Regular Council STAFF MEMO Meeting: Regular Council - Feb 12 2026 Staff Contact: Allyson Felsburg Department: Utilities Council Consideration for Night Work Approval — Partial Lane Closure at Tequesta Drive and Seabrook Road The Utility Department's WM#1 Tequesta Drive Watermain Replacement Project includes several work areas that require partial lane closures to safely and efficiently complete the watermain installation. The contractor, Ferreira, is currently preparing to construct the watermain crossing at the intersection of Tequesta Drive and Seabrook Road. This crossing was originally designed to be installed using an open-cut method. Due to the high traffic volumes and the importance of maintaining daytime traffic flow at this intersection, the contract requires this open-cut work to be performed during nighttime hours to avoid significant daytime traffic delays and impacts to residents. At this time, the contractor is evaluating the feasibility of using directional drilling as an alternative construction method for this crossing. If feasible, directional drilling would significantly reduce impacts to nearby residents and eliminate the need for nighttime work and associated lane closures. This evaluation is being conducted in an effort to minimize disruptions while maintaining overall project efficiency. Pursuant to Article X, Noise, Division 1, Section 30-361 of the Village Code, construction activities occurring during nighttime hours require prior approval by the Village Council. While directional drilling is the preferred approach, subsurface conditions may require the contractor to proceed with the originally designed open-cut installation. Accordingly, Council approval is being requested at this time to authorize nighttime work should it become necessary, as it would take place in 2-3 weeks. If nighttime work is required, Village staff will provide advance notification to the Village Council and affected residents prior to the start of construction. Notifications will include anticipated work dates, hours, and potential impacts.
