Consider Approval of SAK Construction, LLC, Proposal for Stormwater Pipe Lining for a Total Not to
Exceed $95,769
The Village of Tequesta (Village) Utilities Department (UD) recommends approval two related
proposals from SAK Construction, LLC for critical stormwater infrastructure improvements during
FY26. These proposals include Cured-In-Place Pipe (CIPP) lining of approximately 318 linear feet
(LF) of Village owned deteriorated stormwater drainage pipes, and inspection of stormwater
management pond inflow and outflow pipes, including cleaning as necessary.
Together, these projects are intended to address known deficiencies within the Village's stormwater
system, reduce the risk of flooding and infrastructure failure, and ensure proper hydraulic
performance ahead of the upcoming rainy season.
Stormwater Pipe Lining (CIPP)
The first proposal includes the rehabilitation of approximately 318 linear feet (LF) of Village-owned
stormwater drainage pipes at multiple locations throughout the Village. The pipes range in size from
15 inches to 24 inches in diameter and have experienced structural deterioration due to age,
corrosion, and prolonged exposure to groundwater and sandy soils. The locations to be lined are
listed and depicted in the attachments.

Recent inspections and field observations have identified several failed or compromised pipes that
have resulted in roadway depressions, sinkholes, and active sand infiltration. These conditions
indicate that the pipes have reached the end of their useful life and require immediate attention to
prevent further damage to the roadway, continued loss of soil support, reduced drainage capacity,
and potential impacts to nearby private property.
The proposed repair method is Cured-In-Place Pipe (CIPP) lining, a trenchless rehabilitation
technique that creates a new structural liner within the existing pipe. This method restores the pipe's
integrity, seals joints and cracks, and significantly extends the service life of the system. CIPP lining
minimizes surface disruption, reduces construction time, and limits impacts to residents and traffic
when compared to traditional open-cut pipe replacement.

The proposal also includes associated work such as mobilization, maintenance of traffic, specialty
cleaning, and post-installation warranty cleaning and CCTV inspection to verify proper installation and
long-term performance.
Stormwater Pond Inlet and Outlet Inspections and Cleaning
The second proposal includes the inspection of 13 stormwater pond inflow and outflow pipes located
within the Country Club Community stormwater management ponds. These pipes are critical
components of the Village's stormwater system, allowing stormwater to enter and exit the ponds
efficiently during rainfall events. The locations to be inspected are depicted in the attachments.
The inspections will be performed using diver services and will include photographs and a written
report of findings for each inlet and outlet. Where obstructions, sediment buildup, or debris are
identified, cleaning will be performed as necessary to restore proper flow conditions.
These inspections are a preventive maintenance measure intended to ensure that stormwater ponds
function as designed, maintain adequate storage and conveyance capacity, and reduce the risk of
localized flooding during heavy rainfall events.
Procurement
The UD obtained three (3) quotes for the stormwater pipe lining work and three (3) quotes for the
stormwater pond inlet and outlet inspections. The proposals submitted by SAK Construction, LLC
were determined to be the most favorable based on cost, qualifications, and experience with
trenchless stormwater rehabilitation and inspection services.

While the Village is not directly piggybacking the City of Largo's contract, the pricing, scope, and unit
costs contained within the SAK Construction proposals align with the City of Largo's Trenchless
Sanitary and Storm Sewer Rehabilitation Services Contract No. 24-B-806, which was competitively
bid and awarded. This alignment provides assurance that the proposed costs are fair, reasonable,
and consistent with current market pricing for similar work.
Please see the attached scope of services for more details. The work authorization will be funded by
the Storm Water Fund Renewal & Replacement Drainage Maintenance account.
