Workshop STAFF MEMO A-1 Meeting: Workshop - Mar 02 2026 Staff Contact: Jeremy Allen, Village Manager Department: Review and Discuss 2026 Community-Wide Survey Results . - Executive Summary (Summary provided by ChatGPT) 2026 Village of Tequesta Citizen Survey Overview Generally, the Village of Tequesta conducts a community-wide survey every two years. The 2026 Citizen Survey provides valuable insight into resident satisfaction, priorities, and concerns. A total of 268 responses were received, with 92% of respondents confirming they are voting-eligible Village residents. The majority of participants are long-term residents, lending credibility to the feedback as informed and experience-based. Overall, the survey reflects a community that is largely satisfied with Village services and values Tequesta's small-town character, while strongly emphasizing the need to prioritize core services, infrastructure, safety, and water quality over expansion or new initiatives. What's Working Well 1. Police, Fire, and Emergency Services • Among the highest satisfaction ratings in the entire survey • Strong trust and appreciation were expressed repeatedly in open comments 2. Parks & Recreation (Overall Quality) • Parks, facilities, and programming score generally positively • Constitution Park and Remembrance Park are viewed as major community assets 3. Village Customer Service & Staff Responsiveness • The majority rate customer service as satisfied or very satisfied • Several comments praise the staff, Council, and the Village Manager's office for responsiveness Top Resident Priorities (Next 2 Years) When forced to choose, residents consistently prioritize infrastructure and core services over expansion or new amenities: Village-Wide Priorities 1. Water system &water quality 2. Maintenance of streets and sidewalks 3. Police, fire, and ambulance services 4. Stormwater management 5. Village communication Maintenance-Specific Priorities • Sidewalks • Streets • Cleanliness of public areas • Street lighting Page 59 of 120 Agenda Item #2. This signals a strong "fix what we have first" mindset. Parks & Recreation: Nuanced Feedback Residents want maintenance and safety, not necessarily expansion: Top priorities • Maintaining existing parks • Walkability and bike connectivity • Redevelopment of Tequesta Park (mixed opinions) • Completing Remembrance Park Phase 2 Clear signals from comments • Safety concerns at skate park (lighting, signage, liability) • Desire for more resident-only access during events • Mixed (often negative) sentiment on pickleball expansion • Strong interest in walking safety and e-bike/golf cart control Code Enforcement: A Soft Spot • Ratings cluster around neutral to moderately satisfied • Repeated comments cite: o Inconsistent enforcement o Lack of proactive action o Parking, boats, RVs, and e-bikes as recurring issues This is one area where perception may matter as much as performance. Transportation, Safety & Mobility This is one of the loudest themes in open comments: Key concerns • E-bikes and golf carts on sidewalks • Speeding in neighborhoods • Dangerous intersections • Desire for speed bumps, traffic calming, and enforcement Residents want rules + enforcement, not just education. Environmental Concerns: Very Clear Signal Top concerns: 1. Water pollution/drinking water quality (PFAS specifically mentioned) 2. Shoreline protection 3. Stormwater runoff and drainage 4. Trash and plastic waste Water quality is not abstract here it's personal, emotional, and trust-based for residents. Communication: Channels Matter Most relied-upon sources: • Smoke Signals • Friday News /Village Vibes (text & email) • Physical signage • Facebook (moderate) Insight: Residents want more proactive, faster communication, especially for: • Water advisories • Construction impacts • Development projects Several comments explicitly ask: "Why wasn't this sent by text?" Big Picture Insights (The "So What") 1. Residents are generally happy but protective o Strong desire to preserve Tequesta's "small village" feel o Significant resistance to density, large redevelopment, and non-resident overuse Page 60 of 120 Agenda Item #2. 2. Basics > New Initiatives o Streets, sidewalks, water, drainage, safety first o Expansion and beautification come second 3. Trust hinges on water& safety o Water quality and a-bike enforcement are the two fastest ways to lose or build trust 4. Communication gaps amplify frustration o When people don't feel informed, dissatisfaction escalates quickly Key Takeaways for Council Consideration • Residents are generally satisfied but highly protective of Tequesta's character and quality of life. • There is a strong consensus around: o Focusing on basic services first o Protecting water quality and environmental resources o Improving safety through enforcement and infrastructure maintenance • Communication and transparency particularly around water and development are critical to maintaining public trust. Conclusion The survey suggests that residents want the Village to maintain what it has, protect public health and safety, and communicate clearly, rather than pursue aggressive expansion or new initiatives. Aligning policy and budget decisions with these priorities will reinforce trust and reflect the expressed will of the community. The village should also prioritize beautiful buildings, especially when they will be prominent features in the village or on the beach. 9 Drinking water quality/PFAS removal should be the top priority--it is disappointing that this is 1/18/2026 2:47 PM 27 /40 Page 88 of 120 Agenda #2. 2026 Village of Tequesta Citizen Survey not one of the options. It is not clear what is meant by"improve stormwater management" above, but the Village's recent right-of-way proposal would do the opposite and should be abandoned. It is also unclear what is meant by"roads" and "sidewalks" in this question. Those ought to be maintained, but there is no reason to expand the roads or add more sidewalks. In the case of Route 1, there need to be improvements to the sidewalks, in particular, a greater separation between pedestrians and vehicles, as well as more trees. The ambiguity of the terms in this survey will compromise the results because readers can interpret the same text differently. For example, when you mention "mobility," for example, connecting the Village to the East Coast Greenway trail would be great, but increasing traffic and density in the Village would be bad. 10 Please please please no more train horns and do Remembrance Park Phase 2 1/18/2026 8:53 AM 11 Beach RD 1/17/2026 11:41 AM 12 E bikes are a problem. I'm constantly seeing babies not in car seats 1/27/2026 11:02 AM on carts, carts driven by kids, ebikes are on the roads at all hours. This is the one issue that Tequesta should truly prioritize and enforce. No more warnings, people laugh at those. 17 Traffic speeds within TCC off main roads, primarily seem to be from delivery drivers etc. 1/27/2026 10:58 AM Options to reduce those via speed bumps, or police enforcement 18 Please protect our shoreline and community from developers, that's all I ask. Visit other communities in Florida to get a visual on potential ideas. 26 We have great facilities for the children of Tequesta, but they seem to close often when school 1/21/2026 11:04 AM is out of session. The rec center needs more indoor activities that kids can engage in during the day time. The Village should also work out a deal with JTAA. We should not have to pay the surcharge for not living in Jupiter. 27 Thank you for working to make Tequesta a unique and more beautiful home with more natural 1/18/2026 7:27 PM spaces, cleaner water, and an active, engaged community! We appreciate your service! I n 2025 Remembrance Park was a great achievement. Also the Police, Fire, and Parks & Rec consistently run fantastic programs for the community. We also appreciate communications from the village re street closures and projects. We also appreciate the responsiveness of Council and the village manager's office to resident concerns. The responsiveness and candor of our elected representatives and village staff are critical to making the village a strong, healthy, and very valuable community. 28 The right-of-way proposal is terrible and would be extremely harmful for the Village. That 1/18/2026 2:47 PM should be stopped. Remembrance Park is a major asset to the Village and the Council and staff that worked on it are to be congratulated. Finishing Phase 2 is highly important to making this beautiful park accessible and would increase property values throughout the Village. 29 Love the team at Parks & Recreation... they do a great job. Thank you. 1/18/2026 8:51 AM 30 Please regulate e-bikes and fireworks. We understand fireworks are allowed 3 days a year on 1/17/2026 3:40 PM PRIVATE property. Unfortunately the Village allows (or doesn't enforce)the fireworks on PUBLIC streets and sidewalks and does not limit there use to only PRIVATE property as stated in the Florida law regarding fireworks. 31 There are some blind spots due to overgrown shrubs at corners in the Village which because of 1/17/2026 11:41 AM no visibility make it difficult to safely make turns. However, it seems to have been completely dismissed by the council and not talked about since its inception and community questioning. 42 Considering the possibility that our revenue may be greatly reduced, its time to emphasize 1/13/2026 9:12 AM basic village services (streets, water, fire, police, etc) I am opposed to extensive redevelopment of Tequesta Park unless we OWN it. Phase 2 of Remembrance also should be looked at again as it doesn't justify the$amount allocated. 43 When Tequesta Drive had a recent water outage(1/4) -we got hang tags on doors to boil water. 1/11/2026 8:17 PM When the boil water was lifted another door tag. I believe village police are doing the best 1/9/2026 4:43 PM they can though with it. Maybe parents should be held accountable or fined if it isn't already happening since kids seem to have no respect or suffer consequences these days. I'm just worried about the consequences suffered by both driver AND biker when a serious accident occurs. Sidewalks or park are the safest place for kids on scooters/bikes, but the park doesn't allow it (though it still happens) and the sidewalks are broken or blocked by cars. I wish the parks would allow small children on bikes and scooters so they have a safe place to ride. Storm water or drainage has been a problem for us but response is excellent so I'm neutral. think the pipes are just old. My husband would say homeowners need to take more pride in their lawns/homes. I don't know how this is 'enforced' but it doesn't seem to have an impact. understand you can only do so much though. We have been here 10+ years and absolutely love it. These issues are minor in the grand scheme of life. Tequesta is our favorite little bubble. 49 Would love some more adult activities in the park. Some bands would be fun. Also, would like 1/9/2026 4:22 PM more than 2 yard sales per year. 50 Not happy with move to Martin County Trash services Dog park is in need of better care and 1/9/2026 3:59 PM management 51 Reduce Noise pollution-trains, leaf blowers don't need to run for 1-3 hours daily in the park. 1/9/2026 3:55 PM Lock park gates at dusk. Fix the stench and pooled water, by the lift station by the park. Get a competent company for drainage, water etc...shouldn't take this long. Don't allow people to stand in the middle of the road and allow children to run into the road near the park, maybe a crosswalk is needed. Monitor pot smoking in the park. The community center should be able to be used vs rented. 52 Maybe try to acquire more green space and less building 1/9/2026 3:47 PM 53 Better training of front desk employees on soft skills when dealing with the public. Follow up by 1/8/2026 3:19 PM officials when dealing with issues brought forth by residents. Eyes open on the part of police and code enforcement. See something, do something! You all know where the problems are within your personnel . Use training and counseling to make necessary improvements. Thank you 54 Last year I had a very similar comment that I feel e-bike has not had enough enforcement and 1/8/2026 11:53 AM it only seems to be getting worse. Over the holiday break numerous kids were riding on Dover Rd and refused to get out of the way for cars and people walking and this seems to be all too common now. Watching them with no helmets and doing wheelies down the roads especially Dover and Seabrook should be illegal. Additionally several ride at night in the dark in the middle of the road with no lights. The Village and police need to push back before something more dangerous happens. 55 Great VILLAGE 1/6/2026 9:10 PM 56 Please have patrol cars out during Waste Mgmt days, they race down the roads at a high rate, 1/6/2026 7:28 PM blowing through stop signs and whipping around corners without caution. Lots of pedestrians, strollers, bikes on trikes walking down middle of street and quite terrifying. 57 Please prioritize quiet zone for railroad and prevent properties from spraying their sprinklers 1/6/2026 5:12 PM into the sidewalks. 58 1 would for village of tequesta events to go back to being just for residents. Unfortunately these 1/6/2026 4:45 PM past few years, these events that we used to enjoy so much have now become overcrowded by nonresidents and we do not enjoy them as much anymore 59 Thank you for all of your hard work. I'm sure a lot of people complain but we are lucky to live 1/6/2026 4:03 PM here. Anything that invests in children of all ages is a good thing to give them healthy and safe options and bring families closer together. Lastly we are very fortunate to have a phenomenal police and fire department. Just wish the speed limit on us1 was 35 not 45. Hard to go go a stroll on the sidewalk with the speed of vehicles. Thank you for your time. 60 Lower our taxes perhaps a sliding scale with age and lenght of time as a resident 1/6/2026 3:59 PM 61 Let kids fish off the bridge. 1/6/2026 3:53 PM 62 Constitution Park: lights surrounding the playground itself.
