Regular Council A-1 STAFF MEMO Meeting: Regular Council - Mar 12 2026 Staff Contact: Lori McWilliams, Village Clerk Department: Village Clerk Consider Applicants to Temporarily Fill Vacant Council Seat 1 During the February 12, 2026 Council meeting, Council reached a consensus to accept applications from February 13, 2026 - March 2, 2026 from interested individuals for the purpose of filing the vacant Council Seat 1. In accordance with the Village Charter, the Council may make this appointment until the next available general election, which is the March 11, 2027 Municipal General Election (the Palm Beach County Supervisor of Elections does not allow municipal elections during their general elections). Criteria: The criteria for selection of an appointed councilmember under subsection (a) above are as follows: • Be a qualified elector of the Village of Tequesta pursuant to Village Charter section 2.02; and • Be a resident of the Village of Tequesta for a minimum of one continuous year prior to being appointed; and • Submit a resume and letter of interest to the village clerk pursuant to any deadline for submissions that has been advertised by the Village; and • Agree to resign any currently held Village of Tequesta board or committee position immediately upon appointment becoming effective. • Satisfactory proof of having met the residency requirements required by the Village Charter and this chapter shall include submission of at least one of the following items, in the name of the candidate, for the one-year period prior to the date of the election for which the candidate is qualifying: a Village of Tequesta utility bill in the candidate's name or a rental/lease agreement in the candidate's name and showing the rental date range. TO : Teq uesta Council FROM : Marcia Nielson DATE : 18 February 2026 RE : Application for vacant council seat #1 The enclosed entries highlight two of my strengths : organization and community involvement. community I nvolvement • Archives : In the past eight years, Pat Watkins and I have organized and Laserfched documents for the village, and through this process have emersed ourselves in Tequesta's history and uniqueness as a unique small village. As such, I have a clear understanding of past history and how past experiences often influence and drive present circumstances.. • Remembrance Park : I was involved with the park's development from the beginning as I presented a conceptual presentation of the park to the Manager including signage, flagpole and the establishment of the Brick Program. I followed progress including attending the contractor's consideration meeting. I reviewed signage, initiated the Brick Program, and encouraged the installation of the flagpole. I am so very proud of our lovely park. Organization Skills • When Pat and I assumed the archival collection, there was no logical organization to the files. At present, anyone is able to access our work through the Document Center or in person. • At the WPB Library, the budget was not adequately tracked. I initiated a local system on Excel as well as interfacing with the newly installed Oracle System to track the book budget to the proverbial "penny." • During my tenure at Ryan Williams I was responsible for every aspect of bookkeeping for the agency. WHY I AM APPLYING AND CONSIDERATIONS I attend almost every council meeting and workshop because I am interested in my village. It is really that simple. Over the years, I can say I've seen it all. if 1 had to describe how I feel I would say it's like a family business. What I would bring to the council is that history and commitment. i see many challenges ahead for Tequesta. Presently, we are in a good financial position, however, as those of us with long tenure Page 292 of 336 Agenda Item #25. can testify, the environment can change especially in light of proposals now pending in Tallahassee. There may be some questions about my position as a volunteer for the Clerk and how much I interact with staff that may present a conflict. outside of the clerk's office, Pat and 1 have very little interaction with staff. We are, of course, cordial and exchange pleasantries, but because of the location of our office which is not accessible from the corridor, very few staff venture. I am very much aware of the Sunshine Law and its restrictions and will, of course, adhere to the law. Lastly, you have my assurance that l will not seek to run for office and I will support and encourage any resident who chooses to do so. The topics of these discussions include: water safety, parks, protecting local businesses and the commercial zone,beautiful urban planning, mobility studies, proposed zoning code changes, and many others. •I have advocated consistently to preserve and enhance the Tequesta community as a home and as a beautiful coastal village located in a spectacular river eco-system. •Through numerous discussions and debates, I am very aware of the priorities of the residents of the village. I have studied the development review process and the decision--making process of many facets of village life. In connection with these studies, I have made many suggestions to the village Council. Village Charrettes & Planning. • I participated actively in the charrette meetings for the commercial corridor overlay, the parks Charrettes, and mobility studies. • I researched prior projects of the Treasure Coast Regional Planning Council to determine qualities of successful projects. I also studied unsuccessful projects for lessons to learn to help the village avoid mistakes. • I advocated successfully against attempts to sell village land, including the land that is now Remembrance Park. • I advocated for the creation of Remembrance Park. Village Code and Comprehensive Plan. • In connection with all of the issues and discussions at the Council, in charrettes, and other planning meetings, I have studied the village code, village charter, and the village Comprehensive Plan in detail. • I have also studied analogous codes from other Florida and U.S. municipalities. • For planning and design matters, I have considered solutions developed in the United States and also internationally. Local Environmental Imperatives. • Promoting more park spaces and more beautiful outdoor spaces has been a consistent theme in my discussions with the Council and other decision-makers. • I have consistently advocated positions directed to increasing property values in the village and the value of the village for the long term as a home with beautiful spaces and thoughtful development. •I have studied carefully ecological issues connected with the barrier island in view of preserving that beautiful space. • I have studied ecological issues connected with the Loxahatchee River and consistently prioritized protecting this water and critical habitat. • I had communicated frequently with the Council on these environmental issues prior to the formation of the Environmental Advisory Committee and it was in the content of that correspondence that the Council formed the EAC. That committee has been a great success. Regional Environmental Stewardship. •I have participated regularly in state and county park tree plantings and other initiatives to restore critical habitat. For example, in planting Cypress trees at Jonathan Dickinson State Park and in removing invasive species and weeds from the Jupiter Inlet Lighthouse outstanding Natural Area. •I have regularly participated in beach clean ups at the Jupiter area beaches and waterways.
