Good Morning Jeremy, As a follow-up to our conversation last week,the steps for implementing a new fire assessment program to be collected on the November 2027 tax bill are as follows: 1 • Prior to January 1, 2027--Adopt Resolution of Intent o Publish notice of public hearing to adopt resolution of intent 1 time a week for the 4 weeks immediately proceeding the public hearing • By January 10, 2027-send copies of the signed resolution of intent to the Property Appraiser, Tax Collector and Department of Revenue • 120-180 days-Conduct Study and Develop Rates-October 2026-April 2027 • Workshop to present Fire Assessment Study- March-April 2027 • Adopt Home Rule Ordinance-March-June 2027 o Authorizes Village to impose fire assessments o Provides procedures to follow to impose fire assessments o Does not ■ Provide rates, methodology or actually impose the fire assessment. • Adopt Initial Assessment Resolution-April-July 2027 o Provides ■ Apportionment methodology ■ Maximum fire assessment rates for FY 27-28 ■ Exemptions, if applicable o Sets public hearing to adopt Final Assessment Resolution (rates) o Directs staff to mail first class notices to all property owners (must be done at least 20 days prior to public hearing) o Directs staff to publish notice of public hearing in newspaper(must be done at least 20 days prior to public hearing) • Mail first class notices to property owners-May-August 2027 • Publish notice in newspaper-May-August 2027 • Submit fire assessment roll to Property Appraiser for inclusion on TRIM notice-July 2027 • Adopt Final Assessment Resolution-June-September 14, 2027 o Confirms or modifies Initial Assessment Resolution o Sets final FY 27-28 fire assessment rates o Provides exemptions, if applicable o Provides for collection of fire assessment on the tax bill o Directs staff to certify final fire assessment roll to the Tax Collector by September 15, 2027 • Certify Final Assessment Roll to Tax Collector-by September 15, 2027 • Fire Assessment included on November 2027 tax bill Accenture and NG&N's fees to assist the Village with development and implementation of afire assessment program for Fiscal Year 2027-28 would be as follows: • Phase 1 -program development(study and analysis, rates and report) o Accenture --$30,000 ■ Includes 1 on-site visit to present study and get input from Village Council o NG&N --$7,500 • Phase 2-implementation o Accenture --$8,500 ■ Includes 2 on-site visits to attend meetings to adopt Initial Assessment Resolution and Final Assessment Resolution. ■ Does not include the cost of mailing first class notices. Mailing of first class notices will be an additional$1.63 per mailed notice. 2 o NG&N --$16,000 ■ Includes drafting of the legaldocuments-Ordinance, Initial Assessment Resolution and Final Assessment Resolution ■ Includes 2 on-site visits to attend meetings to adopt Initial Assessment Resolution and Final Assessment Resolution.
