Regular Council A-1 STAFF MEMO Meeting: Regular Council - Apr 09 2026 Staff Contact: Allyson Burg Department: Utilities Consider Approval of Florida Design Contractors, LLC Water Treatment Plant Filter Vessel Rehabilitation Change Order#3 SUMMARY: A The Village of Tequesta Utilities Department recommends approval of Florida Design Contractors, LLC (FDC) Water Treatment Plant (WTP) Filter Vessel Rehabilitation Contract Change Order #3 resulting in a three (3) day contract time extension with no change in contract price. FDC is currently under contract for the rehabilitation of the Village's filter vessels at the Water Treatment Plant. At the January 8, 2026 Regular Council Meeting, Council approved Change Order No. 1, which reduced the project scope from six (6) vessels to four (4) vessels based on operational analysis and ongoing evaluation of long-term PFAS treatment options. This resulted in a deductive credit of$157,296.96 and a sixty (60) day contract time extension. At the March 12, 2026 Regular Council Meeting, Council approved Change Order No. 2, which included a ten (10) day contract time extension for a Village hired wwelding contractor to complete repairs and the use of $14,729.75 from the "Allowance (Unidentified Conditions)" bid item for additional sandblasting associated with welding repairs on Vessels 2 and 5. Following completion of the additional welding repairs performed by Impact Welding Services, LLC on Vessels 2 and 5, exterior burn-through marks were identified as a result of the welding activities. To address these areas and provide protective coating, FDC submitted atime-and-materials (T&M) request for exterior coating of the affected areas on Vessels 2 and 5. The scope of Change Order No. 3 includes: • 1 day of delay from Village hired welder • 1 day for surface preparation consisting of grinding and cleaning of affected areas • 1 day for application of protective coating to prevent corrosion This change order does not increase the overall contract price, as the work is funded through previously approved allowance funds. If approved, the partially executed contractor-signed Change Order No. 3 will be provided to the Mayor for signature. The full Contract can be obtained by contacting the Utilities Department. Due to the burn through from the welding in the vessels, Titans Coating will re-coat the exterior of both vessels 5 & 2 where the burn through is present. FDC will grind down the burn through areas that are visible to help the coating cure. The Village has requested to exclude sandblasting of the exterior of the vessels; without the proper blasting there will be no warranty provided on the exterior coating. FDC is requesting an additional three (3) day total time extension with our additional work scope. One (1) day for the additional day of welding performed by Impact Welding. Two (2) days for the exterior coating performed by Titans Coating. The total sum for the additional exterior coating of vessels 5 & 2 totals $5,059.37.
