Re: Consider Approval of Engenuity Group, Inc. Work Authorization for Stormwater
Standards and Details Updates for a Total Not to Exceed $5,000
The Village of Tequesta (VOT) Utilities Department(UD) recommends approval of a work authorization
(WA)with Engenuity Group, Inc. for stormwater standards and details updates for a total not to exceed
$5,000.
The VOT currently maintains, within the Stormwater Manual, a single residential swale detail, which
does not address the full range of stormwater infrastructure encountered during development,
redevelopment, or capital improvement projects.As stormwater regulations continue to evolve and
redevelopment activity increases,the absence of comprehensive, standardized stormwater details may
result in:
• Inconsistent construction methods
• Increased staff review time
• Greater reliance on case-by-case engineering judgment
• Potential long-term maintenance and performance issues
To address these gaps, staff requested a proposal from Engenuity Group, Inc., one of the Village's
continuing engineering consultants, to develop a set of standardized stormwater details aligned with
current and future Village ordinances and applicable codes.
Engenuity Group submitted a proposal dated December 18, 2025 (revised December 31, 2025)to
provide professional engineering services for the development of Village stormwater standard details.
The proposed scope of work includes, but is not limited to:
• Swale standard details for residential, multifamily, and commercial areas
• Exfiltration trench standard details for all land uses
• Bio-swale standard details with and without underdrains
• Village-owned stormwater drainage pipe details through private seawalls
• Driveway trench drain details with and without connection to a storm system
• Stormwater pipe, manhole, and inlet installation details
• Outfall check valve installation detail
• Review of the Village stormwater manual to identify additional detail needs and concurrency
with language

All deliverables would be prepared in AutoCAD and provided in both PDF and AutoCAD formats.The
proposed fee is an hourly not-to-exceed amount of$5,000, in accordance with the Village's existing
continuing services agreement.
Stormwater standard details are a foundational component of effective municipal infrastructure
management.These details provide clear, enforceable construction requirements that promote
consistency across projects, reduce ambiguity during design and construction, and support long-term
system functionality. Although the Village Code references stormwater standards through the
Stormwater Manual, the Code itself does not require amendment to implement these details.The
proposed work focuses on developing the technical standards already contemplated by existing policy
documents.
Having comprehensive stormwater details will allow staff to apply consistent criteria during plan review,
inspections, and maintenance activities. It will also reduce reliance on case-by-case engineering
decisions and minimize construction discrepancies that can result in future drainage or flooding issues.
Most municipalities within Palm Beach County and throughout South Florida maintain detailed
stormwater standard detail manuals as part of their public works or engineering standards.These
municipalities routinely use standardized details for swales,trench drains, exfiltration systems,
stormwater piping, outfalls, and specialty conditions.The use of these standards streamlines the
permitting process, improves coordination between public and private infrastructure, and ensures that
stormwater systems are constructed in a manner that supports regulatory compliance and long-term
maintenance.
Developing similar standards will align the Village of Tequesta with regional best practices and provide a
consistent framework for both public and private projects.
Engenuity Group, Inc. has a master agreement with the Village procured through the Consultant's
Competitive Negotiations Act (CCNA), FS287.055, approved October 9, 2025.The CCNA requires public
agencies to select professional service firms based on qualifications.
Please see the attached scope of services for more details.The work authorization will be funded by the
Storm Water Fund Engineering Services account.

Dear Ms. Felsburg:
We are pleased to offer this proposal to render professional Civil Engineering
services for the creation of certain VOT stormwater details in accordance with
present/future ordinances and codes (hereinafter called the 'Project'). This
proposal is based on our continuing VOT contract dated October 10, 2025. This
proposal is also based on your December 17 and 23, 2025 emails listing the
specific scope of work being requested
Our services are listed below in the order of priority:
• Prepare a swale standard detail for residential, multifamily and
commercial areas.
• Prepare an exfiltration trench standard detail for residential, multifamily
and commercial.
• Prepare a Village owned stormwater drainage pipe detail going through
private seawall.
• Prepare driveway trench drain detail with and without a connected storm
system.
• Review Village stormwater manual and determine what (if any) standard
details need to be created.
• Prepare new stormwater pipe, manhole and inlets installation detail.
• Prepare an outfall check valve installation detail.

• Prepare a bio-swale standard detail with underdrain and without
underdrain.
• Discuss other details upon further review and consensus.
Our deliverables will be generated in AutoCAD and presented in a PDF and
AutoCAD format. Meetings are included as needed.
We propose providing these services with an Hourly NTE fee of 5,000.00.
Invoicing and Payment
Invoicing and payment shall be in accordance with our agreement with the
Village of Tequesta.
This proposal represents the entire understanding between you and us with
respect to the Project. If this satisfactorily sets forth your understanding of our
agreement, please execute the attached Authorization and return it to us. If you
have any questions, please do not hesitate to contact us.
PURSUANT TO SECTION 558.0035 FLORIDA STATUTES, THE CONSULTANT IS THE
RESPONSIBLE PARTY FOR THE PROFESSIONAL SERVICES IT AGREES TO
PROVIDE UNDER THIS CONTRACT. NO INDIVIDUAL PROFESSIONAL
EMPLOYEE, AGENT, DIRECTOR, OFFICER OR PRINCIPAL MAY BE
INDIVIDUALLY LIABLE FOR NEGLIGENCE ARISING OUT OF THIS CONTRACT,
AS LONG AS THE CONSULTANT MAINTAINS THE PROFESSIONAL LIABILITY
INSURANCE REQUIRED UNDER THIS CONTRACT AND AS LONG AS ANY
DAMAGES ARE SOLELY ECONOMIC IN NATURE AND THE DAMAGES DO NOT
EXTEND TO PERSONAL INJURIES OR PROPERTY NOT SUBJECT TO THIS
CONTRACT.
