Consider Approval of a Proposal from Wynn & Sons Environmental Construction Co., LLC, for
Emergency Road Restoration for a Total Not to Exceed $39,259
SUMMARY: A
The Village of Tequesta Utilities Department recommends approval of a proposal provided by Wynn
& Sons Environmental Construction Co., LLC, in accordance with our current piggyback agreement for
N. Dover Road Repair, as a result of an emergency water main break, for a total not to exceed
$393259-00.
On Wednesday, February 11, 2026, the Village experienced an emergency water main break on N.
Dover Road in the vicinity of Constitution Park. Due to the location, roadway conditions, and severity
of the break, immediate action was required to protect public safety, restore potable water service,
and reopen the roadway to vehicular traffic as quickly as possible. N. Dover Road serves as a primary
access route to Constitution Park and surrounding residential areas. Given the traffic volume and
community impact, delaying repairs was not a viable option.
Village Utilities staff performed the emergency water main repair. Following completion of the utility
work, Wynn & Sons Environmental Construction Co., LLC, mobilized under emergency conditions to
perform the necessary roadway restoration. The emergency restoration services included:
• Emergency response and traffic-related restoration efforts
• Full-depth removal of existing asphalt pavement
• Finish grading and preparation of existing rock base
• Installation of 8-inch base material, including prime coat
• Milling of existing asphalt pavement
• Placement of miscellaneous asphalt (including tack coat)
• Equipment, loader time, and associated labor and materials necessary to safely restore and
reopen the roadway
The services were provided pursuant to Palm Beach County Annual Contract No. 2022-063, which the
Village has piggybacked for roadway and utility-related construction services. Utilization of this
competitively procured contract allowed the Village to respond immediately to the emergency while
maintaining compliance with procurement requirements. The unit pricing contained in the proposal is
consistent with the existing contract pricing structure.
It is important to note that the Utilities Department typically budgets $20,000 for road repairs due to
water main breaks. This fiscal year, there has been a substantial increase in water main breaks with a
large impact to roadways (Tequesta Drive water main break on 1/4/26 and now N Dover Rd water
main break). These breaks alone have totaled $61,624.52 in road repair costs. Due to the increase in

repairs the approval of this item will result in the account being over budget by $12.,333-61. Staff will
address this deficit through a future budget amendment or by reallocation within the Water Fund as
part of the mid-year budget review process.
