The Village of Tequesta (VOT) Utilities Department (UD) recommends approval of a work authorization
(WA)with Engenuity Group, Inc. for stormwater standards and details updates for a total not to exceed
$5,000.
The VOT currently maintains, within the Stormwater Manual, a single residential swale detail, which
does not address the full range of stormwater infrastructure encountered during development,
redevelopment, or capital improvement projects.As stormwater regulations continue to evolve and
redevelopment activity increases,the absence of comprehensive, standardized stormwater details may
result in:
• Inconsistent construction methods
• Increased staff review time
• Greater reliance on case-by-case engineering judgment
• Potential long-term maintenance and performance issues
To address these gaps, staff requested a proposal from Engenuity Group, Inc., one of the Village's
continuing engineering consultants,to develop a set of standardized stormwater details aligned with
current and future Village ordinances and applicable codes.
Engenuity Group submitted a proposal dated December 18, 2025 (revised December 31, 2025)to
provide professional engineering services for the development of Village stormwater standard details.
The proposed scope of work includes, but is not limited to:
• Swale standard details for residential, multifamily, and commercial areas
• Exfiltration trench standard details for all land uses
• Bio-swale standard details with and without underdrains
• Village-owned stormwater drainage pipe details through private seawalls
• Driveway trench drain details with and without connection to a storm system
• Stormwater pipe, manhole, and inlet installation details
• Outfall check valve installation detail
• Review of the Village stormwater manual to identify additional detail needs and concurrency
with language

All deliverables would be prepared in AutoCAD and provided in both PDF and AutoCAD formats.The
proposed fee is an hourly not-to-exceed amount of$5,000, in accordance with the Village's existing
continuing services agreement.
Stormwater standard details are a foundational component of effective municipal infrastructure
management.These details provide clear, enforceable construction requirements that promote
consistency across projects, reduce ambiguity during design and construction, and support long-term
system functionality.Although the Village Code references stormwater standards through the
Stormwater Manual,the Code itself does not require amendment to implement these details.The
proposed work focuses on developing the technical standards already contemplated by existing policy
documents.
Having comprehensive stormwater details will allow staff to apply consistent criteria during plan review,
inspections, and maintenance activities. It will also reduce reliance on case-by-case engineering
decisions and minimize construction discrepancies that can result in future drainage or flooding issues.
Most municipalities within Palm Beach County and throughout South Florida maintain detailed
stormwater standard detail manuals as part of their public works or engineering standards.These
municipalities routinely use standardized details for swales,trench drains, exfiltration systems,
stormwater piping, outfalls, and specialty conditions.The use of these standards streamlines the
permitting process, improves coordination between public and private infrastructure, and ensures that
stormwater systems are constructed in a manner that supports regulatory compliance and long-term
maintenance.
Developing similar standards will align the Village of Tequesta with regional best practices and provide a
consistent framework for both public and private projects.
Engenuity Group, Inc. has a master agreement with the Village procured through the Consultant's
Competitive Negotiations Act (CCNA), FS287.055, approved October 9, 2025.The CCNA requires public
agencies to select professional service firms based on qualifications.

Storm Water Fund Engineering Services account.

We are pleased to offer this proposal to render professional Civil Engineering
services for the creation of certain VOT stormwater details in accordance with
present/future ordinances and codes (hereinafter called the 'Project'). This
proposal is based on our continuing VOT contract dated October 10, 2025. This
proposal is also based on your December 17 and 23, 2025 emails listing the
specific scope of work being requested
Our services are listed below in the order of priority:
• Prepare a swale standard detail for residential, multifamily and
commercial areas.
• Prepare an exfiltration trench standard detail for residential, multifamily
and commercial.
• Prepare a Village owned stormwater drainage pipe detail going through
private seawall.
• Prepare driveway trench drain detail with and without a connected storm
system.

Our deliverables will be generated in AutoCAD and presented in a PDF and
AutoCAD format. Meetings are included as needed.
We propose providing these services with an Hourly NTE fee of 5,000.00.
Invoicing and Payment
Invoicing and payment shall be in accordance with our agreement with the
Village of Tequesta.
This proposal represents the entire understanding between you and us with
respect to the Project. If this satisfactorily sets forth your understanding of our
agreement, please execute the attached Authorization and return it to us. If you
have any questions, please do not hesitate to contact us.
PURSUANT TO SECTION 558.0035 FLORIDA STATUTES, THE CONSULTANT IS THE
RESPONSIBLE PARTY FOR THE PROFESSIONAL SERVICES IT AGREES TO
PROVIDE UNDER THIS CONTRACT. NO INDIVIDUAL PROFESSIONAL
EMPLOYEE, AGENT, DIRECTOR, OFFICER OR PRINCIPAL MAY BE
INDIVIDUALLY LIABLE FOR NEGLIGENCE ARISING OUT OF THIS CONTRACT,
AS LONG AS THE CONSULTANT MAINTAINS THE PROFESSIONAL LIABILITY

The Village of Tequesta (VOT) Utilities Department (UD) recommends approval of a work authorization
(WA)with Holtz Consulting for Water Utility Standards Manual updates for a total not to exceed
$19,972.50.
The Village's Water Utility Standards Manual, including standard construction details and the approved
product list(APL), establishes the technical requirements for water system construction and
improvements. Portions of the current standards and APL have not been comprehensively updated in
several years. During that time, industry standards, regulatory expectations, materials, and construction
practices have evolved.
As a result, some requirements are now inconsistent with current best practices and differ from those
used by neighboring and comparable utilities. These discrepancies can create confusion during plan
review and construction, increase review times, and lead to avoidable revisions or field changes.
Modern water utilities regularly review and update their standards to reflect guidance from
organizations such as the American Water Works Association (AWWA), Florida Department of
Environmental Protection (FDEP), and accepted engineering practices. Many neighboring utilities also
maintain standardized details and product lists that emphasize consistency, constructability, and
availability of materials.
Updating the standards and approved product list will provide several tangible benefits:
- Streamlined Review Process: Clear, current, and standardized details reduce plan review
comments and resubmittals.
- Faster Project Delivery: Contractors and engineers can design and construct projects more
efficiently when requirements are aligned with commonly used materials and methods.
- Improved Customer Experience: Residents benefit from shorter project timelines, fewer delays,
and clearer expectations.
- Operational Consistency:A refined, approved product list supports standardization, simplifies
maintenance, and improves inventory management for utility operations.
- Reduced Risk:Aligning with current industry standards reduces the likelihood of construction
errors, disputes, and long-term maintenance issues.

PROJECT TITLE: Village of Tequesta Water Utility Standards Manual Update
The terms used in this work authorization with initial capital letters have the meaning stated in the
2020 request for qualifications documents and the master agreement for professional services
referenced below.
This Work Authorization, when executed, shall be incorporated in and shall become an integral
part of the Agreement for Professional Services dated October 10, 2025, between the Village of
Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT"), hereafter referred to as the
Agreement.
I. PROJECT DESCRIPTION
The VILLAGE water utilities department has standard details and specifications in a Water Utility
Standards Manual outlining the requirements for the construction of elements for the water system.
The VILLAGE has requested assistance updating the manual. The project will include engineering
services to review, make recommendations, and update the VILLAGE's Water Utility Standards
Manual including design guidelines, standard details, and approved product list.
II. SCOPE OF SERVICES
The following is a description of the services to be provided under this Work Authorization.
TASK 1 —UTILITY STANDARDS MANUAL REVIEW
CONSULTANT will assist the Village with reviewing and commenting on the Village's water utility
standards manual. The following tasks will be included as part of the review:
• Review and note any conflicting requirements or inconsistencies throughout the
manual.

• Review and notation of any contradictions with any known State or Federal
requirements.
• Perform a comparison to other local municipal utility development standards and note
items that may be too stringent or too lenient in comparison to the others. Up to three
other local utilities will be used in the comparison. Provide recommendations for
additions or deletions to the Village's standards in doing the comparison with the other
development standards.
• Provide suggestions to make the Utility Standards Manual more user friendly.
• Provide other suggestions for additions or deletions based on CONSULTANT'S
experience with utility standards.
• This task will include one (1) meeting to review suggested updates/revisions to the
standards manual with Village staff.
TASK 2—APPROVED PRODUCT LIST UPDATES
CONSULTANT will assist the Village with reviewing and commenting on the Village's Approved
Product List which outlines manufacturers and models for various components of the water system.
The following tasks will be included as part of the review:
• Review existing approved product list components (i.e. gate valves, tapping sleeves,) and
recommend components to be added or removed from the list to improve standardization and
inventory.
• Review and recommend manufacturers and models for each of the components with the goal to
have three (3) approved manufacturers/models for each component,where possible.
• Perform a comparison to other local municipal utility approved products.
• Provide other suggestions for additions or deletions based on CONSULTANT'S experience
with utility's approved products.
• This task will include one (1) meeting with Village staff to review current and proposed
approved products.
TASK 3 —STANDARD DETAIL UPDATES
CONSULTANT will update, or create as needed, each of the standard details including for
approximately 35 standard detail drawings. All work will be performed in AutoCAD and both PDF
and AutoCAD files will be provided.
TASK 4—FINAL UTILITY STANDARDS MANUAL
CONSULTANT will compile the final products from Tasks 1 through 3 into a single document,
complete with table of contents and appendices. The final document will be provided in Word and PDF
formats.

V. COMPENSATION AND PAYMENT
The CONSULTANT will perform the tasks as outlined in the scope of services for a lump sum of
$19,972.50 and will invoice by percent complete according to the budget summary below. Invoices
for worked performed will be submitted by CONSULTANT monthly for approval by VILLAGE.

VI. ASSUMPTIONS
1. VILLAGE will review all deliverables in a timely manner to help achieve the schedule

VII. AGREEMENT REFERENCE
The work authorized under this Work Authorization shall be performed under the terms and
conditions described within the Professional Services Agreement dated October 10, 2025, by and
between the Village of Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT").
Compensation shall not exceed the hourly rates currently in effect under this Agreement.

Re: Consider Approval of JLA Geosciences, Inc. Proposal for Hydrogeologic Consulting
Services for Wells 24 and 28 Water Use Permit Modifications for a Total Not to Exceed
$10,000
The Village of Tequesta (VOT) Utilities Department recommends approval of a proposal from JLA
Geosciences, Inc., for technical hydrogeologic consulting services related to The Village of Tequesta
(Village)wellfield water use permit, specifically the location of proposed well 28 and the withdrawal
limit on well 24,for a total not to exceed $10,000.These modifications are intended to improve
operational flexibility, address logistical challenges, and support the Village's ongoing efforts to manage
emerging water quality regulations, including PFAS.
The Village operates a surficial aquifer wellfield regulated under SFWMD Water Use Permit No. 50-
00046-W.Two key issues have been identified within the current permit:
1. Well 28 Location Constraints
The current permitted location for proposed Well 28 would require coordination and potential
agreements with the Florida East Coast (FEC) Railroad, as well as substantial clearing to access
the property.This presents logistical challenges, potential delays, and increased complexity for
implementation.
2. Well 24 Withdrawal Limitations
Well 24 is currently restricted to a monthly withdrawal limit of 3 million gallons, despite recent
water quality testing demonstrating that the well produces high-quality water suitable for
beneficial use.
To address these issues,the Utilities Department engaged JLA Geosciences to develop a proposal to
evaluate permit modifications and coordinate with SFWMD.
As part of this effort,JLA Geosciences will work with SFWMD on modifications to the existing water use
permit, including:
• Relocation of Proposed Well 28
Evaluating and pursuing relocation of Well 28 away from the currently permitted site that would
require coordination with the FEC Railroad,to a Village-controlled and operationally preferable
location at the Water Treatment Plant.

• Evaluation of Increased Utilization of Well 24
Assessing opportunities to increase withdrawals from Well 24 beyond the existing 3 million
gallon per month limit, including:
o Reviewing historical permit conditions
o Evaluating regulatory constraints
o Meeting with SFWMD to discuss potential pathways for increased withdrawals
o Identifying any additional studies or monitoring that may be required
Recent water quality testing indicates that PFAS levels in Well 24 are very low. Based on these results,
staff believes the Village may be able to leverage Well 24's water quality to help offset PFAS
concentrations in our finished treated water.This approach could be beneficial as the Village continues
to manage evolving PFAS regulations,treatment requirements, and long-term compliance strategies.

Dear Allyson,
Per our discussion, we have generated this proposal to address and investigate changes to The Village of
Tequesta's (Village) wellfield South Florida Water Management District (SFWMD) water use permit.
Specifically,the Village needs to move proposed Well 28 from its proposed location west of the Florida East
Coast(FEC)Railroad to a Village acceptable location on the water treatment plant. Secondly, based on water
quality testing of the surficial aquifer wellfield, Well 24 has needed water quality for beneficial use but is
significantly restricted in the water use permit. This proposal provides investigation and meetings with the
SFWMD to relocate Well 28 and obtain what work and monitoring might be needed to increase the quantity

If groundwater flow modeling is required by the SFWMD or a monitor well installed to monitor water levels,
that work will be performed under a separate authorization from the Village. This scope of work provides a
budgetary estimate of$10,000 and all work associated with this effort will be charged on a time and expense
basis up to the budgeted amount.
The work is expected to include as follows:
1.0 Proposed Well 28 Relocation and SFWMD Water Use Permit 50-00046-W Letter Modification
1.1 Meet with the Village and SFWMD regarding the challenges associated with the existing Well
28 proposed site and the proposed new well site at the Water Treatment Plant.
1.2 Prepare a Letter Modification to the Village's SFWMD water use permit to relocate the well.
2.0 Existing Well 24 SFWMD Water Use Permit 50-00046-W Conditions Modification
2.1 Well 24 has been found to have good water quality from the surficial aquifer and it woud be
beneficial for the Village to expand the use of this well.
2.2 Review SFWMD Water Use permit history to determine the reasons for severe limitations of
the withdrawals allowed from Well 24.

2.3 Evaluate options for increasing the withdrawal from Well 24 if possible.

The former Utilities Director retired in October 2025. Following retirement, staff evaluated the existing
office space previously occupied by the Director within the Municipal Building.The current configuration
of the space is not functional for departmental operations and does not efficiently support current
staffing needs.
As part of the transition to a new Utilities Director, staff reviewed options to improve the functionality
of the existing space without increasing square footage or expanding the building footprint.
Staff proposes reconfiguring the existing office to create two separate offices, one for the Utilities
Director and one for the Utilities Office Manager.This change will improve workflow, provide
appropriate private office space for both positions, and enhance overall operational efficiency within the
Utilities Department.
The proposed scope of work includes:
- Construction of a new interior wall with a door to divide the room
- Relocation of the room entry door
- Drywall installation and finishing in impacted areas
- Installation of new door and trim
- Painting of affected areas only
- Modification of ceiling panels to accommodate the new wall
- Removal of existing carpet and installation of Luxury Vinyl Plank(LVP) flooring
- No electrical or air conditioning work is included, as Village staff will complete this work
Accurate Building Contractors, Inc. submitted an estimate dated January 20, 2026, in the amount of
$15,100.00.This contractor previously completed construction work at the Village Annex and is familiar
with Village facilities and standards.
Due to the combined value of work being performed across multiple departments, Village staff,
including the Building Department, Public Works Department, and Utilities Department, obtained three
quotes for this project.The two additional quotes are provided for Council reference, including a
proposal in the amount of$35,840.00.

The Village of Tequesta (VOT) Utilities Department recommends approval of a proposal from Wynn &
Sons Environmental Construction Co., LLC,for emergency road restoration for a total not to exceed
$22,365.52.
On Sunday,January 4, 2026,the Village experienced an emergency water main break on Tequesta Drive.
Due to the location and severity of the break, immediate action was required to protect public safety,
restore water service, and reopen the roadway to vehicular traffic as quickly as possible.
The emergency repair required removal of asphalt pavement, excavation to access the damaged water
main, and temporary restoration of the roadway to allow traffic flow. Given the active nature of
Tequesta Drive and its importance as a primary roadway, delaying repairs was not a viable option.
After repair of the water main by VOT staff, Wynn &Sons Environmental Construction Co., LLC mobilized
under emergency conditions to perform the necessary restoration work,which included:
- Emergency response and traffic-related restoration efforts
- Full-depth asphalt removal in the affected area
- Excavation and grading to support utility repairs
- Installation of base material and asphalt for roadway restoration
- Associated equipment, labor, and materials necessary to safely reopen the road
The work was completed promptly to minimize traffic disruption and ensure public safety.
The submitted proposal from Wynn &Sons Environmental Construction Co., LLC, dated January 5, 2026,
totals$22,365.52 and reflects unit pricing that is consistent with the Village's current piggyback contract
for roadway and utility-related construction services. Use of this contract allowed the Village to respond
immediately without delay while maintaining compliance with procurement requirements.
