Consider Approval of Florida Design Drilling, LLC Proposal for Surficial Aquifer Well 26 Chlorination
for a Total Not to Exceed $50,200.00
SUMMARY: A
The Village of Tequesta Utilities Department recommends approval of a proposal provided by Florida
Design Drilling, LLC (FDD) in accordance with our current piggyback agreement for Surficial Aquifer
well 26 chlorination for a total not to exceed $50,200-00.
At the October 9, 2025, Council meeting, the Village Council approved piggybacking off Broward
County's original contract for well rehabilitation services with Florida Design Drilling, LLC. This
authorization allows the Village to utilize competitively procured pricing and services through the
County's contract.
The recommendation for this work was provided by JLA Geosciences, the Village's contracted
hydrogeologist, in order to address bacteriological concerns and eliminate potential sources
contributing to aerated water conditions. Through months of investigation, the Village and
consultants have concluded that the source of the entrained air and increased iron is a naturally
occurring bacteria that live on organics and possibly iron and are producing methane (CH4) as waste,
indicative of the high TOC and methane sampled at the well. The purpose of this work is to perform a
high-volume super disinfection of Well SA 26 to chlorinate the well bore and surrounding formation
(aquifer) and remove any bacteriological source of contamination. The procedure includes pumping a
total of 50,000 gallons of chlorinated solution into the well at a target chlorine residual of 400 parts
per million (ppm).
The super disinfection will be performed in accordance with industry best practices for potable water
well rehabilitation and disinfection, including American Water Works Association (AWWA) guidance
and Florida Department of Health standards. Key elements include:
• Removal and protection of the wellhead, pump, and related components as necessary, with
cleaning and disinfection prior to reinstallation.
• Continuous mixing and injection of approximately 50,000 gallons of chlorinated solution at a
400 ppm residual to ensure adequate disinfection of the well and surrounding formation.
• Application of the disinfectant through a tremie pipe to the full depth of the well
(approximately 75 feet) to promote uniform distribution.
• A minimum 12-hour contact (shut-in) period following injection to achieve effective
disinfection.
• Controlled purging, containment, neutralization, and environmentally responsible discharge of
chlorinated water.

• Collection of ten (10) consecutive bacteriological samples (Total Coliform and E. coli) following
disinfection to confirm regulatory compliance.
• Post-clearance pump testing at a minimum rate of 260 gpm, including evaluation of well
performance and water quality parameters.
This approach is intended to ensure effective bacteriological control and restore optimal well
performance consistent with accepted professional standards.

funded by the Water Fund Renewal & Replacement Well Rehabilitation account.

Florida Design Drilling LLC(FDD)is pleased to offer this estimate to furnish all labor,equipment,and materials to perform
well rehabilitation services identified below. The price below is derived from Broward County Water&Wastewater
Piggyback Bid PNC2127733B 1.
Project Overview and Objective
• Conduct super disinfection(high-volume chlorination)of Well 26.
• Pump a total of 50,000 gallons of chlorinated solution into the well at a target chlorine residual of 400 ppm.
• Primary intent: Chlorinate the well bore and surrounding formation/aquifer to eliminate bacteriological sources(e.g.,
persistent bacteria contributing to issues in aerated water).
In-Scope Activities(Sequential Steps)
1.Preparation and Equipment Handling
• Removal of the wellhead,pump,motor,or other components:
• Remove components carefully.
• Store all removed items on-site and protect from weather/elements.
• Conduct downhole video to inspect the entirety of the well
• Prior to reinstallation: Pressure wash and disinfect the pump,motor, and any removed well components
using an appropriate chlorine solution.
2.Water Source Setup and Solution Mixing(FDD does not pay for water)
• Connect suitable fittings and hoses to an approved water source.
• The site visit showed that raw water will need to be used.
• Prepare and continuously mix 50,000 gallons of disinfection solution.
• Use an approved chlorine source/product to maintain a consistent 400 ppm chlorine residual throughout the
mixing and entire pumping process.
3.Disinfectant Application
• Introduce the chlorinated solution via a tremie pipe.
• Place tremie pipe to the full well depth of 75 feet.
• Pump solution while raising and lowering the tremie pipe to achieve uniform distribution throughout the
well.

4.Pumping and Multi-Day Schedule
• Pump the full 50,000 gallons of solution into the well.
• Estimated total duration:Approximately 2 days.
• If target volume not reached by end of Day 1:
• Seal and secure the wellhead overnight.
• Resume and complete pumping remaining volume on Day 2.
• For any multi-stage process(overnight seal):Do not purge or discharge any water until full volume
injected.
5. Contact/Soak Period
• After full 50,000 gallons injected:
• Completely seal the well.
• Allow solution to remain shut-in for at least 12 hours(or longer if required).
6.Purging,Neutralization,and Disposal
• After minimum 12-hour contact time:
• Pump well to remove disinfecting agent(chlorinated water).
• Select disposal point to minimize damage to aquatic life,vegetation,or environment.
• Contain purged water as needed during discharge.
• Neutralize chlorine residual in purged water(using approved agent,e.g.,sodium thiosulfate or equivalent)prior to
final discharge.
• Site-specific coordination:
• No nearby water source or discharge site available.
• Communicate in advance with property owner to the south to obtain permission for discharging neutralized
water into wooded area.
7.Post-Disinfection Verification Sampling
• After chlorine fully purged(residual undetectable):
• Wait 48 hours from completion of disinfection procedure.
• Reinstall pump and motor
• Disinfect well for bacteriological clearence.
• Collect 10 consecutive bacteriological samples(Total Coliform and E. Coli)at an approved location.
• Responsibility note: The Village will collect the bacteriological samples.
