The Village of Tequesta (VOT) Utilities Department(UD) recommends approval of a work authorization
to Holtz Consulting for Right-of-Way (ROW) permit review assistance for a total not to exceed $5,000.00.
The Village continues to experience an increase in ROW permit applications for utility installations and
relocations. In particular, there has been a notable rise in projects utilizing horizontal directional drilling
(HDD)for underground utility placement.These installations require detailed engineering review to
ensure that proposed utilities do not conflict with existing Village infrastructure, including water
distribution, stormwater, and other underground facilities.
Under this work authorization, Holtz Consulting will provide engineering review services for utility plans
submitted as part of ROW permit applications. Services will include reviewing proposed utility plans and
providing comments regarding potential conflicts with existing Village utilities.
Holtz will provide review comments in the form of marked-up plan sets to assist Village staff with permit
approvals and coordination with utility providers.
Holtz Consulting is well positioned to provide these services due to their familiarity with the Village's
utility infrastructure and engineering standards.The firm is currently involved in key Village water
infrastructure projects, including:
- Construction oversight for Water Main No. 1 (WM#1)—Tequesta Drive
- Partial design involvement for Water Main No. 3 (WM#3)—Jupiter in the Pines South
Through this ongoing work, Holtz has developed a strong understanding of the Village's water
distribution system, existing infrastructure constraints, and design standards, allowing them to
efficiently evaluate potential conflicts associated with new utility installations and HDD crossings.
Holtz Consulting has a master agreement with the Village procured through the Consultant's
Competitive Negotiations Act (CCNA), FS287.055, approved October 9, 2025.The CCNA requires public
agencies to select professional service firms based on qualifications.
Please see the attached scope of services for more details.The work authorization will be funded by the
Water Fund Engineering Services account.

PROJECT TITLE: Village of Tequesta Right-of-Way Permit Review Assistance
The terms used in this work authorization with initial capital letters have the meaning stated in the
2020 request for qualifications documents and the master agreement for professional services
referenced below.
This Work Authorization, when executed, shall be incorporated in and shall become an integral part
of the Agreement for Professional Services dated October 10, 2025, between the Village of Tequesta
("VILLAGE") and Holtz Consulting ("CONSULTANT"),hereafter referred to as the Agreement.
I. PROJECT DESCRIPTION
The project will include engineering services for assisting the Village with reviewing utility plans
submitted to the VILLAGE for right-of-way (ROW)permit applications.
II. SCOPE OF SERVICES
The following is a description of the services to be provided under this Work Authorization.
TASK 1 —ROW PERMIT REVIEW ASSISTANCE
CONSULTANT will review and provide comments on utility plans submitted to the VILLAGE for ROW
permits on an as-needed basis when requested by the VILLAGE.

III. DELIVERABLES
Task I Deliverables:
1. One (1) PDF copy of the utility plans with review comments.
IV. SCHEDULE
Individual assignments will have mutually agreed-upon schedules to meet VILLAGE review deadlines.
V. COMPENSATION AND PAYMENT
Compensation for work orders shall be on a time and expense basis based upon the hourly rates included
in the Professional Services Agreement. The total compensation shall not exceed $5,000. Monthly
progress payments will be authorized based on actual time and expense incurred by CONSULTANT and
approved by the VILLAGE.
VI. ASSUMPTIONS
1. CONSULTANT will review proposed utility plans with regards to how proposed
utilities interfere/conflict with existing VILLAGE utilities.
VIL AGREEMENT REFERENCE
The work authorized under this Work Authorization shall be performed under the terms and conditions
described within the Professional Services Agreement dated October 10, 2025, by and between the
Village of Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT"). Compensation shall
not exceed the hourly rates currently in effect under this Agreement.
