The Village's Water Utility Standards Manual, including standard construction details and the approved product list (APL), establishes the technical requirements for water system construction and improvements. Portions of the current standards and APL have not been comprehensively updated in several years. During that time, industry standards, regulatory expectations, materials, and construction practices have evolved. As a result, some requirements are now inconsistent with current best practices and differ from those used by neighboring and comparable utilities.These discrepancies can create confusion during plan review and construction, increase review times, and lead to avoidable revisions or field changes. Modern water utilities regularly review and update their standards to reflect guidance from organizations such as the American Water Works Association (AWWA), Florida Department of Environmental Protection (FDEP), and accepted engineering practices. Many neighboring utilities also maintain standardized details and product lists that emphasize consistency, constructability, and availability of materials. Updating the standards and approved product list will provide several tangible benefits: - Streamlined Review Process: Clear, current, and standardized details reduce plan review comments and resubmittals. - Faster Project Delivery: Contractors and engineers can design and construct projects more efficiently when requirements are aligned with commonly used materials and methods. - Improved Customer Experience: Residents benefit from shorter project timelines, fewer delays, and clearer expectations. - Operational Consistency:A refined, approved product list supports standardization, simplifies maintenance, and improves inventory management for utility operations. - Reduced Risk: Aligning with current industry standards reduces the likelihood of construction errors, disputes, and long-term maintenance issues. Holtz Consulting has a master agreement with the Village procured through the Consultant's Competitive Negotiations Act (CCNA), FS287.055, approved October 9, 2025.The CCNA requires public agencies to select professional service firms based on qualifications. Please see the attached scope of services for more details.The work authorization will be funded by the Water Fund Engineering Services account. WATER FUND-Account 401-241-531.302—Water Admin Engineering Services Budgeted amount: $ 143,000.00 Available amount: $ 102,586.00 Amount of this proposal: $ 19,972.50 Total Remaining: $ 82,613.50 Page 2 of 2 VILLAGE OF TEQUESTA CONSULTING SERVICES WORK AUTHORIZATION DATE : 12/18/25 VILLAGE RFQ.NO. : PW/UO3-10-2025/MC WORK AUTHORIZATION NO.20 FOR CONSULTING SERVICES PROJECT No. G/L CODE: HOLTZ CONSULTING PROJECT NO.: PROJECT TITLE: Village of Tequesta Water Utility Standards Manual Update The terms used in this work authorization with initial capital letters have the meaning stated in the 2020 request for qualifications documents and the master agreement for professional services referenced below. This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated October 10, 2025, between the Village of Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT"), hereafter referred to as the Agreement. I. PROJECT DESCRIPTION The VILLAGE water utilities department has standard details and specifications in a Water Utility Standards Manual outlining the requirements for the construction of elements for the water system. The VILLAGE has requested assistance updating the manual. The project will include engineering services to review, make recommendations, and update the VILLAGE's Water Utility Standards Manual including design guidelines, standard details, and approved product list. II. SCOPE OF SERVICES The following is a description of the services to be provided under this Work Authorization. TASK 1 —UTILITY STANDARDS MANUAL REVIEW CONSULTANT will assist the Village with reviewing and commenting on the Village's water utility standards manual. The following tasks will be included as part of the review: • Review and note any conflicting requirements or inconsistencies throughout the manual. WORK AUTHORIZATION NO.HCE-UXX-20 1 of 4 • Review and notation of any contradictions with any known State or Federal requirements. • Perform a comparison to other local municipal utility development standards and note items that may be too stringent or too lenient in comparison to the others. Up to three other local utilities will be used in the comparison. Provide recommendations for additions or deletions to the Village's standards in doing the comparison with the other development standards. • Provide suggestions to make the Utility Standards Manual more user friendly. • Provide other suggestions for additions or deletions based on CONSULTANT'S experience with utility standards. • This task will include one (1) meeting to review suggested updates/revisions to the standards manual with Village staff. TASK 2—APPROVED PRODUCT LIST UPDATES CONSULTANT will assist the Village with reviewing and commenting on the Village's Approved Product List which outlines manufacturers and models for various components of the water system. The following tasks will be included as part of the review: • Review existing approved product list components (i.e. gate valves, tapping sleeves,) and recommend components to be added or removed from the list to improve standardization and inventory. • Review and recommend manufacturers and models for each of the components with the goal to have three (3) approved manufacturers/models for each component,where possible. • Perform a comparison to other local municipal utility approved products. • Provide other suggestions for additions or deletions based on CONSULTANT'S experience with utility's approved products. • This task will include one (1) meeting with Village staff to review current and proposed approved products. TASK 3— STANDARD DETAIL UPDATES CONSULTANT will update, or create as needed, each of the standard details including for approximately 35 standard detail drawings. All work will be performed in AutoCAD and both PDF and AutoCAD files will be provided. TASK 4—FINAL UTILITY STANDARDS MANUAL CONSULTANT will compile the final products from Tasks I through 3 into a single document, complete with table of contents and appendices. The final document will be provided in Word and PDF formats. WORK AUTHORIZATION NO.HCE-UXX-20 2 of 4 III. DELIVERABLES Task 1 Deliverables: 1. Redlined markups of current standards manual in PDF. 2. Minutes summarizing results of review meetings. Task 2 Deliverables: 1. Product information for Village staff to review, as necessary. 2. Final Approved Products List in Word and PDF formats. 3. Minutes summarizing results of review meetings. Task 3 Deliverables: 1. AutoCAD and PDF files of Standard Detail drawings. Task 4 Deliverables: 1. Final Utility Standards Manual in Word and PDF format. 2. Two (2)bound hard copies of the final Utility Standards Manual. IV. SCHEDULE Upon receipt of Notice-To-Proceed the CONSULTANT will complete the services identified in this Work Authorization within the schedule outlined in Table 1. COMPENSATION AND PAYMENT The CONSULTANT will perform the tasks as outlined in the scope of services for a lump sum of $19,972.50 and will invoice by percent complete according to the budget summary below. VILLAGE will review all deliverables in a timely manner to help achieve the schedule outlined above. VIL AGREEMENT REFERENCE The work authorized under this Work Authorization shall be performed under the terms and conditions described within the Professional Services Agreement dated October 10, 2025, by and between the Village of Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT").
