MINUTES
PLANNING AND ZONING BOARD MEETING
VILLAGE OF TEQUESTA, FL
NOVEMBER 20, 2025 5:30 PM COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Chair, Leslee Dasher at 5:30 p.m. A roll call was
taken by Community Development Planner, Meg Wyble.
Present were:
Alternate Member Marie Sapirie, Member Jeanne McEldowney, Alt. 1 Member Marie Sapirie,
Member Elizabeth Schauer, Vice-Chair Theresa Maggio, and Chair Leslee Dasher.
Absent were:
Alternate Member Jared Gaylord, Member Sherry Ambrose.
APPROVAL OF AGENDA
The Board motioned to move Agenda item three, SPM 07-25, to the second agenda item and
reviewing SPM 05-25, after. Carried unanimously 5-0.
APPROVAL OF MINUTES
1. Planning and Zoning Board - Sep 18 2025 - Minutes - Pdf
MOTION: Member Schauer made a motion made a motion to approve September 18,
2025 minutes. Member McEldowney seconded the motion. Carried unanimously 5-0
(absent: Member Ambrose).
AGENDA ITEMS
2. SPM 05-25 Application by Village of Tequesta for a Site Plan Modification for
exterior and site modifications on an existing 3,069 square foot building, located in
the R-1 Residential Zoning District. The property will continue to be used as office
and storage space for the Village. The property is situated at 465 Seabrook Road,
Tequesta, FL 33469.
The Board thanked Staff for the new submission and provided feedback on the proposed
color schemes. Color Scheme 1 incorporated the previously discussed blue on the
garage door; Color Scheme 2 presented a more neutral tone. The Board emphasized the

importance of maintaining the residential character of the neighborhood. All Board
members agreed that the updated landscape plans represented a significant
improvement and greatly aided visualization of the proposed building modification.
MOTION: Member Schauer made a motion to recommend the proposed color scheme #2
to Village Council.
(opposed: Marie Sapirie) Vice-Chair Maggio seconded the motion. Carried 3-2 (opposed:
Member McEldowney and Alt. 1 Member Sapirie) (absent: Member Ambrose).
3. SPM 07-25 Application from Tequesta Country Club for a Site Plan Modification for
site improvements and landscape enhancements at the current maintenance
facility and halfway house (Cafe) site. Located in the R-OP district, Recreational
Open Space zoning district, the proposed use will not change, as all structures
continue to be ancillary to the existing Tequesta Country Club. The property is
situated at 201 Country Club Drive, Tequesta, FL 33469.
The Board reviewed presentations from the Applicant and Staff outlining the proposed
modifications. During discussion, the Board asked questions regarding screening
measures for the facilities and whether the building design meets wind-safety standards.
Staff reviewed the proposed screening measures, and the Applicant stated that detailed
wind-load calculations will be provided in a future presentation. Overall, the Board's
feedback was favorable. The Board then proceeded with a motion to recommend the
proposal.
MOTION: Member Schauer made a motion to recommend the proposed site plan
modification with the Staff provided conditions of approval:
• Prior to the issuance of building permits, civil plans shall be provided that indicate
the
existing and proposed impervious/pervious areas. Drainage calculations shall be
submitted and approved that demonstrate the project meets the Village's
sto rmwate r
treatment requirements.
• Prior to the issuance of building permits, a Maintenance of Traffic (MOT) Plan shall
be
submitted and approved by the Village.
• Prior to the issuance of building permits, a Construction Staging Plan shall be
submitted
and approved by the Village.
Member McEldowney seconded the motion. Carried unanimously 5-0 (absent: Member
Ambrose).

CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Chair, Leslee Dasher at 5:30 p.m. A roll call was
taken by Community Development Director, Jay Hubsch.
Present were:
Chair Leslee Dasher, Vice-Chair Theresa Maggio, Member Elizabeth Schauer, Member Sherry
Ambrose, Member Jeanne McEldowney, Alternate Marie Sapirie, Alternate Jared Gaylord, and
Alternate Fred Lissauer.
APPROVAL OF AGENDA
Member Elizabeth Schauer made a motion to approve the agenda as presented. Vice Chair
Theresa Maggio seconded the motion. Carried unanimously 5-0
APPROVAL OF MINUTES
1. MOTION: Member Schauer made a motion to approve the August, 21, 2025

Planning and Zoning Board meeting minutes; Vice-Chair Maggio seconded the
motion. Carried unanimously 5-0.
AGENDA ITEMS
2. SPM 06-25: Application from Exchange Place Development for a site plan
modification for color changes to the exterior of previously existing 6,263 sq ft
building. Located in the C-2 Community Commercial District, this property is
located at 307 Tequesta Drive, Tequesta FL 33469.
Community Development Director Jay Hubsch presented the application for color
changes for SPM 06-25. He noted that the building had recently been approved for a
different color scheme, but the new tenant wanted a different color scheme. The new
color scheme utilizes a light pink color. Jay Hubsch showed examples of pink in Florida
and noted that it can be seen as a coastal color. The applicant provided a color sample
that showed the pink color is relatively muted.
The Board indicated that they thought the renderings of pink looked a little on the bright

side, but that the sample shows that it is not too bright and would fit in the Village.
MOTION: Member Ambrose made a motion to approve SPM 06-25 as presented. Vice-
Chair Maggio seconded the motion. The motion carried unanimously 5-0.
3. Planning and Zoning Board sitting as the Local Planning Agency: Ordinance 08-25:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, PROVIDING FOR THE REZONING OF CERTAIN REAL PROPERTY
WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF TEQUESTA, FLORIDA;
PURSUANT TO A PRIVATELY-INITIATED APPLICATION REZ 01-2025, WHICH
PROPERTY CONSISTS OF ONE POINT FOUR FIVE FOUR (1.454) ACRES, MORE
OR LESS, OF LAND LOCATED AT 201 COUNTRY CLUB DRIVE; PROVIDING THAT
THIS REAL PROPERTY WHICH IS MORE SPECIFICALLY DESCRIBED HEREIN
SHALL BE RE-ZONED FROM THE VILLAGE ZONING DESIGNATION OF "R-1
SINGLE FAMILY DWELLING" TO THE VILLAGE ZONING DESIGNATION OF

Zach Cicera from Cotleur & Hearing presented the proposed Rezoning and Future Land
Use Amendment on behalf of the Tequesta Country Club. Mr. Cicera noted that the
property has had residential zoning and land use designations on a small portion of the
property for some time. This has not been an issue, as the Country Club is able to
continue as a legal non-conforming property. The Country Club, however, is seeking to
redevelop and is required to have the correct zoning and land use.
During Board discussion, member Schauer pointed out that the heading of the Ordinance
labeled the property as R-1 Single Family, when it should be R-1 A Single Family. Staff
pointed out that the body of the ordinance noted the zoning as R-1A, but that the heading
was wrong and that Member Schauer was correct.
Motion: Member Schauer made a motion to recommend approval of Ordinance 08-25 to
Village Council with the heading of the Ordinance changed from R-1 to R-1 A. Member
McEldowney seconded the motion. The motion carried unanimously 5-0.
4. Planning and Zoning Board sitting as the Local Planning Agency: Ordinance 09-25:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, ADOPTING A SMALL SCALE AMENDMENT TO ITS COMPREHENSIVE
DEVELOPMENT PLAN IN ACCORDANCE WITH THE MANDATES SET FORTH IN
SECTION 163.3187, ET SEQ., FLORIDA STATUTES, PURSUANT TO A PRI VA TEL Y-
INI TIA TED APPLICATION FLU 01-25 WHICH PROVIDES FOR AN AMENDMENT TO

Community Development Director Jay Hubsch noted that this agenda item is a
continuation of the presentation previously given by Mr. Cicera and that he had already
covered the subject matter.
Motion: Member Schauer made a motion to recommend approval of Ordinance 09-25 to
Village Council as written. Member McEldowney seconded the motion. The motion
carried unanimously 5-0.
5. Planning and Zoning Board sitting as the Local Planning Agency: Ordinance 10-25:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,
FLORIDA, PROVIDING FOR THE REZONING OF CERTAIN REAL PROPERTY

Community Development Director Jay Hubsch gave a presentation explaining that this
request was the result of a recent annexation into the Village. The property had an
approved residential site plan for 8 homes though Palm Beach County and the Village
accepted that site plan during the annexation process. The property was being
designated the R-1 Single Family zoning, which is the same as the surrounding
residential properties. It is the most appropriate zoning, per Mr. Hubsch.
During public comment, Alternate Sapirie asked if the Village would have any opportunity
to review the proposed architecture of the new homes. Mr. Hubsch noted that the Village
would not have that ability since the site plan was already approved by Palm Beach
County.
MOTION: Member Schauer made a motion to recommend approval of Ordinance 10-25
to Village Council as written. Member McEldowney seconded the motion. The motion
carried unanimously 5-0.
