Consider Approval of a Proposal to Drill a Surficial Aquifer Test Well by Florida Design Drilling, LLC,
through the Piggyback Agreement, for a Total Not to Exceed $44,480.00
SUMMARY: A
The Utilities Department (UD) recommends approval of a Proposal to drill a Surficial Aquifer (SA) test
well on the water treatment plant (WTP) site by Florida Design Drilling, LLC (FDD), through the
piggyback agreement that was approved at the October 9th, 2025, Council Meeting, for a total not to
exceed $44,480.00. Funds for this purchase will come from the Water Fund Capital Improvements
Other Than Buildings account (401-412-663.600).
At the November 3, 2025, Council Workshop the UD presented its' current and planned projects for
FY26, including the transition from drilling a replacement well for SA19 to drilling a new SA well, Well
28. Well 28's current permitted location is between two residential properties and the FEC railroad
that runs adjacent to N Old Dixie Hwy. The UD recognizes that this location is not favorable and is,
instead, pursuing the feasibility of relocating the permitted location of the well to the northwest corner
of the water treatment plant.
While this revised location would provide easier access for staff and maintain sound abatement of the
railway for residents there are certain requirements that must be met before formally requesting the
relocation to South Florida Water Management District (SFWMD). The first requirement is
assessment of the aquifer in the proposed location to ensure adequate quantity and quality of water.
This assessment is performed via a test well that must be drilled by a certified well contractor.
If water quality and production capability of the test well are favorable the UD will proceed with formal
request for relocation of the permitted well site. Following regulatory approval, the UD will begin the
process of design and competitive procurement of well construction services. The proposed timeline
for this project, assuming the test well is successful, is as follows:
Drill & test well at WTP: 1/20/26 — 2/27/26
Request regulatory approval for relocation of site: 3/2/26-4/1/26
Complete design of potable supply well: 7/31/26
Competitively bid well construction services: 8/3/26-10/8/26
Complete well construction: 11/30/27
This proposal is provided in accordance with the current piggyback agreement with FDD. The full
piggyback agreement can be viewed by contacting the Utilities Department.

Subject: Village of Tequesta Test Well at Site#28(R)
Florida Design Drilling LLC(FDD)is pleased to offer this estimate to furnish all labor,equipment,and materials to perform
well rehabilitation services identified below. The price below is derived from Broward County Water&Wastewater
Piggyback Bid PNC212773313 1. The proposed work includes the following scope of work provided by JLA Geosciences,
Inc.:
The Village of Tequesta(Village)has a proposed public water supply well site that is west of the Florida East Coast
(FEC)railroad owned for the railroad tracks. FEC is west of Old Dixie Highway and the Village water plant. The
Village would like to consider moving the proposed well site 28 to the water treatment plant site and to evaluate the
hydrogeology and water quality there,we request a proposal from Florida Drilling to drill at test well. It understood
that you can utilize the pricing in the existing piggyback contract to price and perform the tasks below. Please
provide your estimated available dates and pricing on a unit price basis.
1. Mobilize to a location at the Village water plant site with a drilling rig and support equipment.
2. Drill a borehole using the mud rotary method to a depth of approximately 130 feet,circulate to clear the hole of
cuttings. FDD will be drilling to 150 feet,so the logging tool has room for the 130-foot interval.
3. Log the borehole using a geophysical logger including,caliper,gamma and dual induction(or short,long normal
resistivity if DIL is not available).
4. Install a 2-inch diameter temporary well that includes 10 feet of slotted screen(0.020"or 0.030"slot or other
approved slot)and pipe to land surface. Initial depth will be based on geology and geophysical log.
5. Install gravel pack and develop the well in interval#1 until it produces clear water for sampling. JLA will obtain the
samples for field analysis.
6. After sampling,pull up the 2-inch diameter well to the next interval(#2)decided by the logging. Develop as per
interval#1 and JLA will sample.
7. After sampling interval#2,pull up to interval#3,develop and sample as per intervals#1 and#2.
8. Based on the results,we may need to pull up and do a 41h interval.
9. After interval testing,remove the 2-inch diameter well,redrill the hole to the depth recommended by JLA based on
sample results,and complete a monitor well at the JLA recommended depth using the well materials used for the
test well provided they are in good condition. Gravel pack and cement the well in place.Develop the well. Leave
the well casing 30 inches above grade. Install a lockable, sealing cap.
10. Prior cement hardening,install a protective casing outside the stickup casing that extends 30 inches above grade and
24 inches below ground.
