Work Authorization for NPDES Annual Compliance Reporting Assistance for a Total Not to Exceed $5,500 The Village of Tequesta (VOT) Utilities Department(UD) recommends approval of a work authorization (WA)with Engenuity Group, Inc. for NPDES Annual Compliance Reporting Assistance for a Total Not to Exceed $5,500. The Village is required to comply with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit program,which requires implementation and continuous improvement of a Stormwater Management Program (SWMP)to reduce pollutants to the maximum extent practicable (MEP) and protect water quality. Florida MS4 permit coverage generally requires an SWMP that includes six minimum control measures and measurable goals, along with required annual reporting to the Florida Department of Environmental Protection (FDEP). Palm Beach County MS4 permittees also coordinate program activities through an established MS4 Steering Committee,with the Northern Palm Beach County Improvement District (NPBCID) serving in a lead/administrative role for the group's program. Engenuity Group, Inc. submitted a proposal dated December 16, 2025, to provide professional engineering services to support the Village's NPDES/MS4 compliance activities during FY 2025-2026. The proposed scope includes: - Attendance at monthly NPDES Steering Committee meetings at NPBCID as the Village's representative. - Gather required documentation for the joint annual report and submit to FDEP. - Guidance to staff on SOPs for inspecting inlets, control structures, and outfalls, and addressing reactive illicit discharges. - Guidance on Year 1 additional requirements including interdepartmental review of stormwater/land development regulations and development of a stormwater structures inventory. These services directly support the Village's permit obligations, including SWMP implementation, inspection/IDDE support, coordinated countywide reporting, and meeting participation—elements commonly relied upon to demonstrate MS4 program implementation and annual reporting compliance. We propose providing these services with an Hourly NTE fee of 5,500.00 If the Village is selected for an audit, we can assist on an hourly basis at our discounted rates. Special requests made by the steering committee throughout the fiscal year will be reviewed individually to determine whether additional fees are needed. We will not perform any additional services without your written consent. The VOT UD water treatment plant operates three reverse osmosis (RO)trains. Each train uses high- pressure pumps to force water through membranes as part of the treatment process. Due to normal wear and declining performance,the membranes are currently being replaced. During startup of Train 2 following membrane replacement,the rupture plate failed (ruptured) as designed.This event resulted in the immediate release of pressure and shutdown of the train, preventing damage to critical equipment. At the time,the Village had only one spare rupture plate, which was installed to return the train to service. Given the ongoing replacement of membranes in the remaining trains, staff determined that proceeding without adequate spare rupture plates posed an unacceptable operational and safety risk. In addition, during review of the system, it was identified that the rupture plate installed on Train 1 was not appropriately pressure-rated for current operating conditions.To prevent a potential failure during startup, staff proactively decided to replace the rupture plate on Train 1 with a correctly rated unit prior to placing the train back into service. A rupture plate (also known as a rupture disk) is a critical safety device installed on high-pressure piping associated with the RO system and is standard industry practice for high-pressure water treatment systems. It is engineered to burst at a specific pressure threshold. If pressure exceeds safe limits due to a blockage, membrane fouling, valve malfunction, or control failure,the rupture plate activates instantly to relieve pressure. Proposal for Water Treatment Plant Weekly Cleaning Services for a Total Not to Exceed $350 Per Month The Village of Tequesta (VOT) Utilities Department (UD) recommends approval of a contract with Crystal Building Maintenance, Inc. in the amount of$350 per month, or$4,200 per year,to provide weekly cleaning services for the Water Treatment Plant and Maintenance Building. This service will ensure a clean, sanitary, and professional environment for staff, contractors, and visitors, while allowing operational staff to remain focused on core job responsibilities. Currently, the Water Treatment Plant and associated Maintenance Building do not have a contracted cleaning service. General cleaning of these facilities has historically been performed by staff as time permits. Over the past year,two additional offices have been added to the Maintenance Building to accommodate administrative staff, as well as a dedicated meeting space that is used weekly for progress meetings with contractors.This increase in occupancy and use has resulted in significantly higher traffic within the building, including increased use of common areas and restrooms. The Water Treatment Plant facility, in particular, has never had a dedicated cleaning service, and staff capacity limitations have made it increasingly difficult to maintain appropriate cleanliness standards through internal resources alone. Public Works staff were consulted to determine whether existing personnel could assume additional cleaning responsibilities at the Water Treatment Plant; however, it was determined that this approach was not feasible given current workloads and operational priorities. To address these needs, staff solicited proposals from several professional cleaning companies to provide weekly cleaning services for the Water Treatment Plant and Maintenance Building. We hereby propose to furnish Janitorial Services, for the sum of: One Time Per Week Service—Three Hundred Fifty($350.00)Dollars Per Month Plus, additional services. Plus, applicable sales tax. Seasoned Trainers are assigned to the job to assure proper procedures are followed by any and all new staff. 4. Upon request from the Village's custodian of public records,. CONTRACTOR must provide the Village with copies of requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them available for inspection or copying, within a reasonable time may be subject to attorney's fees and costs pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and following completion of the Agreement if the CONTRACTOR does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. If the CONTRACTOR transfers all public records to the Village upon completion of the Agreement, the CONTRACTOR shall destroy any duplicate public records that are exempt or confidential and exempt from public records disclosure requirements. If the CONTRACTOR keeps and maintains public records upon completion of the Agreement, the CONTRACTOR shall meet all applicable requirements for retaining public records.
