We are working on obtaining competitive pricing for these locations (estimated 618 linear feet of pipe). • Dover Rd& Oak Ave Stormwater Structure Repair o In FY25 a failure of a stormwater structure was discovered on the corner of Dover Rd and Oak Ave.This was temporarily addressed in-house to avoid further damage. With new fiscal year funding,we will permanently repair the area. • Stormwater Pond Inlet& Outlet Inspections o There are currently five stormwater ponds with inlets and/or outlets that are scheduled to be inspected this year. o Debris and sediment can limit the ability for stormwater to move throughout the system, resulting in pooling of water and extending time for pooling to decrease after a rain event. o inspection includes a diver entering the pond and ensuring the pipe is clear of any debris or sediment and is in sound condition. o Current efforts include obtaining and reviewing quotes WATER Production Wells • Surficial Aquifer Well#28 Design and Construction o We are planning on bringing a proposal to drill well #28, which is in our South Florida Water Management District(SFWMD)water use permit(WUP) o Y This well is current) permitted on a VOT owned parcel across the street and railroad from the water treatment plant. This site is not ideal as it would have to be accessed through an FEC lease. We are exploring the possibility of repermitting the well on the water plant property. This will p g depend on the water quality in this area. o A purchase order has been issued to Florida Design Drilling to complete test well drilling on the water plant site. They are scheduled to mobilize the third week of January. i y i of Te ueRsige f 630 Page 2 of 6 Village q Agenda Item #18. • Surficial Aquifer Well Annual Rehabilitation & Well#26 Evaluation o Three surficial aquifer wells are programmed to be rehabbed annually — Well#27,#23,#19 are currently planned to be rehabbed during FY26 — Operations staff have implemented a detailed wellfield testing program that will evaluate the performance and production capability of all the wells over time, including pre and post rehab performance. This testing will be reviewed on an ongoing basis to provide insights on which wells should be rehabbed and the actual improvements and effectiveness of rehabs compared to cost of the rehabs o Well#26 was rehabilitated by AMPS in January—continue to have issues with air entrainment, have contracted with an expert to review and provide options — Water quality testing showed an increased presence of methane and TOC in the water. — The recently approved piggyback contract with Florida Design Drilling will be leveraged to provide extensive chlorination and well development to attempt to rectify the issue. o The well 26 work and upcoming rehabs will be coordinated with JLA Geosciences to ensure we are performing the rehab that is most appropriate to the current conditions of each well. o Rehabs are scheduled to begin after the new year and completion of testing. Each purchase order will come before Council for approval Water Production Projects • Water Treatment Improvements—One bid was received and rejected o FDEP SRF loan agreement was executed and received by the Village on 7/1/25- $5,745,000;the difference we recommend paying out of reserves o Current efforts are underway to remove portions of the planned work from the scope, including the following: • 2 MG storage tank by-pass • Conversion to liquid ammonium sulfate • 16"flow meter installation • Interstage booster pumps for the RO treatment trains • Filter Media Replacement(Pressurized Vessels)—Florida Design Contractors (not to exceed $869,974) 0 1/5/26 substantial completion target 0 2/4/26 final completion target o Updated schedule shows that the Contractor is behind schedule due to project manager replacement. o Interior inspection of two pressure vessels shows pitting that will require welding repairs (this was anticipated, and costs will come from the undefined conditions allowance) o VOT UD staff was notified on 11/28/25 that the Florida Design Contractor's Vice President of the company was resigning. This was the individual who made the majority of the decisions of the project. A meeting is scheduled for 12/4/25 to discuss current project status, schedule, and any efforts that can be made to get this project back on track. • Membrane Replacement Project—H2O Innovation (not to exceed $996,104) o Preconstruction meeting scheduled for 9/25/2025 o Notice to proceed issued 10/6/2025 o Preconstruction video completed 10/28/2025 o Membrane delivery date 11/4/2025 Page 3 of 6 Village of Tequef?,pge f 630 Agenda Item #18. o Contractor mobilized 11/17/2025 o The membranes in train 2 were removed (pictured below) and showed extensive signs of damage. o The new membranes for train 2 were brought online on 11/22/25 and have shown a decrease in feed pressure with an increase in production quantity. This is a great sin and will result in energy savings. a k = i • Water Treatment Master Plan—developing a plan to meet the USEPA regulatory requirements by 2029 (proposed extension to 2031) o This Master Plan will provide both short-term and long-term compliance plans, taking into account financial and regulatory impacts. o Data collection is underway. This includes historical customer demand data, pump performance data, etc. Water Distribution Projects • WM#1 Tequesta Dr—Ferreira Construction Co. (not to exceed $2,899,263.40) o Contractor mobilized 9/2/2025 o Message board still out o Messages related to road closures and partial road closures has been included in Weekly Blasts and customer bills. o The El Portal partial lane closure will occur 12/1-12/10. Customers have been notified via message board and social media. o Contractor has begun directional drilling on the east side of the Tequesta Bridge, and the contractor plans to work east to west on Tequesta Drive to make up for time lost due to the increased water table. o Project estimated completion is February 2026 Page 4 of 6 Village of TequeROge f 630 Agenda Item #18. o r, 1 f' r _ A ar WM#2 Beach Rd Phase 2 o Loan agreement executed by FDEP and received on 10/21/2025 o Kick off meeting with engineer 11/19/2025 o Estimated to bid project in January o Estimated mobilization is March 2026 • Martin County—County Line Road Bridge Replacement Project)—Accurate Drilling Systems (not to exceed $884,503.97) o March 2025 notice to proceed issued o Kimley Horn &Associates (KHA) received/reviewed shop drawings from the contractor o Martin County ROW permitting completed o Scheduled mobilization 11/18/2025 o Estimated completion 6/5/2026 Miscellaneous • Fire Hydrant Maintenance photos—The Contractor completing hydrant maintenance and testing has begun work. The Contractor is expected to finish testing and maintenance of all hydrants by the end of the year ..A x .. _ 1. fJ Y {.
