HomeMy WebLinkAboutDocumentation_Environmental Advisory Committee_Tab 01_2/11/2026 Agenda Item #1. as4 MINUTES ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING VILLAGE OF TEQUESTA, FL DECEMBER 10, 2025 2:00 PM VILLAGE COUNCIL CHAMBERS CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Brad Freese at 2:00 p.m. A roll call was taken by Community Development Director Jay Hubsch. Present were: Michelle Shearouse, Brad Freese, Jill Wenta, Russ Redman, Thomas G. Bradford, and Wade Chance. Absent were: Drew Henriques. APPROVAL OF AGENDA MOTION: Vice-Chair Bradford made a motion for approval of the agenda. EAC Member Michelle Shearouse seconded the motion. Carried unanimously 6-0. COMMUNICATIONS FROM CITIZENS No communications from citizens. PRESENTATIONS 1. Utilities Department Update Deputy Director Allyson Felsburg provided an update on Water Utilities projects and upcoming goals. Current and forthcoming projects include: • Pipe lining improvements • Dover Ditch project • Revisions to the Right-of-Way Ordinance • "Save the Swale" initiative • Stormwater pond inspections The Committee thanked Deputy Director Felsburg for her presentation and commended the Department's continued focus on stormwater management. CONSENT AGENDA 2. MINUTES: November 12, 2025 Page 4 of 9 Agenda Item #1. MOTION: EAC Member Shearouse made a motion to approve the Consent Agenda as presented, including approval of the meeting minutes from November 12, 2025. EAC Member Chance seconded the motion. Carried unanimously 6-0 (absent: EAC Member Henriques). END OF CONSENT AGENDA REGULAR AGENDA OLD BUSINESS 3. Oyster Habitat Creation Program Discussion The Committee discussed hosting a potential Oyster Stringing Event in 2026 and reviewed possible dates and locations. Locations considered: • JILONA • Tequesta Community Parks • Tequesta Country Club Pocket Park Dates considered: • Coordinating with Parks and Recreation to hold the event alongside Food Truck Events • Hosting the event on a Saturday morning The Committee recommended contacting the Jupiter Environmental Research and Field Studies Academy (JERFSA) at Jupiter High School to explore a partnership with the Palm Beach Fishing Association and its Oyster Habitat Creation Program. 4. 2026 Strategic Plan EAC Initiatives The Committee reviewed and voted on the 2026 Strategic Plan initiatives to present to the Village Council. Items for consideration were as follows: 1. Budget for better stormwater signage and/or buttons at stormwater drains. 2. Budget to expand tree and non-tree landscaping to Tequesta Streetscapes. 3. Budget to establish a living shorelines program that provides incentives for planting of mangroves and engineered structures. 4. Budget to create an Amnesty Day modeled after shredding event for the disposal of household hazardous waste. 5. Budget to strategically place Dog Waste Stations throughout the Village. Roughly $400 per station, not including labor and maintenance (refill of bags). 6. Find successful Living Shoreline Project and highlight the project with vides and circulate the video on website and social media. 7. Find a Tequesta shorelines location for an oyster habitat demonstration project in keeping with the presentation the EAC received recently. A write in option (#8) was available on the sheet, a majority of the Committee wrote in projects focusing on water quality and Pfafs removal. No other items were written in. The top 3 projects were selected and ranked by priority: Page 5of9 Agenda Item #1. 1. Item #2- Budget for tree and non-tree landscaping 2. Item #3- Budget for mangrove planting incentivization 3.
