Consider Approval of Shrieve Chemical Company, LLC, 3rd and Final Addendum to a February 9,
2023, Agreement for Sulfuric Acid 93% Solution for Water Treatment based on PBC#22071 R
Piggyback Agreement
The Village of Tequesta Utilities Department recommends approval of the 3rd and final renewal of our
piggyback agreement, leveraging Palm Beach County PBC#22071 R contract for sulfuric acid
(H2SO4) from Shrieve Chemical Company, LLC (Shrieve). We currently pay $2.13 per gallon to
pretreat raw water before the reverse osmosis (RO) membrane process. Shrieve is offering to
maintain the current rate for the remainder of the contract term.
Sulfuric acid is used in the water treatment process to lower the pH of the raw water before it reaches
the RO membranes and to assist in the hydrogen sulfide removal process. The source water for the
RO plant comes from the upper Floridan aquifer and contains compounds such as calcium carbonate
and gaseous hydrogen sulfide (112S), along with other constituents in the untreated groundwater. The
non-gaseous compounds are removed from the water via the RO membranes but may build up on
the membrane surface, decreasing performance over time. Sulfuric Acid is added upstream of the
membrane elements to prevent this build up from occurring. Sulfuric acid also aids in the removal of
112S in the post-treatment degasifier system by lowering the pH of the water allowing the 112S to more
easily be removed.
The Village uses approximately 21,000 gallons of sulfuric acid per year, resulting in an estimated
annual expenditure in the amount of $44,730.00. Funding for this procurement is available in the
Water Fund Production Water Chemicals account 401-242-552.342.

VILLAGE OF TEQUESTA 3rd ADDENDUM TO THE AGREEMENT FOR SULFURIC
ACID 93% SOLUTION DATED FEBRUARY 91h, 20239 WITH SHRIEVE CHEMICAL
COMPANY, LLC
THIS THIRD ADDENDUM, made and entered into this 4 th day of November, 2025,
effective immediately, by and between the Village of Tequesta, Florida, a municipal
corporation organized and existing in accordance with the laws of the State of Florida with
offices located at 345 Tequesta Drive, Tequesta, Florida 33469, hereinafter referred to as the
"Village", and Shrieve Chemical Company, LLC, a Texas corporation with offices located
at 1442 Lake Front Circle, STE 500, The Woodlands, TX 77380, authorized to do business
within the state of Florida, hereinafter referred to as the "Contractor" (and collectively the
"Parties"), both of whom agree that the current Agreement for Sulfuric Acid 93% Solution
(hereinafter the 'Agreement"), made and entered into by the Village and the Contractor on the 9th
day of February 2023 is hereby amended in the following manner:
SECTION 1. The original agreement is hereby extended for the third of four possible renewal
terms and shall now expire on October 17th1 2026.
SECTION 2. All Articles and paragraphs of the Agreement which are not specifically mentioned
in this Amendment remain in full force and effect.
WHEREFORE, the parties have set their authorized signatures on the dates set forth next to
each.
