black glass on U. S. Highway 1 . Does not conform to architecture of present buildings. 2 . Old Publix - New mall similar to Oakbrook. 3 . Clarify the governing rules between the Village and Palm Beach County. County solutions imposed on Village residents, i.e. , fire codes and safety regulations absurd. 4 . Extend bike paths to Beach Road. 5 . Rescue and North County Ambulance prompt response. Very good. 6 . Annexation most important. Many pockets and people using Tequesta facilities and of keeping taxes here. 7. Don't give County control of our roads. 8 . Rescue duplicates North County Ambulance. We are paying twice. North County should be sole rescue here and our own fire department. 9 . Building Department too picky. Bad public relations for Village. Some contractors won' t work here any more. 5 - 10. Have our own Fire Dept. Can control costs. Have very few fires. Mainly 911 . 11 . Could use commuters bus within Village to shopping areas. Similar to ones at airport to car rentals. 12. Fire Dept. increasing cost and no local control. Suggest we get back what we had. 13. Tequesta Park a waste of our money. Should be County Park. 14 . Post Office open Saturday morning for those who work. 15. Re CoTran, have a sample head count to see if needed. 16 . Volunteer for fire. Thomas J. LaToor, 16 Ridgewood Circle. Have been in fire service since 1943, both city and industrial. Might lose our No. 6 rating for insurance. Might go to 10 with inexperience, would like to serve on C.A.B. 17. Route # 1 a hodge-podge, standardize signs and upgrade quality. 18. Palm Beach County fire is going to be continually more costly. "We're being ripped off. " 19 . Should have small bus to take people around Village. 20. Water pressure very low 5:30 A.M. to 7:00 A.M. 21 . If Winn Dixie moves, get another grocery west of U.S. #1. 22. Building Dept. showed bias toward developers and against homeowners. 23 . Fountain and park beautiful addition. 24. Traffic light at Tequesta Drive and Old Dixie too long. 25 . Fire Dept. too expensive. The consolidation was sold as reducing cost. Also the station is far too noisy ( loud speaker) for residential neighborhood. 26 . Tequesta had survey for expansion of fire dept. where is it? 27 . Tequesta is such a lovely Village. I would hate to see it become overcrowded and a city like the ones south of it. 28 . Traffic signals at Tequesta Drive and AIA poorly timed, one lane at a time. Extra signals foul up intersections. Better before! ! ! 29 . Traffic control and flow of traffic and lights is an insult to D.O.T. Old Dixie and Tequesta Drive must have been engineered by an IDIOT! ! ! 30. Sad scene at U.S. No. 1 and Tequesta Drive when you try to cross route 1 with one lane right turn only. 31 . Use Lighthouse Gallery for a community center and move Gallery to Old Publix or Winn Dixie when they move. 32. If taxes go much higher, many families will have to move. 33. Water - Should restrict lawn use all year. No need to water every day. 34 . Homeowners need a list of ordinances. What is allowed and what is not for property and home improvements. 6 - - - 3 5 . Won't hold second class mail . 3. Traffic lights at railroad very confusing. 4. New subdivision at Tequesta and Country Club Drive should be sodded and landscaped. 5 . Fire Dept. cost and wages skyrocketing out of control. Too many men and vehicles respond to minor calls. North County sufficient with ALS license. 6. Editorial notice in papers re Village meetings. Inform all Village organizations by mail . 7 . Need new type horizontal signs. 8 . Poor traffic flow on U. S. No. 1 to turn into entrance to Tequesta Shoppes at Walgreens. 9 . Abolish CoTran buses up here. Run empty. Need bus service for shopping. 10. Railroad crossing at Tequesta Drive chaotic. 11 . Bike paths. don't use. Shabby, poorly kept, war zone bikes and pedestrians. 12 . Walk sign at U.S. Highway and Tequesta Drive; speed sign on Venus. 13 . Important problems. Getting competent people to serve on Council 14 . Big black glass building on U.S. Hwy. 1 is an eyesore. It dwarfs the 222 Building which was the prettiest in Tequesta. Don' t see how the planners ever let it get built. 15 . Stricter enforcement. Commercial vehicles in driveways. 16 . North County Ambulance volunteers, saved a life in my family; quick and efficient response. 7 - 17 . Remove second stop light at railroad and Tequesta Drive. No other area has that traffic tie-up monster! ! ! 18 . Post office should have one way enter and exit. 19 . Appreciate fine work of Village Council and professional staff. Tequesta great place to live. Thanks for giving us opportunity to make comments. 20. Tequesta providing services to unincorporated areas at the payers expense. As long as this situation exists, annexation impossible if dependent on votes of residents of Bermuda Terrace, Martin County, Little Club, Turtle Creek, and Palm Beach County. 21 . Residential cluttered with boats, trucks, bumpers in driveways or parked on lawns, swales or bordering streets. 22 . Stop the building of eyesore that do not blend with our beautiful surroundings such as the "Glass Palace" on U. S. No. 1, Awful! ! ! 23. Light at Old Dixie and Tequesta Drive not right for pedestrians trying to cross west while cars turn left. 24. 1 have seen Juno Beach excellent Fire Dept. and equipment swallowed by the County and replaced with inferior units. 25. Want turn lane north off Tequesta Drive on to Old Dixie and thru lane to go south on Old Dixie over the railroad. 26. Post office lines for packages too long. Recommend a window just for stamps. 27. Village pick up roadside trash. 28. Village lacks planning. There should be architectural requirements. All bodge podge building. All low visibility roofs should be required to be tile. This Village could be beautiful ! ! ! 29 . Important Problems. Long Range Planning: a ) Water available now and for year 2000 + b) Traffic solutions now and future. 30. c) Capital improvement program for Village. d) Cost control and superior service to Village citizens by Village staff. 31 . Building Dept. 'Nit Picking" . Should treat residents as 'Customers ' and help, not hinder or irritate them needlessly. 32. We commend the Village for providing this means to obtain information to help our Council and Planning Commission to plan for the present and future. 8 - 33 . This is an excellent start towards something, meaningful . Please do something about the answers you receive. 34. We chose this Village 18 -years ago for its quiet, attractive family living. It is like a gem set in the surrounding areas. Hope we can keep it that way. Like to have some planting or small parkway on Federal Highway. 35 . Building Department becoming over officious in its penchant for permits for even the smallest job. 36. Right lane on U. S. #1 going south next to Step-Saver should be right only. Difficult to get in right lane at times. 37. See Building Dept. No. 285. 38. Problem: Spending, taxes being increased at an alarming rate. By 1987, taxes increased 31 .2% over 1986. Plus an increase in assessed valuation of $40,000. 80's I . Overall pattern of architecture of shopping areas. 2. Improve shoulders of roads. Holes off edge of road. 3. Water very discolored, cannot drink. 4. Stricter enforcement of zoning - operating businesses illegally, improper shielding of motor homes. 5. Sign on Country Club Dr, and Tequesta Dr. says "West" but most people don't obey and don't know east from west. 6. Bridge on U.S. 1 should open at time intervals. Railroad also a problem, tying up traffic. 7. Need sidewalk north side of Tequesta Drive from Seabrook to U.S. 1 for people without cars to get groceries. 8 . Want right turn lanes at Tequesta Drive and Old Dixie both to north and south. 9 . Don ' t widen Tequesta Drive west of Cypress. We don' t want a city atmosphere. 10. Drainage bad at Seabrook and Westwood at Tequesta Gardens. 11 . Village meetings - poor attendance except for vital subjects. Why? Where is our community involvement. 12 . Bike paths. However, that which is remaining should be guarded judiciously without being over built and without duplication of existing business. d) Taxes - The Village budget should be kept under tight control to keep Village taxes in hand. Increasing Real Estate Assessments and increasing taxes are a problem for those retired and on a fixed income. Proposition 1 should be looked into again whereby present values of homes would not be increased, or the resultant taxes, by any more than 5% in any one year. The increase could take place on the sale of the property to a new owner. Palm Beach County has a charter form of government. Perhaps this could be on a referendum for Palm Beach County. People are gradually being taxed out of their homes. Something should be done before "the sky is the limit. ' e ) Poor Malls - The Planning Commission previously suggested an ordinance to go with the property for mandatory permanent upkeep of landscaping, parking lots and buildings of all commercial property. Pressure should be put on existing buildings to upgrade their present below standard premises. f ) Too Many Malls - Over building should be watched and kept under control by the Village Council . We are in danger of having "ghost malls' with no tenants at this time. The Council should work with mall owners in this regard. g) Sewage - New properties are being connected to ENCON. Care should be taken to monitor soil contamination. h) Annexation of Enclaves - There are too many small areas within Village boundaries that are using our roads and facilities without any cost to them. Every effort should be made now and in the future to square off Tequesta's boundaries to include all property north of the river to County Line Road, east to the ocean and west to existing lines on the northwest fork of the River. A 3 - package should be worked out where it would be advantageous to these residents to come into Tequesta. The package in the future might include water, refuse, fire and rescue, road maintenance and local Police protection. i ) Connector Road - The need for this has been previously addressed. Mayor Stoddard has worked tirelessly on this for years. We hope to see it accomplished in 1988. � ) Crime and Safety - We have perhaps the finest Village Police Department in this part of Florida. Call on them as needed. Let's continue to give them our support. Their facilities need expansion badly. Let us include this as soon as possible. The unincorporated areas are missing out on some outstanding service. k ) Roads - Should be kept up to standard. Some roads need repaving. This should be budgeted for. Striping and reflectors should be kept up. It might pay for the Village to have its own equipment. This should be investigated. Shoulders are broken down in many areas and should be repaired, especially holes off the shoulder. Thought should be given to widening these areas, such as the corner of Tequesta and Riverside Drive. Swales and ditch areas should be kept mowed. The bridge on Tequesta Drive should be painted tan with a pigmented concrete sealer ( special paint which will hold up. ) 4 . Comments on Village Appearance The Village in general is well thought of as a pleasing place to live. Many favorable comments have been received as Tequesta being a "gem" . We all want to keep it that way and improve the deficiencies. a ) Business Area- Generally good except for Lighthouse-(K-mart ) and Old Publix (Tequesta Plaza). We expect something good to happen at Tequesta soon. They should be given our guidance and cooperation. Lighthouse has been a problem for years. The Village Council and Manager should remind them of their problem areas until they are remedied. There should be some local contact or manager for these malls. -4- b) Glass Building on U.S. 1 : Many unfavorable -eo—Ments state this shouldn' t have been, allowed where it is next to Plaza 222 or in the Village at all . More care needs to be taken to have harmony with adjacent buildings. c ) Signs - The poor ones are criticized but should be remedied with the new sign ordinance. Care should be taken to have signs in harmony with the buildings or malls . d } Boats-Trucks-Trailers - Complaints that the ordinance prohibiting these from being parked in driveways is not enforced. e ) Suggestion - A folder be printed up by the Village telling something about Tequesta as a Village and outlining Village Government, Boards or Commissions and their duties. It should also outline different ordinances and procedures relative to licensing and other restrictions that continually are ignored or cause problems. f) Landsca ii - Needs to be sharpened up and autifla on all the medians on U.S. 1 and Tequesta Drive as well as other Village maintained areas. Vacant lots and other areas should be kept mowed 3-4 times a year. Tequesta Park should also have plans for landscaping and upgrading over the long term. Recommend Dick Discher, Landscape Architect look over all areas that are Village maintained and give some suggestions for the future. 5 ) Areas of Traffic Congestion and Improvements Needed. a ) Extra Red Light at the Railroad- The signal system in general has been tying up traffic in Tequesta since its installation over a year ago. 171 people cited this as the worst traffic problem. It has obliterated the use of a right turn lane going east across the railroad tracks. People are confused by the system. The Village Council should insist on D.O.T. reviewing the situation. If necessary a suit should be brought against the D.O.T. If a third lane is put in at the railroad at great expense, it will be a total waste of - s - Village funds if the light at the west side of railroad remains. It should , be replaced with a flashing amber light and a sign "Do Not Stop on Tracks" as at other crossings. It is imperative that this situation be remedied. b ) U. S. 1 and _ Tequesta- should be remedied by the additional lane. However, the traffic light situation should be carefully monitored. Pedestrians have asked for cross-walk lights. c ) Right turn lanes - are needed north and south on Old Dixie at Tequesta Drive as well as east and west on Tequesta Drive at the same intersection. If a right turn only in the right lane going east across the railroad was added immediately it would increase traffic flow appreciably. All cars going south on Old Dixie, east on Bridge Road to the bank or proceeding south on U.S. 1 would take this route. This would also alleviate the back up of traffic on Tequesta Drive and help the traffic coming out of Cypress Drive turning right or left onto Tequesta Drive. This one action right now would do more for traffic flow than any other more expensive action. d ) Connector Road - as previously discussed is imperative. e ) Cypress and Tequesta Drive is a problem. A right turn lane is needed from Tequesta Drive to Cypress and from Cypress right on Tequesta. Also a traffic light if it can be synchronized with Old Dixie. Other wise a patrolmen should be stationed at rush hour time. f) Country Club and Tequesta Drive stop sign is a problem. The west-bound sign should be reworded and placed under the stop sign. Also many people turning right on Country Club off Tequesta do not use their right turn signal . A temporary sign should be placed advising them that the signal is mandatory. - 6 - g ) Lighthouse and Old Publix are still a problem. When old Publix is remodeled the parking and entrance and exit lanes should be reversed and the architecture should -be' upgraded. 6 ) Drainage Problems: - There appears to be many problem areas in the- Village. Most mentioned are Cypress_ Drive Willow Road, Dixie and Teguesta Drive, Dixie and the Post Office, Seabrook, White Hall, North Dover and others. An engineering study should be made to determine how these can be handled. Also mentioned but not in our jurisdiction is U.S. 1 and Route 707. This should be referred in a request to the County. 7 ) Grading the Malls - The newest mall, Teguesta Sho es, received the highest grades for the mall itself. However, ingress and egress are a problem. Consideration should be given to cutting the island on U.S. 1 opposite the entrance and exit next to Walgreens. Also, the parking area itself should be studied to consider an opening through the center instead of having cars go the full length to U.S. 1 to cove down the next aisle. Gallery SQuar• North - The parking area is owned by the village. Plans for upgrading landscaping, supplying water and refurbishing the front near the flags were presented by the Planning Commission two years ago. Dick Discher made some excellent suggestions. Nothing has been done. This could have been a model for refurbishing the other malls. Lighthouse and Tequesta Plaza - the worst. Absentee ownership is a problem. One member of the Council or the Village Manager should be appointed as liaison with these owners to have them upgraded and maintained. We need to urgently improve this image in Tequesta. An annual award should be considered for the most improved mall . The Community Appearance Board could be a review committee. 8 ) Replacements for vacancies in Malls - It is understood that this is private enterprise between the mall owners and prospective tenants. However, the Village can lend its advice and encouragement and make the needs of its residents known as evidenced by the response and suggestions from this 7 - questionnaire. Most mentioned were a good quality restaurant with moderate prices such as Morrisons, Friendlys, Red Lobster and others, also a Department Store. We don' t believe the large ones such as Peaneys, Burdines or Sears would have the space but smaller ones might be encouraged. A Builders Square or Home Depot type is wanted to replace R-Mart. A grocery store should be encouraged to replace Winn Dixie. Many people, especially those walking do not want to cross U. S . I . 9 ) Fire Rescue - This has been one of the main items on the questionnaire as far as number of responses and numerous comments. The vote is overwhelming 566 (87% ) FOR and 85 ( 131 ) NO. Even if more costly to start 230 ( 631 ) FOR and 133 ( 37%) NO. There is no question but that our cost for fire rescue has been increasing way beyond normal inflation and will continue to do so. When consolidation took place a few years ago and Jupiter-Tequesta Fire District was absorbed, it was supposed to be cost saving. The opposite has occurred, Furthermore, we are paying for duplication of service. We have a gem in North County Ambulance. People are strenuously objecting to having a Fire-Rescue vehicle and personnel came into their home, put them on a stretcher and then turn them over to the ambulance for monitoring and transport to the hospital . The cost for ambulance is $115 plus $4 per mile plus $20 for oxygen. Average cost from Tequesta is $139 . This is in addition to our share of the almost $400, 000 in the Village budget in our taxes. This represents gross waste and duplication of service. Agreed, part is for fire protection. Recommendations: 1 ) Fire-Rescue feasibility committee be appointed by the Village Council consisting of a representative from the Council, Village Manager, Planning Commission Chairman, TAVT representative and any other key person suggested. 2) A meeting be held with a Fire Department expert, such as Robert Mortimer, retired from Juno Beach and Palm Beach County or others to determine the 8 - cost of setting up and running our own Fire Department. This could be all paid or part paid and part volunteer. 3 ) Explore the possibilities of regaining our Fire Station on Seabrook. 4 ) Look into the possibility of servicing for Fire the unincorporated areas in the Village area north of the river plus Jupiter Inlet Colony. 5 ) Explore with North County Ambulance their regaining their ALS license and taking over the rescue and life support for this area and the part of Martin County they previously covered. Study the financial support necessary to help them accomplish this. 6 ) Statistics - Enumerate the number of calls made for rescue and those for Fire alone. There are practically no fires. However, the equipment and personnel should be no less then what we have now. Thorough and careful study of this problem should be made. This could be the key to annexation. 7 ) Volunteers - In our questionnaire, there were 15 for fire and 11 for ambulance. There could be many more since there was a 271 return. 8 ) Emergency Hospital 341 ( 534 ) have used this facility at the Jupiter Hospital. 160 (254 ) have used the Outpatient Clinic. Having this Hospital in our area has been beneficial to all. Tequesta residents played a big part in its inception. We should continue to lend our support. 9 ) Notice of Public Meetings - 472 (734) felt there was sufficient notice. 85 (274) did not. Generally the only notice has been the sign in front of Village Hall . Most meetings are poorly attended. The Village Council needs input from the public, but the public is not informed of subjects to be discussed in advance. - 9 - Recommendations: 1 ) From an aesthetic standpoint, a new more permanent sign should be built with- slide in for the appropriate Village meeting. This should be illuminated from within. 2 ) Agenda be written up in the Courier and News Advertiser in advance of each meeting or if necessary, space be purchased to notify. The new Administrative Assistant could act as P.R. person for the Village in this regard. Agendas be mailed to the Presidents of the Associations in the Village. If there is a pertinent issue, notify those affected. Let's strive for increased attendance and less apathy. 10) Parks - Parks most used were Tequesta 200 (314), Coral Cove 76 ( 121 ) , Carlin 66 ( 104 ) . There have been many comments to upgrade facilities in Tequesta Park such as paving roads, parking area, more tennis courts, more basketball -courts. There is Still the question of whether this park should be made a County Park or paid for by Tequesta for the use of others. Perhaps a study should be made periodically to determine where the people reside who are using the park. If a percentage could be arrived at, perhaps Martin County and Jupiter could contribute or even Palm Beach County for the unincorporated areas. 11 ) Constitution Park - Village money has been spent for sodding, landscaping and flagpole. Money was also spent to lay out a park design before the park was completed. This was way overdone and was a useless expenditure. From the replies, some use should be made other than a green area. Start with a few picnic tables, beaches, swings and minor play equipment for children, a drinking fountain and a portable restroom to start. Have a tally board erected to estimate the usage. Also have a small parking area. All of the above should be investigated by the Parks G Recreation Commission. There should be a liaison person from the Village Council to meet with them. We should have some input from people with children. ( see comments) . - 10 - 12 ) Cable TV - Mostly has been rated good to satisfactory. The main problem appears •tfl be the difficulty in reaching them and the poor response when service is needed. They should be advised by letter from the Village. 13 ) Street Lighting - Most rated Good to Satisfactory. However, 90 ( 14%) indicated more lights are wanted. A survey should be made of different areas and lighting placed where needed. People should be advised to make their specific requests to the Village office . Cypress Drive was particularly mentioned. 14 ) Street Signs - Most were rated Good to Satisfactory. 551 rated poor or needing a change. Visibility is poor at night but only to those not familiar with the area. 15 ) Community Center - 174 ( 271 ) felt we need such a facility. 300 $47%) said No. This would be useful for many people. A study should be made of the cost to the Village at inception, cost for maintenance, and use to be made. 16 ) Bicycle Paths - 133 ( 219 ) said they used them. 22* said No, but many people did not comment. However, there were many written comments. Many feel they are poorly maintained, some even hazardous to ride on, with stones, glass, water, holes and other debris. Many people use them for sidewalks and compete with cyclists Many cyclists don't use them because of the hazards and danger of driveways. 32 said they need rebuilding. 63 said we need more extension on places such as Beach Road and 707 and County Line Road. Recommendation: It does not appear the bike paths are useful where they are located or as they are constructed. We suggest that in the future, a three foot wide strip be added on each side of Tequesta Drive, Country Club Drive, Beach Road, 707, County Line Road, Old Dixie, Riverside Drive and any other major street. This could be marked off with a white line and be used by bicycles, pedestrians (where there is no sidewalk) and allowed for mail delivery to get partially off the main roads. Funds will be needed for this construction. Perhaps the Impact Fees by Ordinance can be combined w-1 th -Recreation Fees to fund this as a Capital Improvement project for the future. (We should keep the Impact Fees in Tequesta. ) 17 ) AC-i.F Adult Con re at Livin Facili ) - 183 (28t) - said we need this and 59 (40 ) said we don't. By age groups more voted Yes from the older groups and few from the younger groups. It would appear that this facility would be useful now or in the future for the 569 senior citizens who answered. It would also be useful from the standpoint of the Village tax base. If the architecture and landscaping were first rate it would add a pleasing facility to the Village. 18 ) Need Motel - 192 (304) Yes, 306 (481) NO. The majority feel we don't need a motel. In the right location would it be beneficial to the residents? Would it bring a good restaurant? Would it add to the tax base? Do we need it for visitors? This needs further study. Many indicated it should be small and nicely done. 19 ) Use CoTran Bus - 16 (31) said Yes. 724 said they didn' t use it. 193 (309) said we need it and 165 ( 264) said we don't need it. In the comments, many people said they had no idea of the schedule, when it came or where it went. I did find out, it eventualby- went to Twin City Mall but was a lengthy trip. _Is it ' •v a waste of taxpayer's money? Is it a necessity for some? Many commented that it would be useful to have a small Village Bus to take those who can't drive from various parts of the Village (Condos) to the Shopping areas and return. Perhaps a bus the size of the ones used by the car rentals at the airport or a school bus would work. This project is worth investigating by the Village. 20) Rating Village Departments and other related services. This varies by age groups and we also did a summary. A) Police had the highest rating with 446 ( 694) excellent, 174 ( 271) satisfactory and only 11 ( 1 . 74) poor. The comments expressed that we had a 12 - superior and well thought of Police Department that is an asset -to. the community. Many feel that _their presence and work has kept crime low in our Village. B ) Fire - __ equally rated between Excellent 284 (40) and 204 (384 ) Satisfactory and only 5 Poor. However, how many fires have there been to rate their ability? There presence is important, if needed. C) Rescue - 350 ( 541 ) Excellent and 150 ( 231 ) Satisfactory. There is no doubt that the Paramedics are well trained and doing a good job. But is the rising cost and duplication of effort necessary? D) North County Ambulance - 470 ( 731) Excellent and 127 (204) Satisfactory with 2 ( .34 ) Poor. They received the highest rating of all services listed. Many favorable comments of excellent service, life saving and being a vital part of this community for many years. If we lost them, they would have to be replaced by a more costly, commercial ambulance company. They can fill the bill NOW for ALS and ail the ambulance and Paramedic services we need for this area combined. Regardless of what happens, the Village as well as individuals should continue to give them our support. In a sense this should be thought of as a Public service (even though part paid and part volunteer) . The hospital is in the same category and would be far more costly without the services of the many volunteers. E ) Building Department Received the worst ratings. Excellent 105 ( 164) Satisfactory 394, and Poor 67 ( 104 ) . There were many unfavorable comments. We know they are doing their job and serving a very useful purpose in protecting the public by inspecting the details of building and services performed in the Village. However, the Village of Tequesta has a bad reputation and many contractors and services will no longer come here. We need to re-examine our ordinances and the extent of authority in this department. This 13 - department should be working for the good of the residents and not have an adversary relationship. , Every minor job or maintenance item should not -require a separate license or fee to be performed. Other municipalities should be studied to see if they are run the same. We still have a problem with the replacement of screen enclosures and this should be reevaluated. It should not take two months and extra cost for surveys to replace an existing structure which is in essence a repair. The working and policies of this department should be reviewed by a Committee appointed by the Village Council . As mentioned Previously, a booklet should be prepared for distribution by the Village with a section on ordinances related to the Building Department and what people should expect. F) Park Department - Excellent 178 Satisfactory 262 (41*) . The Park Departmentand is generally well thought of other than than the improvement in facilities and grounds mentioned. Gary Preston, Director of Public Works a Recreation is hard working and industrious, handling two jobs and is to be comended. G) Water Department - Excellent 195 Satisfactory 254 (40; ), Poor 31 (3Th), ( is department is well run and has a good reputation. Most of the problems here are with the water itself and not the department. N) Refuse - Excellent 286 (40), Satisfactory 253 (394), Poor 32 (S*) • Generally, Nichols Sanitation is well thought of and is doing a good Job for the Village. The supervisors have always responded rapidly to any problems. Most complaints in the comments have been to cans left rolling around or trash dropped and left behind. This can be corrected by a call to their office. I ) Outpatient - Excellent 176 ( 27% ), Satisfactory 153 (23*) , Poor 9 ( 1%) , Most people have been Pleased with this service at the hospital. It has also saved many people the time and expense of entering the hospital . J., Mail Delivery - Excellent 329 ( 511) , Satisfactory 253 (391 ) , Poor 33 ( 5t ) . Most— people are satisfied with mail delivery. Some complained of late delivery and would like to see the routes reversed periodically. Some complain about mix-up with substitutes but- by and large good. K. Hospital - Excellent 299 (471 ) , Satisfactory 213 ( 33%), Poor 11 ( 2% ) . Comments have been very favorable with the service, cleanliness and personnel at the Hospital . Again, we are fortunate to have this fine facility close by both for emergencies and convenience for family. A few asked for obstetrical facilities. Perhaps with future expansion, a small department could be formed. L. Post Office - Excellent 244 (38*), Satisfactory 264 (414 ) , Poor 62 ( 104 ) . The main comments indicate that a letter should be sent to the appropriate Postmaster or Executive officer in charge from the Village indicating the deficiencies commented on in this questionaire. 1 ) The outside parking area is dark for those going to post office boxes at night. Street lights should be installed lighting the entrance and parking area. 2 ) The outside mail boxes are placed in reverse to the entrance and exit. 3 ) There should be one way traffic entrance and exit. 4 ) There should be Saturday morning hours for those who work. We have Saturday mail delivery. 5 ) There are often long lines with only one window serviced. 6 ) There should be a separate stamp window and be so marked. 7 ) The Personnel could be more pleasant in serving the public. 15 - M. water Quality - Excellent 25 (44), Satisfactory 247 (384), Poor 97 ( 154 ) . By far, this was the poorest number for excellent. There were many comments and complaints and many won't drink the water. Comments were made about color, rust, odor, taste, film, oil, bugs and the most (28) about low pressure at times. Perhaps this problem needs to be investigated by an independent laboratory. Maybe some areas are worse than others. Does all the water come from one source? Perhaps this is the nature of our water. A study should be initiated and a report made to the consumers. N. Have your own well . Yes 319 ( 504), No 212 (33*) . Many didn't answer and many saying No lived in condos. Many of these might be on their own wells but don't realize it. Having ones own well is less expensive, does not draw from Village drinking water and does not reduce pressure and should be encouraged. Whether this takes from the acquifier of Village wells is a question. However, it appears to be beneficial for the homeowners. Rust can be avoided Positioning of sprinklers and soaker linespclose to the house. SUMMARY: Information has been extracted from the 643 questionnaires returned by age category in 10 year brackets from 20's through 801s. These have been summarized in spread sheets and over 1100 individual comments have been listed. A summary of the spread sheets has been compiled as well as a summary of the key comments. The Planning Commission has reviewed these and made recommendations for each question and category. Over 200 individual questions and answers have been tabulated. There is much detail to be studied and digested. It is hoped that each Councilmember and Village management will review this information. It should also prove useful to Mr. Caputo, Comprehensive Planning Consultant. Your Planning Commission and Chairman have spent several hundred hours both in the previous preparation and 16 - tabulation of this questionaire. We hope the results will be beneficial to the Village of Tequesta and to the Administration and resi-dents. We trust that necessary action will be taken now and for future planning.
