The final pay application has been processed.The contract contains a 1 year warranty and a 3 month, and 6 month intermediate warranty check will be completed to ensure survivorship of plants and sod. o Grant reimbursement will be requested in March from FDEP. o The Village Mayor and Town of Jupiter Mayor completed an onsite social media video that will be posted soon, highlighting the collaborative project and beneficial impact to the environment. Once the Purchase Order has been processed and approved internally it will be sent to the Contractor for the scheduling of work. • Swale Regrading&Stormwater Pond Inlet& Outlet Inspections—Inland Grading Inc. ($78,480) o Staff have compiled pricing for Swale regrading and pond inspections for FY26.The proposal for inspections, along with lining,will be presented at the March council meeting.All lining and inspections should be completed before the rainy season. WATER Production Wells • Surficial Aquifer Well#28 Design and Construction o We are planning on bringing a proposal to drill well#28, which is in our South Florida Water Management District (SFWMD)water use permit (WUP) o This well is currently permitted on a VOT owned parcel across the street and railroad from the water treatment plant.This site is not ideal as it would have to be accessed through an FEC lease. We are exploring the possibility of repermitting the well on the water plant property.This will depend on the water quality in this area. o A purchase order has been issued to Florida Design Drilling to complete test well drilling on the water plant site. They have mobilized and completed drilling of the test well. Water quality testing is underway. Pictures from drilling are below. o A meeting with SFWMD will be coordinated to discuss relocation of this well and increasing the capacity of well SA24 which is very low in PFAS concentrations. jV +■ \ _ C 1,E3 i Zs-N r' r Y • Surficial Aquifer Well Annual Rehabilitation& Well#26 Evaluation o Three surficial aquifer wells are programmed to be rehabbed annually — Well #27, #23,#19 are currently planned to be rehabbed during FY26 o Well #26 was rehabilitated by AMPS in January however we continue to have issues with air entrainment and have contracted with an expert,JLA Geosciences,to review and provide options — A proposal was approved and is on the Village Manager's Consent Agenda at the March Council meeting for chlorination of this well as recommended by JLA Page 2 of 6 Village of Tequest1pag f 336 1. Agenda Item #13. Water Production Projects • Water Treatment Improvements—In Redesign o FDEP SRF loan agreement was executed and received by the Village on 7/1/25-$5,745,000;the difference we recommend paying out of reserves o Current efforts are underway to remove portions of the planned work from the scope, including the following: • 2 MG storage tank by-pass • Conversion to liquid ammonium sulfate • 16" flow meter installation • Interstage booster pumps for the RO treatment trains o A proposal for the redesign, including the above components, and rebidding of the project is included on as new business on the March Council Agenda. o Utilities staff has been working with McKim & Creed to remove the SCADA conversion from this project.The SCADA portion of work was not funded through SRF. By removing the work from the overall project we will receive better pricing and ensure that our current system does not fail prior to this project taking place.The proposal for the conversion was approved by Council at the February Council Meeting. • Filter Media Replacement(Pressurized Vessels)—Florida Design Contractors ($869,974) o Interior inspection of two pressure vessels shows pitting that will require welding repairs. o Vessels 4 and 6 have been rehabbed and repaired. Performance and bacteriological testing was completed. o Vessels 2 and 5 have been emptied. A change order to address time delays related to vessel repairs is on the Regular Consent Agenda for the March Council Meeting. • Membrane Replacement Project— H2O Innovation ($996,104) o Contractor has achieved substantial completion and the Village has working use of all three treatment trains with new membranes. o To achieve final completion the Contractor must address minor leaks on Train 1. We are also awaiting final water quality data from Train 3. • Water Treatment Master Plan— Kim ley-Horn &Associates$121,091.52) o This work includes developing a plan to meet the US EPA regulatory requirements by 2029 (proposed extension to 2031) o This Master Plan will provide both short-term and long-term compliance plans, taking into account financial and regulatory impacts. o Data collection and analysis are complete. o A workshop to review current capabilities to increase production on the RO treatment to reduce PFAS levels in the finished water was held on 2/11/26 o KHA has moved onto task three evaluating various Surficial Aquifer treatment options Water Distribution Projects • WM#1 Teguesta Dr—Ferreira Construction Co. ($2,899,263.40) o Majority of larger directional drills are completed with only one shot remaining. Remaining work includes directional drilling of individual services and connection of new water mains to the existing system after pressure and bacteriological clearance. A Change Order for time extension will be brought to the April Council meeting. The Contractor has been working to evaluate alternative methods to main installation to avoid impact to residents and increased traffic delays. X, s , . Miscellaneous • The Utilities is happy to share that Bret Bowers has been promoted from Water Distribution Service Technician to QA Officer/WTP Operator. We ar enow working on filling his previous position. Additionally we were able to offer the position of Instrumentation Technician, a position that was vacated due to the promiotion of Juan Rivas,to an external applicant, Lucas Piechnik,with an anticipated start date of 3/9/26. • As reported at the February Council Meeitng, on Wednesday, February 11, 2026,the Village experienced an emergency water main break on N. Dover Road in the vicinity of Constitution Park. It is believed tht the cause of the break was old AC watermain located under the drive of a lift station that experienced constant heavy traffic. Utilities staff is now coordinatign the judging of posters and is excited to present the winners at a coming Council Meeting. We are confident that no backflow occurred, however,we completed Palm Becah County Helath Department notification to ensure proper proceudres were followed.The cross connection has been severed and staff have been in contact with the homeowner regarding the installation of the proper backflow prevention device.
