Regular Council STAFF MEMO A-1 Meeting: Regular Council - Dec 11 2025 Staff Contact: Doug Chambers, Director of Public Department: Public Works Works Consider Approval of the Fiscal Year 2026 Roadway Capital Improvement Project Utilizing the Existing Contract with Wynn & Sons Environmental Construction Co., Inc. Overview As part of our continued effort to maintain and improve Village infrastructure, the Public Works Department has completed its annual review and assessment of Village roadways. Based on this review and engineering evaluations, staff recommends the following areas for roadway improvements during Fiscal Year 2026. 1. Eastwinds Circle — Full Roadway Reconstruction with Asphalt Following core sampling and a comprehensive engineering review by Nutting Engineers, the subbase of Eastwinds Circle has been confirmed to be structurally sound. This allows us to move forward with a full-depth removal of the existing concrete roadway and replace it entirely with asphalt. Switching to asphalt provides several key benefits: • Improved drainage: Asphalt paving allows the contractor to reprofile the roadway for better water flow and stormwater control. • Cost-effective maintenance: Asphalt is easier and less expensive to maintain over time compared to concrete. • Efficient construction: Since the base is solid, there's no need for costly full-depth concrete reconstruction, making asphalt the more economical choice. In conjunction with the roadway work, all damaged concrete driveway aprons and sidewalks will also be removed and replaced, maintaining pedestrian safety and consistent appearance. Sidewalk improvements will be presented as a standalone agenda item. • Estimated Roadway Improvements Cost: $360,303.79 2. Tequesta Pines Continuation — Milling and Paving Building on the successful improvements completed in FY2025, we recommend continuing roadway rehabilitation within the Tequesta Pines community. This year's plan includes milling and resurfacing the following streets: • Birch Place • Hickory Hill Road (North) • Quail Circle These roads have shown surface wear and age-related deterioration and were identified as next in sequence for resurfacing in our long-term plan. • Estimated Cost: $172,757.80 3. Tequesta Drive & North Cypress Drive- Milling and Paving Page 368 of 630 Agenda Item #21. Targeted improvements are planned for the following locations: • Tequesta Drive, in the area west of Seabrook Road near 399 Tequesta Drive — milling and repaving deteriorated roadway sections. • North Cypress Drive — localized roadway improvements where surface and sub-surface conditions have degraded. These are moderate interventions designed to extend the useful life of these sections and reduce further degradation throughout the entire roadway. • Estimated Roadway Improvements Cost: $81,257-50 Funding and Procurement Funding for all recommended FY2026 roadway improvements is approved and budgeted under Capital Improvement Fund Account 303-210-546.350. We propose utilizing the existing Palm Beach County Pathway and Minor Construction Services Contract through a piggyback agreement with Wynn & Sons Environmental Construction Co., Inc. This contract remains active through March 14, 2026 and provides competitive, pre-negotiated pricing for municipal roadway work. Total Estimated Cost: $6149319.09 Conclusion These roadway improvements will significantly enhance safety, drainage, and overall driving conditions in the Village. The selected areas align with our long-term infrastructure planning and take advantage of cost efficiencies through our existing contract. In accordance with Sec. 119.0701, Florida Statutes,CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the Village's custodian of public records. CONTRACTOR must provide, the Village with. copies of requested records,or allow such records to be inspected or copied,within a reasonable time in accordance with access and cost requirements of Chapter 119,Florida Statutes. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them -available for inspection or copying, within a reasonable time may be subject to attorney's fees and costs- pursuant to Sec. 1-19.0701, Florida Statutes, and other penalties under Sec. 119.Zo, Florida Statutes. Further,CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of-the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term,and following completion of the Agreement if the CONTRACTO R.does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. If the CONTRACTOR transfers all public records to the Village upon completion of the Agreement,the CONTRACTOR shall destroy any d u pl icate pu bl ic records that are exempt or confidential and exempt from public records disclosure requirements.. If the CONTRACTOR keeps and maintains public records upon completion of the Agreement, the CONTRACTOR shall meet all applicable requirements for retaining public records. Records that are stored electronically must be provided to the VILLAGE, upon request from the Village's custodian of public records, in a format that is compatible with the Village's information technology systems. Also includes cutting and capping irrigation lines. Pumping or Hand Placement of Concrete-These items shall include all equipment and labor required for placement of concrete in areas not 8 accessible by conventional concrete truck(assumed 12'long chute),either by hand or by pumping,and shall be in addition to the per square yard price for 4"and 6"concrete items. 9 Pump Mix for Concrete Pumping-This item represents a surcharge to the per square yard price for 4"and 6"concrete items to cover costs for special admixtures,etc.required for pumping concrete under Pumping or Hand Placement of Concrete items. 10 Concrete Sidewalk Items-These items shall include all materials,labor and equipment. 11 Concrete Sidewalk(6"Thick)(ADA Ramps)-includes only areas of the ramps and transitions back to level sidewalk. 12 Concrete Traffic Separator Removal-Includes removal of base material or any other material unsuitable for planting which may be located in the traffic separator area. 13 The cost to construct curb pads shall be included in the unit price for each respective curb item. 14 Concrete Curb Type D shall include Athletic Field Backstop Curbing. 15 Dewatering-Well Point equipment up to 150 points complete,including pump and associated jetting equipment.Well Point Equipment shall only be used in the prosecution of work under this contract as requested by the appointed Palm Beach County Project Supervisor. Double Rail Wood Fence Relocation-Includes all labor,equipment and materials required for removal of wood fence rails and posts, 16 stockpiling and protecting material and re-installation of posts and double rail wood fence.
