The VOT UD water treatment plant operates three reverse osmosis (RO)trains. Each train uses high- pressure pumps to force water through membranes as part of the treatment process. Due to normal wear and declining performance,the membranes are currently being replaced. During startup of Train 2 following membrane replacement,the rupture plate failed (ruptured) as designed.This event resulted in the immediate release of pressure and shutdown of the train, preventing damage to critical equipment. At the time, the Village had only one spare rupture plate, which was installed to return the train to service. Given the ongoing replacement of membranes in the remaining trains, staff determined that proceeding without adequate spare rupture plates posed an unacceptable operational and safety risk. In addition, during review of the system, it was identified that the rupture plate installed on Train 1 was not appropriately pressure-rated for current operating conditions.To prevent a potential failure during startup, staff proactively decided to replace the rupture plate on Train 1 with a correctly rated unit prior to placing the train back into service. A rupture plate (also known as a rupture disk) is a critical safety device installed on high-pressure piping associated with the RO system and is standard industry practice for high-pressure water treatment systems. It is engineered to burst at a specific pressure threshold. If pressure exceeds safe limits due to a blockage, membrane fouling, valve malfunction, or control failure,the rupture plate activates instantly to relieve pressure.
